Proceedings of Board of Commissioners City of Paducah April 28, 1959
At a Regular Meeting of the Board of Commissioners held in the Commission
Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on April 28, 1959, Mayor
Jacobs presided and upon call of the Roll the following answered to their names:
Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5).
Mayor Jacobs offered motion that the reading of the :•Sinutes for April 14th
and 15th, 1959 be waived and that the Minutes of said meetings as prepared by the City
Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners

Ins ✓ Commissioner Fendley offered motion that the Board of Commissioners receive,

air..y Commissioner Fendley offered motion that the claim of J. E. Hite in the
sum of •;48.90 against the City for damages to his car on or about !,larch 18, 1959 on
Boyd Street between 8th and 9th Streets by a vehicle of the Refuse Division of the
Public :°corks Department be allowed, and further move that the Treasurer issue check
of the City in said amount to J. E. Hite after securing a full and complete release.

Commissioner Fendley offered motion as follows: I move that the Board of
Commissioners receive and file the budget prepared by Lloyd C. Emery, City Manager
for the period from January 1, 1959 through December 31, 1959, said budget containing
his letter of transmittal, a table of past and estimated revenues, a table of past
and recommended expenditures, and an explanation and justification of recommendations,
and including also the appropriations recommended for payment of current expenses and
for permanent improvements for each department and division thereof for the aforesaid
fiscal period, with comparative statements in parallel columns of the appropriations
and expenditures for the current fiscal year and appropriations and expenditures for t
year preceding the current fiscal year, and the increases and decreases in the appropr
ations recommended for the aforesaid period as compared ,with the expenditures for the
IIyear 195.8, also in itemized form a statement of the estimated revenue of the city for

the aforesaid fiscal period, with comparative statements in parallel columns of the
revenue for the current and nett preceding fiscal year, and the increases and decrease
estimated and proposed.
I further move that copies of the budget which have been printed be made
available for distribution, and that a public hearing be held on said budper at the
regular meeting of the Board of Commissioners on I -lay 12, 1959. Adopted on call of th

Commissioner Gholson offered motion that Arthur Harris be employed as a
temporary laborer in the Cemetery Department of the City of Paducah at the rate of
;l.11h per hour, effective May 1, 1959. Adopted on call of the Roll, Yeas,

Commissioner Gholson offered motion that the letter dated April 22, 1959,
from Robert C. Cherry, thanking Patrolman A. A. Horn and contributing the saving of
the life of .'a•. T. 1.1. Adams to the skill and quick action of the officer, be received

Commissioner Gholson offered motion that Ben Howard be employed as a
temporary laborer in the Cemetery Department of the City of Paducah at the rate of
•,;1.11h per hour, effective May 1, 1959. Adopted on call of the Roll, Yeas,
Commissioners Fairhurst, Fendley, Gholson, Hoot and Mayor Jacobs (5).
Commissioner Gholson offered motion t hat the letter dated April 24, 1959,
from Frank A. Stubblefield, Representative, concerning S. 57, the Housing act of 1959,',
and pledging support, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5).
Commissioner Gholson offered motion that the e:cecuted copy of a Lease from
the Illinois Central Railroad Company to the City covering a portion of the land
used in Barkley Park from April 1, 1959 to (larch 31, 1964, be received and filed.

Commissioner Gholson offered motion that the claim of Jim Burnley in the sum
of ;43.75 against the City for damage to his car on or about i -.arch 5, 1959, behind
219 North 6th Street by .a vehicle of the Refuse Division of the Public ';corks Department
be allowed, and further move that the Treasurer issue check of the City in said amount
to Jim Burnley after securing a full and complete release. Adopted on tali of the

Commissioner Hook offered motion that the letter from Rhodes Burford Company
expressing appreciation for the splendid manner in which the Paducah Fire Department
handled the Goodrich Tire & Rubber Company fire, be received and filed. Adopted on
call of the Roll, Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and iayor
Jacobs (5).
Commissioner Hook offered motion that Lester Cope, a private in the Fire
Department of the City, be promoted to an enZineer in such department, effective i•:ay
