At a regular meeting of the Board of Commissioners hold in the
Commissioners Chamber at the City Hall, Paducah, Kentucky, at 7:30 o'clock P.M., on the
16th day of July, 1940, Mayor Lackey presided and upon call of the roll the following
answered to their names: Commissioners Baker, Blackburn, Dorian, Pulliam and Mayor
Lackey (5).
Minutes of the previous meetings were adopted as read.

Electric Franchise - Commissioner Dorian offered the following motion: I move that
Petition protesting
the petition protesting against the passage of an ordinance entitled:
"AN ORDINANCE CREATING A FRANCHISE OR PRIVILEGE TO FURBISH ELECTRICITY FOR LIGHT,POWER,
HEAT AND ANY OTHER PURPOSES FOR WHICH ELECTRICITY IS USED IN THE CITY OF PADUCAH,
KENTUCKY, AND PROVIDING FOR THE SALE OF SAID FRANCHISE OR PRIVILEGE",
and which petition was presented to and lodged for filing with Rudy Stewart, City Clark,
on July 13, 1940, be formally filed and presented to the Board of Commissioners for
,consideration. Lost on call of the roll: Yeas; Commissioner Dorian and Mayor
Lackey (2) Naye; Commissioners Baker, Blackburn and Pulliam (3).
Commissioner Baker offered motion that the payroll for the

first half of July, 1940 be allowed in the amount of $10,550.54 and that the City
Treasurer be authorized to pay same by checks drawn on the General Fund.
Adopted on call of the roll: Yeas; Commissioners Balser, Blackburn, Dorian, Pulliam and
Mayor Lackey (5).
Commissioner Pulliam offered motion that the letter of the '

for 'Nallsce Park Addition
Paducah Water Works addressed to Mr. James P. Smith, City Manager, dated June 27th,
1940, be received and filed and that the City Manager be authorized to have installed
_1 v9 (5) new fire plugs in the Wallace Park Addition to the City of Paducah, together
with the necessary extension of mains for that purpose; said fire plugs to be installed
at locations selected by the Chief of the Fire Department. Adopted on call of the
roll: Yeas; Commissioners Baker, Blackburn, Dorian, Pulliam and Mayor Lackey (5).
i Commissioner Dorian offered motion that the City of Paducah
Central Labor Union
appropriated $50.00
contribute the sum of '11150.00 to the Paducah Central Labor Union for payment of a part
of the expense of publishing the pro6ram for the Labor Day celebration to be held in
the year 1940. Adopted on call of the roll: Yens; Commissioners Baker, Blackburn,
Dorian, Pulliam and Mayor Lackey (5). I

Mayor Lackey offered the following motion: In regognition of the Board of

Gallery of Commissioners appreciation of the men and women who have been prominent in the in -

citizens to dustrial, governmental and civic affairs of the city of Paducah;-

Com.Chamber I move that the collection of photographs of Paducah citizens already begun
be completed, framed and permanently installed in the Commissioners Chamber in the

Commissioner Blackburn offered the following motion: I move that an

License tax ordinance entitled: "AN ORDINANCE AMENDING SECTION 2 OF AN ORDINANCE ENTITLED' AN

FOR THE CLASSFYING AND LICENSING OF VEHICLES PLYING THE STREETS OF THE CITY OF PADUCAH,
KENTUCKY, AND PRESCRIBING A PENALTY FOR %JE VIOLATION OF SAID ORDINANCE' WHICH WAS
ADOPTED BY THE BOARD OF C01414ISSI011ERS ON DECEMBER 30TH, 1937, A16 AMENDED ON JULY 5,
1940", having been introduced on July 5, 1940, remain on file for a further period of
one (1) week for public inspection before being put upon its final passage.
