shall authorize the laying of said pipe line, by reason of the fact that there is at
this time no improvement or buildings upon any of the lots owned by the said last numed

It is further understood that the City of Paducah agrees and binds
itself to pay hydrant rental provided for in the Franchise, and to pay the water
,'minimum rental, provided for in said Fr::nchise, which sums ahall be paid when said
