At a Called Meeting of the Board of Commissioners held in the Commission
Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on April 5, 1960, P-ayor
Cherry presided and upon call of the Roll the folloi-ring answered to their names:
Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5).
Mayor Cherry offered motion that the executed copies of the Notice of
Called Meeting to be held at 7:30 P.M. on April 5, 1960, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook and
Mayor Cherry (5).
Commissioner Davis offered motipn that this Board receive, approve and
file Certificate of Insurance issued by State Automobile Insurance Company to Jewel R.
Tilford for a period of one year from April 8, 1960. This insurance covers moving of
buildings over city streets and other public ways. Adopted on call of the Roll,
Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5).
Commissioner Davis offered motion that the Certificate of Insurance issued
by New Amsterdam Casualty Company coverirg work done by Emmett L. Beyer for a period
of one year from April 2, 1960, be received, approved and filed. Adopted on call
of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5).
Commissioner Davis offered motion that the memorandum from the Paducah
Police Department recommending that a street lmght be placed on KU pole No. 28 in
front of 922 North 8th Street, be received and filed. He further moved that the City
Manager be directed to have hhe Kentucky utilities Company install a street light at
the above location. Adopted on call of the Roll, Yeas, Commissioners Davis,
Fendley".Gholson, Hook and Mayor Cherry (5).
Commissioner Fendley offered motion that the Board of Commissioners approve
the sale by the City of Paducah to Carrie Colewell of the north east corner of Lot 12
in Block 8 of the Rushing Addition to Oak Grove Cemetery, and that the City Clerk be
authorized to execute a deed of conveyance to said cemetery grave. Adopted on call
of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5).
Commissioner Fendley offered motion that the Bond of Lewis Tilford d/b/a
Tilford Plumbing Company in the amount of •x2,000.00 dated ldarch 28, 1960, be received,
approved and filed. Adopted on call of the Roll, Yeas, Commissioners Davis,
Fendley, Gholson, Hook and i•'ayor Cherry (5).
Commissioner Fendley offered motion that the Certificate of Insurance
by United States Fidelity and Guaranty Company to the City of Paducah, covering work
done by Jesse Sparks d/b/a City Plumbing and Heating Company, for a period of one year
from April 4, 1960, be received, approved and filed. Adopted on call of the Roll,
Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5).
Commissioner Fendley offered motion that the letter from Miss Donna LeSieur,
Horth 10th Street, relative to the dumping of trash in the vicinity of her property,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Davis,
Fendley, Gholson, Hook and Mayor Cherry (5).

Resignation Commissioner Gholson offered motion that the resignation of H. S. Carroll, Jr.
H.S.Carroll
policeman as a member of the Paducah Police Department, dated I•larch 27, 1960, be received,

Commissioner Gholson offered motion that the claim of Mrs. Ezra Vaughn (1410
Broadway) against the City in the sum of ;200.00 for personal injuries received by her
on August 18, 1959 by reason of an alleged defective sidewalk condition at 13th and
Broadway, be allowed, and that the City Treasurer be, and he is hereby, directed to
pay said amount to her after securing a full and complete release. Adopted on call
of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook and i:ayor Cherry (5).
Commissioner Hook offered the following motion: I move that the letter from
Ed Turner, Fire Chief, addressed to the City Manager, dated March 31, 1960, advising
that Carl E. Torian has completed fifteen (15) days of probationary period in the
fire department and recommending that his appointment be made permanent as of March 31,
1960, be received and filed, and I further move that the said Carl E. Torian be, and
he is now, made a permanent employee in the fire department effective I•larch 31, 1960.

Mayor Cherry (5).
Commissioner Hook offered motion that the following bids for furnishing the City
its requirement of Asphalt for the year 1960, be received and filed:

Commissioner Hook offered the following motion:
It• appears from a letter dated April 1, 1960, filed by Paducah Water 'forks that they
recommend the approval of a special regulation governing the laying of a six inch water
main in Hillcrest Avenue from an existing $ inch main at the intersection of Cardinal
Lane and Hillcrest Avenue to the existing 6 inch main in Hillcrest Avenue at the inter-
section of Hillcrest Avenue and Park Avenue, a distance of approximately $30 feet.
I therefore move that the letter of the Paducah Ilater Works and the copy of spec:
regulation, which was adopted by Commissioners of %later I'lorks, be received and filed
and that Paducah Water Works, through its Board of Commissioners, be authorized to
install a 6 inch water main in Hillcrest Avenue from Cardinal Lane to intersection of
Hillcrest Avenue and Park Avenue, a distance of approximately $30 feet.
I further move that the adoption of this regulation be considered as an agreemen
on the part of the City of Paducah to pay the main and fire hydrant rental, as provided
in the franchise, on the pipe line referred to in the regulation and in this motion.
Said rental to begin when said main has been laid and water provided for on the Street
above referred to. Adopted on call of the Roll, Yeas, Commissioners Davis, Fendley
Gholson, Hook and Mayor Cherry (5).

ACCEPTING THE BID OF REED CRUSHED STONE COGII'ANY, INC. FOR SALE TO THE CITY OF No. 7,
NO. S, NO. 9 AND NO. 11 LIMESTONE, KENTUCKY STATE HIGHJAY SPECIFICATIONS, FOR USE BY
THE CITY DURII•dG 1960, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AND EXECUTE A
CONTRACT FOR THE PURCHASE OF SAME; AND PRESCRIBING THE TER -IS AND CONDITIONS UNDER WHI
SAID PURCHASE SHALL BE MADE", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5).
Commissioner Hook offered motion that an ordinance entitled: "AN ORDINANCE
Al -ENDING SECTION 4 OF AN ORDINANCE ENTITLED: IAN ORDINANCE PROVIDING FOR THE
APPOINnIENT OF A CITY ALCOHOLIC BEVERAGE AD14IDIISTRATOR TO ADMINISTER AND ENFORCE IN
THE CITY OF PADUCAH, KENTUCKY, PROVISIONS OF KRS 243.010 TO 243.710; PRESCRIBING
THE DUTIES OF THE CITY ALCOHOLIC BEVERAGE ADI•DINISTRATOR; FIXING THE AMOUNT OF HIS
COMPENSATION, AND REPEALING ALL ORDINANCES IN COIIFLICT THEREWITH', 3HICH WAS ADOPTED
BY THE BOARD OF C0I.11ISSIONERS ON JANUARY 16, 1951", be adopted. Adopted on call
of the Roll, Yeas, Commissioners Davis, Fendley, Gholson, Hook and Mayor Cherry (5).
