At a Regular Veetine of the Eonrd of Oommiss.tonors hold in the
^onnissioncrs+ Chamber at the City Ball, Paducah, Kentucky, at 7:30 o'clock P.M.
on January 5th, 1943, P::ayor Lackey presided and upon call of the Roll the following
answered to their names: Commissioners Dorian, Johnston, Pulliam, 14agner and Mayor
Lackey (5).
Minutes of the previous mootings were adopted as read.

Service Club; and that the amount so appropriated to be charged to the Contingent
Fund. Adopted on call of the Roll, Yeas, Commissioners Dorian, Johnston,
Pulliam, Wagner and Vayor Lackey (5).

Commissioner Pulliam offered motion that the letter of the Greater Paducah
Association reporting the activities of the Housing Bureau from April 9th to Dec-
ember 31st, be received and filed. Adopted on call of the Roll, Yeas,
commissioners Dorian, Johnston, Pulliam, Magner and Mayor Lackey (5).

Resolution - Conmissionor Dorian offered the following motion: I mous the
Kelly Franklin
adoption of the following resolution:
WHEREAS, the retirement of Mr. Kelly l,ranklin
r� from his position as Chief of Detectives of the Polico
Department brings to a clost the career of an officer
whose efficiency, loyalty and courage have been so greatly

admired by the citizens of the City of Paducah for
many years; and,

WHEREAS, in recognition of the loss which the
City of Paducah has sustained, it is the desire of the
i
Board of Commissioners to express to Lir. Franklin its
H thanks and appreciation for the splendid service he has
ij
rendered in the police department.
NO1.7 THEREFORE, BE IT RESOLVED:
That by reason of the retirement of Hr. Kelly
Franklin from his position as Chief of D^tectivea of the
k Police Department, the City of Paducah has lost the
services of one of its most faithful, courageous and
valuable law enforcement officers and an officer who
will not be easily replaced. For the Citizens whose
y� lives and property have been protected throu;h the yours
G by reason of Mr. Franklin's devotion to his work, his
thorough investigation of crime and his fearlessness
in the performance of duty, the Board expresses to him
its sincere thanks and appreciation.
BE IT FURMER RESOLVED,- 'i'hat a copy of those
Resolutions be presented to lir. Franklin and be published
in the Sun -Democrat.
