At a Regular Meeting of the Board of Commissioners held in the Commission. Chambe
of the City Hall, Paducah, Kentucky, at 7:30 P.M. on September 25, 1962, Mayor Cherry
presided and upon call of the Roll the following answered to their names: Commissioners
Fendley, Gholson, Hornsby, Karnes and Nayor Cherry (5).
Letter Tran$ Commissioner Fendley offered motion that the letter from the Lone Oak Lions Clut

Lions Club expressing appreciation for the help and support given by the various departments of the
City when the Big Top was in Paducah, be received and filed. Adopted on call of the
Roll, Yeas, Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5).
Terminate Commissioner Fendley offered motion that the following temporary employees, as
seasonal

Commissioner Cholson offered motion that the request of Sharles Champion, a

Captain in the Police Department of the City of Paducah, for an extension of employment
as such, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5).
Commissioner Gholson offered motion that the letter of Paul Holland, Chief of
Police, requesting an extension of time for the continued employment of Tilghman Tade,
Chief of Detectives, and Charles Champion, Captain in the Detective Division, be received
and Filed. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson, Hornsby,
Karnes and Mayor Cherry (5).
Commissioner Hornsby offered the following motion: I move that L. B. Mason
a member of the Fire Department of the City of Paducah, Kentucky, and an Assistant Chief
therein, who is scheduled for retirement from said department on September 30, 1962, undo
the terms and provisions of an ordinance adopted by the Board of Commissioners of said
City on Larch 13, 1962, has requested that his employment as such be continued past
said date of September 30, 1962, 1 move that this Board declare that the continuation of
such employment will be for the best interest of the City, and that such employment be
continued until mid -night on the 31st day of March, 1963, unless terminated prior to sucl
time by operation of law. Adopted on call of the Roll, Yeas, Commissioners Fendley,
Gholson, Hornsby, Karnes and Mayor Cherry (5).

Recreation Seelye, Recreation Director, I move that Joyce Hodge be employed as Recreation Supervisor
in the Recreation Department, effective October 1, 1962, at a salary of $1.50 per hour.

Commissioner Hornsby offered the following, motion: Upon recommendation of Art
Seelye, Recreation Director; I move that June Burke be employed as Recreation Supervisor
in the Recreation Department, effective October 1, 1962„ at a salary of *1.50 per hour.
Such employment is temporary and no civil service rights or other rights under any law
or ordinance shall be covered by this employment. Adopted on call of the Roll, Yeas,
Commissioners Fendley, Gholson, Hornsby, Karnes and Mayor Cherry (5).
n Commissioner Karnes offered the following, motion: I move that Charles Champion,
a member of the Police department of the City of Paducah, Kentucky, and a Captain therein
who is scheduledfor retirement from said department on September 30, 1962 under the term;
and provisions of an ordinance adopted by the Board of Commissioners of said City on
March 13, 1962, has requested that his employment as such be continued past said date of
September 30, 1962, I move that this Board declare that the continuation of such employ-
ment will be for the best interest of the City, and that such employment be continued
until mid -night on the 31st day of March, 1963, unless terminated prior to such time
by operation of law. Adopted on call of the Roll, Yeas, Commissioners Fendley, Gholson

Commissioner Karnes offered the following, motion: I move that Tilghman Tade, a

Iayor Cherry made the following appointment: It appearing that the term of office
of Idilliam R. Burnett, a member of the Paduca'i-McCracken County Board of Adjustment,
expired on August 16, I hereby reappoint the said iilliam R. Burnett for a term of four
(4) years, expiring August 16, 1966, so that said Board as now constituted shall be

office of Guthrie Gilbert, a member of the Paducah -McCracken County Board of Adjustment,
expired on August 16, I hereby reappoint the said Guthrie Gilbert for a term of four (4)
years, expiring August 16, 1966, so that said Board as now constituted shall be composed
of the following members:

Mayor Cherry made the following appointment: I hereby appoint the following
persons as members of the Park, Playground and Recreation Board of the City of Paducah,
Kentucky, which Board was created by ordinance adopted on August 13, 1962 by the Board
Commissioners of said City:
Don Hartline for a term of one year, expiring October 1, 1963
Melvin W. Taylor for a term of two years, expiring October -1, 1964
Ed Cain for a term of three years, expiring October 1, 1965
John Schneidman for a term of four years, expiring October 1, 1966, and
Joe I.litchell for a term of four years, expiring October 1, 1966
Commissioner Fendley offered motion that an ordinance entitled: "AMI ORDINANCE
ACCEPTING THE BID OF L. E. CROLLEY, DOING BUSINESS AS CROLLEY CONSTRUCTION COMPANY IN THE
sAMOUNT OF $135,512.40 FOR FURNISHING ALL MATERIAL AND 190RK FOR THE CONSTRUCTION OF CONTRA
110. 1 SANITARY SEWERS (WEST END 1962) IN THE CITY OF PADUCAH, KENTUCKY, AUTHORIZING THE
MAYOR TO EXECUTE, ON BEHALF OF SAID CITY, A CONTRACT WITH L. E. CROLLEY, DOING BUSINESS
AS CROLLEY CONSTRUCTION COMPANY, FOR SAID MATERIAL AND WORK, AND PRESCRIBING THE TERMS
AND CONDITIONS OF SAID CONTRACT", be introduced and remain on file for public inspection
for at least one (1) week in the completed form in which it shall be put upon its final

Commissioner Karnes offered motion that an ordinance entitled: "AN ORDINANCE
PROVIDING FOR AND AUTHORIZING THE TRANSFER OF $213,820.00 FROM THE PUBLIC 'WORKS CUMULATIV
RESERVE FUND OF THE CITY OF PADUCAH, KENTUCKY, TO THE URBAN RENEWAL AND C01.70NITY
DEVELOPMENT AGENCY OF SAID CITY FOR THE ACQUISITION OF ALL THE LAND IN AN AREA IN SAID
CITY BOUNDED ON THE NORTH BY WASHINGTON STREET, ON THE EAST BY FOURTH STREET, ON THE
SOUTP. BY CLARK STREET AND ON THE WEST BY FIFTH STREET, AS A SITE FOR THE COidSTRUCTION
OF A N&I CITY HALL BUILDING, AND FOR THE COST OF CLEARING SAID SITE AND OTHER INCIDEiITAL
AND NECESSARY EXPE1dSES IN CONNECTION THEREWITH", be introduced and remain on file for
