At a Regular L'oetinr, of the bard of commissioners held in the Commission Chamber
at the City tall, Paducah, Kentucky, at 7:50 P.M. on )Iovember 15, 1949, I.'ayor Johnston
presided and upon call of the Roll the followinZ, anrerod to their names: Commission s

permission and authority to connect a 1i inch copper pipe line to the four inchwater
lin of the woodlawn Oakdale Community '.Vater Company on Kentucky Avenue and extend
said 11 inch pipe line to a point near the property line of Kentucky Avenue and cullar

Street; thence with a two inch galvanized water pipe lino along Bullard Street to the
building of this petitioner, be received and filed and that the request in said
a petition be Cranted in accordance with the terms set north therein.
! It is understood, however, in rrantin^ the privileGe sought in said petition
neither the City of <aducah nor if.o Commissioners of 'Y.ater works shall be obligated
to buy said pipe line or any part thereof, and no such obligation shall be con-
tained or be implied hereafter should the territory to be served by the water line
to be laid under the authority herein requested be taken into or made a part of the
City of Paducah.
It is further understood that the petitioner will subscribe for water service at
the rates now or hereafter prescribed for water service to consumers outside the
city limits and subject in all respects to the ru3s a and regulations of the City
of Faducah or its Commissioners of '.'ater 'l;orks which may be now in force or here-
inafter enacted.

Commissioner Abell offered motion as follows:
37hereas, there is an urgent need to repair, resurface, and improve the streets i
Paducah ant'. i`. has been estimated that aLout one-half of gasoline sold in r:entucky, on
which the state collects a tax of £3y[ per Callon, is consumed on city streets; and
"!heroes, cities of 3entucky should receive a share of such revenue to Lo opent a
the repair, reaurfacin, and improvement of city streets;
Now, Therefore, I move that the board of Commissioners endorse the reconmondatio
of the Eoard of Directors of the Kentucky i.:unicical LeaZue that the 1950 General Ascem

iadopt a bill authorizing cities to levy a license tax for the privilege of sellinC ?as
within the city limits, said license tax to ce.measured by the quantity of Casoline so
not to exceed one cent per Callon sold, and to be deductible from the gasoline tax
payable to the state of Kentucky.
I'further move that the City '4anager send copies of this motion to State Repre-
sentatives Charles curnley and r^^rod Morgan and to State Senator Strother i,:elton and th
the :,pard of Commissioners request them to give their full aupport to this Lill.

Shall Section 186 Constitution of Kentucky Le amended by repealinc- said section
in its entirety and enacting in lieu thereof the following:
1,11 funds accruin to the sd7 ool fund shall
be used for the rnintenance of public schools
of the Commonwealth, and for no other purpose,
and the General Assembly shall by general law
prescribe the manner of the distribution and
use of the public school fund for public
school purposes. Provided that each school
district in the Commonwealth shall receive
on a census pupil basis its proportionate
part of at least 75 of any fund accruing to
the school fund. The remainder of the fund
accruing; to the school fund my be distributed
upon other than a census pupil Lasis.
