Commissioner Sims being absent (1). !'inutes of the previous meeting were adopted as read. tater main Commissioner *Williams offered motion that the petition of E.J.Bell and wife, Oaks Road ✓ Grace Bell, and VWoodrow Barnes and wife, Josephine Barnes residing outside the corporate limits of Paducah, Kentucky, for authority to lay and construct a water line for the purpose of providing water service to the buildings located on the property of petitio - ers be received and filed and that the request in said petition be granted in accordance with the terms set forth therein. ii HIt is understood, however, in grantlnC the privilege sought in said petition neither the City of Paducah, nor the Commissioners of .;ator Works shall be obligated to buy said pipe line or any part thereof, and no such obligation shall be contained or be implied hereafter should the territory to be served by the ;voter line to be laidi under the authority herein requested be taken into or made a part of the City of Paducah. It is further understood that the petitioners will subscribe for water service I' at the rates now or hereafter prescribed for water service to consumers outside the city limits and subject in all respects to the rules and regulations of the City of Paducah or its Commissioners of 2'ater Works which may be now in force or hereinafter p' enacted. Nothing in the granting of this petition stall obligate the City of Paducah !or its Commissioners of 'Later Torks to guarantee water pressure or service, and said ' ;voter service may be discontinued through said pipe line at any time when in the judg- ment of the Co-mmissioners of .'.star 'Works the furnishing of water to the petitioners or their successors in ownership of the property owned may interfere in anywise with the adecuste supply and distribution of water inside the corporate limits of the City o aducah. Freeland, Chairman of the Public AffdIrs Committee, license Local Paducah, Kentucky Socialist Party, U.S.A. in which he expresses the view of his organization that the amount of occupational licenses should be based upon a graduated ' scale, with the rates increasing in accordance with the ability to pay.
