Proceedings of Board of Commissioners City of Paducah April 1, 1952
At a Called i,;eeting of the Board of Commissioners held in the Commission Chamber
of the City Hall, Paducah, Kentucky, at 7:30 o'clock P.M. on April 1, 1952, Mayor Cherry
presided and upon call of the Roll the following answered to their names: Commissioners
Clark, Jphnston, Morrow and Mayor Cherry (4), Commissioner Jacobs being absent when the
kmeeting was called to order (1).
Minutes of the previous meeting were adopted as read.
Water line) Commissioner Clark offered motion that the petition of A.E.Vasseur and wife, Mar
Husbands
Road ✓ Frances Vasseur, residing on the Husband Road in McCracken County, outside the corporate
limits of the City of Paducah, for authority to lay and construct a water line for the
purpose of providing water service to the building located on the property of petitioners
be received and filed and that the request in said petition be granted in accordance with
the terms set forth therein.
It is understood, however, in granting the privilege sought in said petition
Neither the City of Paducah nor the Commissioners pf Water Works shall be obligated to bu
said pipe line or any part thereof, and no such obligation shall be contained or be
implied hereafter should the territory to be served by the water line to be laid under
the authority herein requested be taken into or made a part of the City of Paducah.
It is further understood that the petitioners will subscribe for water service a
the rates now or hereafter prescribed for water service to consumers outside the City
limits of Paducah and subject in all respects to the rules and regulations of the City
of Paducah or its Commissioners of Water Works which may be now in force or hereinafter
enacted.
Nothing in the granting of this petition shall obligate the City of Paducah or
its Commissioners of Water Works to guarantee pressure or service, and said water service
s.ay be discontinued through said pipe line at any time when in the judgment of its Comm-

lie further moved that the bond furnished by James R. Reeves under date of July
7, 1951, to secure the placing of such markers and monuments now be cancelled and
discharged and that the City Treasurer be authorized to refund to the said James R.

Commissioner Jacobs offered motion that the petition of J. A. Shoulta and wife,
Vanda Shoulta, residing on Dixie Avenue in McCracken County, outside the corporate limits
of Paducah, Kentucky, for authority to lay and construct a water mine for thepurpose
of providing water service to the building located on the property of petitioners be
received and filed and that the request in said petition be granted in accodance with
the terms ser, forth therein.

hereinafter enacted.
Nothing in the granting of this petition shall obligate the City of Paducah or
its Commissioners of Water Works to guarantee pressure or service, and said
water service may be discontinued through said pipe line at any time when in the
judgment of its CoRmissioners of Water Works the furnishing of water to the petition-
ers or their successors in ownership of the property owned may interfere in any wire
with the adequate supply and distribution of water inside the corporate limits of
the City of Paducah. Adopted on call of the Roll, Yeas, Commissioners Clark,

Commissioner Johnston offered motion that a resolution entitled; "A RESOLUTION
OF APPRECIATION TO CARPENTERS UNION NO. 559 FOR CONTRIBUTING TIME AND LABOR TO
CONSTRUCTION OF AN OFFICE FOR THE CHIED OF POLICE", be adopted, and that a copy
of said resolution be transmitted to Mr. J. E. Carter, Business Agent of Carpenters U
No. 559• Adopted on call of the Roll, Yeas, Commissioners Clark, Jacobs, Johnston,
Morrow and Mayor Cherry (5).
Commissioner Clark offered motion that an ordinance entitled: "AN ORDINANCE
PROVIDING FOR AN INCREASE IN THE SALARY OF THE ALCOHOLIC BEVERAGE ADMINISTRATOR, WHO
IS NOT SUBJECT TO CIVIL SERVICE, AND FIXING THE AMOUNT OF THE SALARY OF SAID EMPLOYEE"

Commissioner Clark offered motion that an ordinance entitled; "AN ORDINANCE
AMENDING SECTIONS 2, 6 AND 7 OF AN ORDINANCE ENTITLED 'AN ORDINANCE RELATING TO
TRAFFIC AND REGULATING THE USE OF PUBLIC STREETS IN THE CITY OF PADUCAH,DEFINING AND
ESTABLISHING PARKING METER ZONES AND REGULATING AND CONTROLLING AND PROVIDING FOR
INSPECTION OF THE TIME PARKING OF VEHICLES THEREIN BY THE USE OF PARKING METERS;
PRESCRIBING LIMITS OF TIME FOR PARKING IN PARKING METER ZONES; AND PROVIDING FOR
ENFORCEbIENT OF THIS ORDINANCE AND PUNISHMENT FOR ITS VIOLATION", WHICH WAS ADOPTED
BY THE BOARD OF COMMISSIONERS ON JULY 9, 1946; AND AMENDED ON JANUARY 8, 1952", be

Crmmissioner Jacobs offered motion that the Board of Commissioners receive and
file the petition of Curtis Lawson and others requesting that the alley running
parallel with Bridge and Hendricks streets be reworked for drainage purposes.

authorize the Street Superintendent to perform any work required to correct the

POSITIONS OF TRUST OR EMPLOYMENT IN THE SERVICE OF THE CITY OF PADUCAH, KENTUCKY, UrIDE
CIVIL SERVICE RULES AND REGULATIONS PURSUANT TO THE PROVISIONS OF KRS 90.300 TO 90.990
PROVIDING FOR THE APPOINTMENT OF A BOARD OF CIVIL SERVICE COMMISSIONERS, FIXING AND
PRESCRIBING THE QUALIFICATIONS, TERMS OF OFFICE, POWERS AND DUTIES OF SAID COMb.ISSIONE
PRESCRIBING THE RULES BY WHICH THE BOARD OF CIVIL SERVICE COMMISSIONERS SHALL BE
GOVERNED IN THE GIVING OF EXAMINATIONS TO APPLICANTS FOR EMPLOYMENT; FIXING THE NUMBER
CLASSIFICATION AND SALARIES OF ALL EMPLOYEES IN EACH DEPARTMENT WHO SHALL BE AFFECTED

Mayor Cherry offered motion that an ordinance entitled: "AN ORDINANCE PROVIDING
FOR THE ISSUANCE OF WATERWORKS REVENUE BONDS, SERIES OF 1952, OF THE CITY OF PADUCAH,
KENTUEKY, FOR THE PURPOSE OF CONSTRUCTING EXTENSIONS AND PERMANENT IMPROVEMENTS TO THE
MUNICIPAL WATERWORKS SYSTEM OF SAID CITY; SETTING FORTH THE TERMS AND CONDITIONS UPON
WHICH SAID BONDS AND ADDITIONAL BONDS RANKING ON A PARITY THEREWITH ARE TO BE AND MAY
BE ISSUED AND OUTSTANDING, AND PROVIDING FOR THE PAYMENT OF SAID BONDS AND INTEREST
THEREON FROM AVAILABLE INCOME AND REVENUES OF SAID SYSTEM", be adopted. Adopted on
