At a Regular Meeting of the Board of Commissioners held in the Commission
Chamber of the City Hall, Paducah, Kentucky, at 7:30 P.M. on December 18, 1951, Mayor
Johnston presided and upon call of the Roll the followinganswered to their names:
Commissioners Hannin, Jacobs, Sims, Thomas and Mayor Johnston (5).
Minutes of the previous meeting were adopted as read.
Water line / Commissioner Sims offered motion that the petition of Earl Vance and wife, Nina
Lackey St
Vance, residing on Lackey Street for authority to connect a 3/4 inch water pipe line to
the privately owned pipe line of Schneidman Road Water Line Number 2 for the purpose of
providing water service for domestic purposes to the property of said petitioners, be
received and filed and that the request in said petition be granted in accordance with

It is understood, however, in granting the privilege sought in said petition
neither the City of Paducah nor the Commissioners of Water Works shall be obligated
to buy said pipe line or any part thereof, and no such obligation shall be contained or
implied hereafter should the territory to be served by the water line to be laid under
the authority herein requested be taken into or made a part ofthe City of Paducah.
It is further understood that the petitioners will subscribe for water service at
the rates now or hereafter prescribed for water service to consumers outside the city
limits of Paducah and subject in all respects to the rules and regulations of the city
of Paducah or its Commissioners of Water Works which may now be in force or hereinafter
enacted.
Nothing in the granting of this petition shall obligate the City of Paducah or its
Commissioners of Water Works to guarantee pressure or service and said water service
may be discontinued through said pipe line at any time when in thejudgment of its

Ave. Jewell Walker, residing on Homewood Avenue in McCracken County, outside the corporate
limits of Paducah, Kentucky, for authority to lay and construct a water line for the
purpose of providing water service to the building located on the property of petitioners
be received and filed and that the request in said petition be granted in accordance
with the terns set forth therein.
It is understood, however, in granting the privilege sought in said petition
neither the City of Paducah nor the Commissioners of Water Works shall be obligated to
buy said pipe line or any part thereof, and no such obligation shall be contained or be
implied hereafter should the territory to be served by the water line to be laid under

Commissioner Thomas offered motion that the petition of Troy C. Colson and wife,
Marie Colson, residing on Rutter Street for authority to connect a 3/4 inch water pipe
line to the privately owned pipe line of Schneidman Roqd Water Line Number 2 for the
purpose of providing wgter service for domestic purposes to the property of said
petitioners, be received and filed and that the request in said petition be granted in
accordance with the terms set forth therein.
It is understood, however, in granting the privilege sought in said petition
neither the City of Paducah nor the Commissioners of Water Works shall be obligated to
buy said pipe line or any part thereof, and no such obligation shall be contained or im-

Commissioner Hannin offered the following motion: I move that the Bo.:rd of
Commissioners receive and file the final order in the matter of the Paducah Bus Company
Application for increased fares, which permits an increase .in Bus Fares as follows;
A. Sxcept as provided in B below:
(1) Ter. cents (10¢)) for one continuous passage for egch adult passenger
carried, including a transfer when necessary.
(2) F;.• (5¢) for one continuous passage for each child under th=•:,•
.:2 years; also, five cents (5¢) fare for each studont

.._...rr Commissioner Jacobs offered the following motion: I move that the additional
._, statement of King -Woodall Motor Sales dated June 21, 1951, for the repair on the automobi
of James Waters, said statement being in the amount of ;11.35 be received and referred to
the City Treasurer and that the City Treasurer be directed to pay the said James Waters
the sum of ;11.35 for damages caused to his automobile as a result of having been
injured by reason of the negligence of an employee of the Police Department.

executed by the said James Waters upon delivery to him of the aforesaid check in the
i amount of u11.35, said release to be a full and complete release of the City of Paducah,
its pfficers and employees from any liability arising out of or resulting from the
accident which the automobile of the said James Waters was injured. Adopted on call of

Commissioner Jacobs offered motion that the Board of Commissioners approve the
sale by the City of Paducah to John C. Jackson of Grave No. 135 in Block No. 7 of the
Rushing Addition to Oak Grove Cemetery, and that the City Clerk be authorized to execute
a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas,
Commissioners Hannin, Jacobs, Sims, Thomas and Mayor Johnston (5).
Commissioner Thomas offered the following motion: It appearing that the City of
Paducah is the owner of Lots Nos. 9, 10 and 11 in Block 18 of the West End Improvement
Company's Addition to the City of Paducah, having purchased said property at a Comm-
issioners sale which was held May 10, 1948, pursuant to a judgment of the McCracken
Circuit Court in the action of the City of Paducah vs. B. B. Hook, et al, and Sam King,
S the Master Commissioner of said court, having executed and delivered a deed of conveyance
t, to said city on October 15, 1948, which deed was examined and approved by the court and

g ordered to be recorded; and
q It further appearing that the said B. B. Hook, together with his wife, Euple Hook,

a executed and delivered to Roy N. Vance, Sr., a deed of conveyance to said property two
days before the city became the purchaser at said sale, and that the said Rpy N. Vance,
hSr., iz claiming that he is the owner of said property and his claim of ownership is

adrerse and hostile to the title of the City of Paducah under the aforesaid commissioners
deed;
1 therefore move that Adrian H. Terrell, Special CounseA of the City of Paducah be
directed to institute in its behalf, a suit to quiet the title to said property, and for
rr-moval of the cloud in the city's title to said property by reason of the claim of
Roy N. :'arse, :;r., that he is the owner of said property under the aforesaid deed which tl

Mayor Johnston offered motion that the Board of Commissioners receive and file
the letter of F. J. Mayo, Project Manager of the F. F1. McGraw & Company, thanking the
Board for the resolution adopted by the Board expressing appreciation for assistance
given by the F. H. McGraw and Company on December 7, 1951. Adopted on call of the

Commissioner Hannin offered mption that an ordinance entitled: "AN ORDINANCE
PROVIDING FOR THE PURCHASE OF CERTAIN REAL ESTATE FRONTING 50 FEET ON THE EAST LINE OF
NORTH 8TH AND MONROE STREETS IN THE CITY OF PADUCAH FROM P. W. SMILEY AND WIFE FOR THE
SUM OF S6,050 TO BE USED BY THE CITY OF PADUCAH IN THE EXTENSION OF MONROE STREET
