Proceedings of Board of Commissioners . City of Paducah November P, 1936
At a regular meeting of the Board of Commissioners held In the
Commissioners' Chaciber at the City Hail, Paducah, Kentucky, at 2 o'cLock P.M.
on the 2nd day of November, 1936, Mayor fiashburn presided and upon call of the
roll the following answered to their names: Commissioners Hannin, Lockwood,
Melton, Pulliam and Mayor Washburn (5).

Waterways treaty
Mayor 11-shburn offered the following Motion. I move that the

asking that the city of Paducah protest against the proposed treaty with Canada
against the improvement of the St. Lawrence and the internationalizing of Lake
',:ichigan, be received and filed, and that the following protest be adopted by
the Board of Commission;rs:
First: The City of Paducah, Kentucky, acting by and through
its Board of Commissioners, rash to go on record as opposing the St. Lawrence
Seaway Treaty, as this treaty requires the United States to expend $243,000,000,
while the Canadian government is required to expend $38,000,000.
Second: The United States un.,er the treaty would be compelled
to spend $55,000,000 for the employment of Canadian labor.
Third: That under the treaty there woald be created 5,000,000
horsepower of electricity, 4,000,000 of which woul. belong to Canada and 1,000,000
to the stute of N,w York.
Fourth: Under the proposed treaty, 41,000 cubic second feet of
vrater for power at Niagara Falls would go to the Cana:ians while we are limited
to 22,000 cubic second feet.
The treaty will permit the Canadians to take unlimited water i
from the hakes for all Canadian wat:rways and limit ourselves to 1500 cubic feet i
per second for all American wat,rways.

By virtue of the provisions of Section 3235f-9 of the Kentucky Statutes I have appoints
you gentlemen as members of the Board of Adjustment under the City Planning and
Zoning Commission Act. W. E. Buck and Harry Hendricks are appointed for a term of two
years and W. R. Nagel and Charles C. Rieke for a term of four years.
The board will consist of five members, the fifth one to be named by the county judge.
Your duty as such board of adjustment is to review all complaints from the ruling of tb
zoning commissioners.
This appointor-nt carries no compensation but does place upon your shoulders a respon-
sibility in determining questions that will nake for or against the zoning plans, and
knowing each of you gentlemen as I do, I feel confident that you will accept this
appointment and that you will enter into th, discharge of your duties having at all
l!tises the best interest of Paducah at heart.
