At a call meeting of the Board of Commissioners held .in the Commissioners
Chamber at the City Hall, Paducah, Kentucky, at 2:00 o"clock P.;•:, vn the 16th day of
December, 1940, Mayor Lackey presided and upon call of the roll the following
answered to their names: Commissioners Baker, Blackburn, Dorian, Pulliam and mayor
Lackey (5).

The purpose of said meeting was to hoar the charges preferred by the City Mnnagan
Hearing
of against Ta=me Russell. The said Tommie Russell was present in person and was also
charges
a;alnst represented by Counsel, Edgar T. Washburn and Caswell B. Crossland who entered for him

Russell a plea of list Guilty to the charges so preferred. The testimony of witnesses was
heard orally before the Board of Commissioners and said testimony was transcribed in
short -hand by Georgia Mao Nelson, Notary Public, in and for McCracken County, Kentucky,,
and after the conclusion of all of the testimony, Mayor Lackey offered the following
motion:
I move that the Board of Commissioners find the defendant, Tommie Russell Not
Guilty of the charges preferred against him by the City Manager on account of the

shooting and wounding of Porter Largent on December 12, 1940, and that said charges
be dismissed.
I further move that the City I -Tanager be commended for bringing to the attention
of this Board tete information pertaining to the incident and for the effort he is
making in seeing that all police officers strictly comply with the rules by which they
are governed in the performance of their duty. Adopted on call of the Roll, Yeas,
Commissioners Baker, Blackburn, Dorian, Pulliam and Mayor Lackey (5).
On motion meeting adjourned.
