At a call r.oeting of the L'oard of Commiastonors held in the Commission
iers, C`iamtor at the City Rall, Paducah, Rontucicy, at 10:00 o'clock A.i'-% on the Mth
Eday of ':'arch, 1942, rayor Lackey pres.idod nail upon call of the roll the following
answered to their names: Commissioners Dorian, Johnston, Pulliam, '.Jagner and Payor
Lackey (5).
i;ayor lackey stated reason of call, to -wit: For the purpose of
hearing charges preferred against Ray Wilkins, Chief of the Fire Department, by
James r. Smith, City P..anagor
'ayor Lackey olferod the following motion, 'Che Board of Commissioners
having heard the evidence upon the trial of charges preferred agninsL- Ray 7111kins,
Chief of Fire Derartment, by James P. Smith, City Manager, and the said Ray YIilkins
being present in parson at said hearing and represented by counsel, and tho Foard
of Comminsioners bcinC sufficiently advised from the affidavits filed in support of
said charges and from the evidence introduced in behalf of the City tiannger and in
behalf of the said Ray Wilkins, 1 move that the Eoard adopt the following findinPs and
judgment:
(1) That the said Ray Wilkins has been guilty of the violation of the rules of the
fire Department of the City of Paducah, Kentucky, being Rules No. 1 and 2, which
read as followa:
"1. Drinking beer, wine, whiskey or any other alcoholic or intoxicating
liquor while on duty or while wearing any part of his uniform.
112. Doing, intoxicated either on or off duty."
(2) That for the violation of the aforesaid rules, it is the judgment of the
Board of Commiasioners that the said Ray ;'ilkinn be and he in hereby suspended 'rom
both duty and pay for a period of thirty (30) days from this date, and he is reduced
in grade from the position of Chief of the Fire i)epartment to the rank of a ;-rrdo "A"
fire -inn, but shall not resume bin work in the Firo Department as a Grace "A" 'riraruzn
until th^ period of his sunnennion hnn terminated.
