Proceedings of June 30, 1954 Board of Commissioners City of Paducah June 303 1954
At a Called Meeting of the Board of Commissioners held in the Commission Chamber
of the City Hall, Paducah, Kentucky, at 4:30 P.M. on June 30, 1954, Mayor Cherry preside
and upon call of the Roll the followring answered to their names: Commissioners Hannin,
Hughes, Jacobs and 'Mayor Cherry (4), Commissioner Riggs being absent (1).
Notice of Called mayor Cherry offered motion that the Notices of Called Meeting of the board of
Meeting
Commissioners at 4:30 P.M., Wednesday, June 30, 1954, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Hannin, Hughes, Jacobs and Mayor Cherry (4).
Mrs. Lula Reed Mayor Oherry offered the following motion:. The term of office of Mrs. Lula Reed
King & Dr. Roof
reappointed on King and Dr. Raymond Roof as members of the Board of Trustees of the Public Library
Library Board
having expired on June 14, 1954, 1 therefore move that Mrs. Lula Reed King and Dr.
Raymond Roof be re -appointed as members of said board for further terms of four (4)
years each, so that said board as now constituted shall be composed of the following
members:
David Pine whose term expires June 14, 1955
Mrs. Clarence Bennett whose term expires June 14 1956
Charles A. Williams whose term expires June 11�., 1956
Mrs. Lula Reed King whose term expires June 14 1958
Dr. Raymond Roof whose term expires June 14, 158

Sell lot in Oak Commissioner Hannin offered motion that the Board of Commissioners approve the
Grove to R. G.
Whitman sale to R. G. Whitman of the South one-half of Lot No. 7 in Block No. 2, located on the
wralk between Rieke Avenue and Yopp Avenue in the Mausoleum Addition to Oak Grove
Cemetery for the sum of ;$160.00.
He further moved that the City Clerk be directed to make the proper notation on
the Cemetery Register. Adopted on call of the Roll, Yeas, Commissioners Hannin,
Hughes, Jacobs and Mayor Cherry (4).
Lease with ICRR % Commissioner Hannin offered motion that the Lease between the Illinois Central
Part of Bartley
Park Railroad Company and the City of Paducah, Kentucky covering certain property used as
part of Ear'rley Park, be received and filed. Adopted on call of the Roll, Yeas ,

Commissioner Hannin offered motion that the following bids for the sale to the j
trucks - filed
City of Paducah of two (2) dump trucks for use in the Street Department, be received and
filed:

Contract i=d Coamissioner Hughes offered motion that the contract from the Southland Company
Southland Co.
on Asphalt for the furni;hin; of the City's 1954 requirements for asphalt, together with perfor-
mance bond, be received and filed. Adopted on call of the Roll, Yeas, Connuissioners

Sewer Project June 13, 1952 by HoueinL and Home Finance A;ency of the United States of America, the
City of Paducah is constructing; a ;term sewar project known as Project No. KY 15 -CP -8; and
VFER AB, Section 5 of said project known as "The Branch Sewer" is designed to
end on 32r.•1 Streat and to discharr:e into a ditch situated In what is known as a "Borrow
Pit ::asc=ent," ,ranted to tiu, ,ity on I:cvamber 25, 1938 by Roscoe Houser and his wife,

Annie Houser, by deed of record in Deed Book 200, page 118 in the McCracken County
Court Clerk's Office, said easement extending from the east line of 32nd Street to the
south line of Park Avenue, and shorn by plat of record in Plat Book "C", page 30 in
said Clerk's office; and
WHEREAS, the Houser property, over which said borrow pit easement eras granted,
is now owned by W. E. Harris and his iri.fe, Alice C. Harris, and the said W. E. Harris
has refused to permit the Contractor working upon said severer project to install the
necessary pipe,outlet structures and flap gate or to do any other work in said borrow
pit, the said Harris claiming the easement owned by the City does not give the City or.
its Contractor the right to do such sewer work over said borrow pit.
For the purpose of attempting to settle the matter without litigation, I now
move that the City i•Ianager be, and he is hereby, directed to negotiate with the said
11. E. Harris and his irife, Alice C. Harris, for the purchase of an easement or right-
of-way for such sewer purposes over said borrow pit property, and I further move that
he report his findings to this board as soon as possible. Adopted on call of the

Bad Refuse Commissioner Jacobs offered motion that the check in the amount of ',0.80 from
Account
collected the Paducah "ater Works which represents bad refuse accounts collected during the month
of May, 1954, be turned over to the City Treasurer to be deposited to the General Fund.

Settle Claim j Commissioner Jacobs offered motion that the claim of Ruth Blakemore against the
Ruth Bilnke-
more City of Paducah in the sum of (295.00, for personal damages sustained by her on or
about April 20, 1954, on the north side of Broadway between 10th street and 11th Street,
be allowed and that the City Treasurer be and he is hereby authorized to issue check
of the City to said Ruth Blakemore for said amount after securing a full and complete

release. Adopted on call of the Roll, Yeas, Commissioners Hannin, Ilughes, Jacobs

Free parking Commissioner Jacobs offered the following motion: I move that the letter of
Paducah Day-/
Retail Mderchants Association dated June 22, 1954, to the Mayor and Board of Commissioners,
requestinf, the Commission for free parking on Monday, July 26, 1954 in connection with
"Paducah Day", be received and filed.
I further move that the time limitation
payment of fees and penalties for vio-
lation thereof as to all parking meters in the City of Paducah, except those adjacent
to the Post Office property on the north side of Broadway and the west side of 5th
Street, be waived from 8 A.M. until 6 P.I.I. on Monday, July 26, 1954; the said Retail
i:orc'ants Association being responsible, as stated in its letter, for placing bags on
said motors and tarinZ them off.
I further move that the Retail _Yorchunts Association be requested by the City
!':3na;;er to cause all of said bats to be placed on all. of said motors before 8 A.I.I. on
July 26, 1954 and re=oved Lefore 8 A.!!. on July 27, 1954. Adopted on call of the

Krug -Thomas ' Commissioner Hannin offered motion that an ordinance entitled: "AN ORDINANCE
2 dump trucks
ACCEPTING THE BID OF KRUG-THOMAS TRUCK AND TRACTOR COMPANY FOR THE SALE TO THE CITY
OF PADUCAH, KENTUCKY OF TWO (2) DUMP TRUCKS AND AUTHORIZING THE CITY MANAGER TO CONTRAC
FOR SAME", be introduced and remain on file for public inspection for at least one (1)
week in the completed form in which it shall be put upon its final passage. Adopted ori
call of the Roll, Yeas, Commissioners Hannin, Hughes, Jacobs and Mayor Cherry (4).
Commissioner Jacobs offered motion that an ordinance entitled: "AN ORDINANCE
ACCEPTING THE BID OF KRUG-THOMAS TRUCK AND TRACTOR COMPANY FOR THE SALE TO THE CITY OF
PADUCAH, KENTUCKY OF ONE (1) CUB WITH MOVER AND OTHER ATTACHMENTS AND AUTHORIZING TE
CITY MANAGER TO PURCHASE SAME", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Hannin, Hughes, Jacobs and Mayor Cherry (4).
Mayor Cherry offered motion that an ordinance entitled: "AN ORDINANCE AMENDING
SECTION 2 OF AN ORDINANCE ENTITLED: 'AN ORDINANCE FIXING AND ADJUSTING THE RATES OF
PAY OF CERTAIN TEMPORARY OR SEASONAL NON -CIVIL SERVICE FMIPLOYEES OF THE CITY OF
PADUCAH AND THEIR PERIOD OF EMPLOYMENT', {'FHICH WAS ADOPTED BY THE BOARD OF COM14ISSIONERS
ON JANUARY 30, 1954, AND AMENDED ON JUNE 9, 1953", be adopted. Adopted on call of
the Roll, Yeas, Commissioners Hannin, Hughes, Jacobs and Mayor
