At a regular meeting of the Board of Commissioners held in
the Coc:•aissioners Chamber at the City hall, Paducah, Kentucky, at 7:30 o'clock P.M. on
the 30th day of December, 1941, Mayor Lackey presided and upon call of the roll the
following answered to their names: Commissioners Baker, Blackburn, Dorian, Pu111
and Mayor Lackey (5).
Minutes of the previous meetings were adopted as read.
Commissioner Baker offered motion that the payroll for the
'last half of December, 1941 be allowed in the amount of $10,036.02, and that the City
Payroll -last
--,cc. 1941 .Treasurer be authorized to pay same by check drawn on the General Fund.

I further move that the request of the Paducah :Vater Works
to granted, and that Mr. Marvin hatcher, night watchman at the plant of the water
company at let & Kentucky be vested *ith power to make arrests and to do and perform an
and all official acts necessary in his employment as night police at the water plant,
but that such polled powers be granted upon the condition that the salary and the
premium upon the bond of the said Marvin hatcher will be paid by the Paducah 71ater
77orks, and that he shall not acquire any position, rank or seniority whatever upon the
police force of the City of Paducah by reason of the duties performed by him.

Standard Oil Mayor Lackey offered motion that the letter of Mr. W. E. Bryant,

watchmen Chief of Police, addressed to Lir. James P. Smiths City Manager, dated December 30th,

lice powers 1941, and the letter of Mr. Van D. Bowling, agent for the Standard 011 Company addressed
to Mr. %N. E. Bryant, dated December 27th, 1941, be received and filed.
I further move that the request of the Standard 011 Company
be granted, and that Ray Quertermous, Wilson Franklin and Homer Overstreet, night
watchmen at the plant of the Standard Oil Company on 3rd Street be vested with pourer
to rake arrest and to do and perform any and all official acts necessary in their
employment as right watchmen at the Standard 011 plant, but that such police powers be
6granted upon the condition that the salaries and the premiums upon the bonds of said
night watchmen will be paid by the Standard Oil Company, and that they shall not acquire
any position, rank or seniprity whatever upon the police force of the City of Paducah
