City of Paducah June 29, 1962
At an Adjourned Regular Meeting of the Board of Commissioners held in the
V
Commission Chamber of the City Hall, Paducah, Kentucky, at 5:00 P.M. on June 29, 1962,
Mayor Cherry presided and upon call of the Roll the following answered to their names:
Commissioners Gholson, Karnes and Mayor Cherry (3), Commissioners Fendley and Hornsby
being absent (2).
Commissioner Gholson offered the following motion: I move that the bid of
Kennedy Construction Company for the moving of the city building at Clements and ?,layers
Streets, be received and filed.
I further move that said bid be rejected and that the City Manager readvertise
for such services under the terms of the Resolution adopted by the Board of Commissioner
on June 12, 1962. Adopted on call of the Roll, Yeas, Commissioners Gholson, Karnes
and Mayor Cherry (3).
Commissioner Karnes offered motion that the Certificate of Insurance issued by
The Fidelity and Casualty Company of New York to G. W. Martin & Son and the City
of Paducah, Kentucky, for a period of time ending November 2, 1962, be received,
approved and filed. Adopted on call of the Roll, Yeas, Commissioners Gholson, Karnes,
and Mayor Cherry (3).
Mayor Cherry offered motion that the Certificate of Insurance issued by The
Fidelity and Casualty Company of New York to W. H. Yancy and the City of Paducah,
Kentucky, for a period of one year from July 22, 1962, be received, approved and filed.
Adopted on call of the Roll, Yeas, Commissioners Gholson, Karnes and Mayor Cherry (3).
Mayor Cherry offered motion that Mrs. Tomasina Bolser be, and she is hereby,
named, appointed and designated as an official reporter of the Board of Commissioners
to report and transcribe the evidence and proceedings at the trial of Charges preferred
against Owen Lindsey by Paul Holland, Assistant Chief of the Police Department of the
City of Paducah. Adopted on call of the Roll, Yeas, Commissioners Gholson, Karnes
and Mayor Cherry (3).
Mayor Cherry offered motion that the return of Lt. John O'Donley showing service
of the copy of Charges preferred against Owen Lindsey by Paul Holland, Assistant Chief
of the Police Department of Paducah, and a copy of the Notice of Hearing set for trial
on June 29, 1962 at 5 o'clock P.M., be received and filed. Adopted on call of the
Roll, Yeas, Commissioners Gholson, Karnes and Mayor Cherry (3).
Mayor Cherry offered the following motion: I move that the Board of Commissione
of the City of Paducah, Kentucky, having heard the evidence upon charges preferred
against Owen Lindsey, a member of the Police Department of said City, by Paul Holland,
Assistant Chief of Police of said City, and being sufficiently advised, adjudges that
the said Owen Lindsey is guilty of conduct as would render him an unfit or improver
person for employment in the Police Department of the City of Paducah within the
purview of Subsection 11 of Section 9 of the ordinance governing the conduct of member:
of the Police Department of said City.
It is therefore the judgment of the Board of Commissioners of the City of
Paducah, Kentucky, that the defendant, Owen Lindsey, be, and he is hereby, suspended

without pay as a member of the Police Department of the City of Paducah, Kentucky,
for a period of 60 days from June 24, 1962. Adopted on call of the Roll, Yeas,
Commissioners Gholson, Karnes and Mayor Cherry (3).
On motion the meeting adjourned.
