Proceedings City of Peducah March 29_1958
At a Regular Meeting of the Board of Commissioners held in the Commission Chambe
of the City Hall, Paducah, Kentucky, at 8:30 A.M. on March 29, 1958, Mayor Jacobs
presided and upon call of the Roll the following answered to their names: Commissioners
Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5).
f Mayor Jacobs offered motion that the reading of the Minutes for March 22, 1958
i'. be waived and that the Minutes of said meeting as prepared by the City Clerk be approved
as written. Adopted on call of the Roll, Yeas, Commissioners Fairhurst, Fendley,
Gholson, Hook and Mayor Jacobs (5).
Liability Ins.Commissioner Fendley offered motion that the Boatd of Commissioners receive, fil
Ray Black & Son
and approve Certificate of Insurance issued by The Fidelity and Casualty Company of New
York to Ray Black & William R. Black d/b/a Ray Black 8-. Son and the City of Paducah,
Kentucky for a period of one year from April 15, 1958. Adopted on call of the Roll,
Yeas, Commissioners Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5).
Letter Rev. H.F.. Commissioner Gholson offered motion that the letter from Rev. H. F. Parker

expressing thanks to the City Officials for their help in making useable a site for the
relocation of the First Baptist Church, be received and filed. Adopted on call of the

Refund Bldg Commisisoner Gholson offered the following motion: I move that the memorandum

H.A.Rea from Fred Wilkins, City Treasurer regarding refund of building permit to Mr. H.A.Rea,
be received and filed.
Since it appears that the permit will not be used, I further move that the sum
of y4.00 be refunded to Mr. Rea. Adopted on call of the Roll, Yeas, Commissioners
Fairhurst, Fendley, Gholson, Hook and Mayor Jacobs (5).
City Manager's 'Ii Commissioner Hook offered the following motion: I move that the Board of
Budget 1958
V Commissioners receive and file the budget prepared by Lloyd C. Emery, City Manager for
the period from January 1, 1958 through December 31, 1958, said budget containing his
letter of transmittal, a table of past and estimated revenues, a table of past and
recommended expenditures, and an explanation and justification of recommendations, and
including also the appropriations recommended for payment of current expenses and for i
permanent improvements for each department and division thereof for the aforesaid fiscal
period, with comparative statements in parallel columns of the appropriations and expendill
:1 tures for the current fiscal year and appropriations and expenditures for the year pre-
ceding the current fiscal year, and the increases and decreases in the appropriations
recommended for the aforesaid period as compared with the expenditures for the year 1957,
V also in itemized form a statement of the estimated revenue of the city for the aforesaid .
fiscal period, ;with comparative statements in parallel columns of the revenue for the
current and next preceding* fiscal year, and the increases and decreases estimated and
proposed.
I further move that oopi.os of the budget which has been printed be made
available for distribution, and that a pub] Ic hearing be held on said budget at the
regular reetirg of the Bo4rd of Commiasionero on April 12, 1958. Adopted on call of

ADDING SECTION 32.5 TO AN ORDINANCE ENTITLED: IAC! ORDINANCE PLACING OFFICES AND
POSITIONS OF TRUST OR EYLOYMENT IN THE SERVICE OF THE CITY OF PADUCAH, KENTUCKY,
UNDER CIVIL SERVICE RULES AND REGULATIONS PURSUANT TO THE PROVISIONS OF KRS 90.300
