At a Called Meeting of the Board of Commissioners held in the Commission Chamber
City Hall, Paducah, Kentucky, at 7:30 P.M. on January 16, 1962, Mayor Cherry presided and
upon call of the Roll the following answered to their names: Commissioners Fields,
Gholson, Hornsby, Karnes and Mayor Cherry (5).
Mayor Cherry offered motion that the executed copies of the Notice of Called
Meeting to be held at 7:30 P.M. on January �6, 1962, be received and filed. Adopted on
call of the Roll, Yeas, Commissioners Fields, Cholson, Hornsby, Karnes and Mayor Cherry
Mayor Cherry offered the following motion: It appearing that the Notices for a
Called Meeting of the Board of Commissioners to be held at 7:30 P.M. on January 16, 1962
were not delivered to the Members of said Board or to the residences of said Members
twenty-four hours prior to the time for said meeting; and it appearing that Mayor Vherry
and Commissioners Fields, Gholson, Hornsby and Karnes are now present at the time set for
said Called Meeting, I now therefore move that said Meeting be held at said time without
written notices as provided by the Rules of said Board. Adopted on call of the Roll,
Yeas, Commissioners Fields, Gholson, Hornsby, Karnes and Mayor 'harry (5).
Commissioner Fields offered motion that the Certificate of Insurance issued by
The Fidelity and Casualty Company of New York to Loren R. Jones and The City of Paducah,
Kentucky, for a period of one year from January 1, 1962, be received, approved and filed.
Adopted on call of the Roll, Yeas, Commissioners Fields, Gholson, Hornsby, Karnes and
Mayor Cherry (5).
Employ Mar- / Commissioner Fields offered the following motion: Upon recommendation of Art
jorie Mayhew
Recreation Seelye, Recreation Director, I move that Marjorie Mayhew be employed as part-time
secretary, in the Recreation Department, effective January 22, 1962, at a salary of
$1.00 per hour. Such employment is temporary and no civil service rights or other right:
under any law or ordinance shall be covered by this employment. Adopted on call of the

Mayor sherry offered motion that the letter from Virgil R. Smith, Jr., relative
to the appointment of a llirector of Public Safety, be received and filed. Adopted on call
of the Roll, Yeas, Commissioners Fields, Gholson, Hornsby, Karnes and Mayor "herry (5).
Mayor Cherry offered motion t hat the letter from Rev. Y. E. Holland relative to
hiring a Police Commissioner, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Fields, Gholson, Hornsby, Karnes and Mayor Vherry (5).
/ Commissioner Karnes offered motion that an ordinance entitled: "AN ORDINANCE
CREATING THE POSITION OF DIRECTOR OF PUBLIC SAFETY; PRESCRIBING THE DUTIES OF SAID
DIRECTOR; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREVIITH",
be adopted. Adopted on call of the Roll, Yeas, Commissioners Fields, Gholson, Hornsby
and Karnes (4), Mayor Cherry voted "No".
On motion the meeting adjourned.
