Proceedings o{ Board of Comml3sionera City of Paducah September 16th, 1944
At a Called Meeting of the Board of Commissioners hold in the Commissioners'
Chamber at the City hall, Paducah, Kentucky, at 10:00 o'clock A.M. on September 16, 19
Mayor Seaton presided and upon call of the Roll the following answered to their names:
Commissionors Johnston, Pierce, Pulliam, Wagner and Mayor Seaton (5). i
llayor Seaton stated the meeting was called for the purpose of hearing charges

preferred against L. A. (Buddy) Mercer by City Manager, H.G.IdcElwee.

Commissioner 1.7agner offered motion that the copies of the Notices for the
Meeting
Special Yb eting of the Board of Commissioners to be hold on September 16th, 1944,

10:00 A.M. said notices showing service upon the Mayor, Wayne C. Seaton, and the
Commissioners, Johnston, Pierce, Pulliam and 'Magner, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Johnston, Pierce, Pulliam, Wagner
and Mayor Seaton (5).

Mayor Seaton offered motion that the board of Commissioners receive and
file

file of record the Statement of Charges preferred by the City Managor against L.A.
of Charges ',

(cuddy) Idencer, a police officer, on September 14th, 1944, which Statement of Charges
was filed on said date with Rudy Stewart, Clerk of the City of Paducah, and that the
Board of Commissioners also receive and file the copy of the notllce of Heqring upon
said charges preferred by the City Managor, which notice shows that the said L.A.

(Buddy) rercer received a copy thereof, together with a cop;; of the aforesaid
statement of charges on September 14th, 1944, and that the Board of Commissioners
also receive and file of record the Notice under which the City Manager suspended
said officer from duty without pay on September 14th, 1944, said notice shoving its
service upon said officer on that date. Adopted on call of the Roll, Yeas,
Commissioners Johnston, Pierce, Pulliam, Wagner and mayor Seaton (5).

!'ayor Seaton offered motion that: L.A.(Buddy) Mercer having filed with the
Board of Commissioners a Waivor of his right to a Hearing upon charges preferred
against him by H.G.McElwee, City Vanager, pn the 14th day of September, 1944, and
havin;= entered a Plea of Guilty to said charges, and the cause having been submitted
to the Loard of Cormiissionors upon the City t.anagarla Statement of Charges against
said officer, the Affidavits filed in support of said charges, and the Officer's

Plea of Guilty, and the hoard of Commiasionera boln:; sufficiently advised;
1 move that the Board of Commiasionora adopt the following Findings of
act and Jud3ment;
1. 'Anat the said L. A. (Buddy) Morcer has been guilty of the violation
of the hulea of the police department of the City of Paducah, Kontucky, under which a
