At an adjourned call meeting of the Board of Commissioners held in the
Commissioners' Chamber in the City Hall Building in the City of Pn,,iucah, Kentucky
at 11:00 o'clock A.M. on the 14th day of August, 1931, Mayor Lackey presided and upon
call of the roll the following armwered'to their names: Commissioners Bradshaw,
}tannin, Nelson, Rutter and Mayor Lackey, (g).
Charges of Mayor Lackey offered the following motion: The Board or Commissioners
misconduct
againstmA having bad under consideration the charges of misconduct in the performance of official

sustainod duties by floss Rutter, Commissioner of Public Finance, and hnving beard the evidence
of witnesses introduced at a pubic hearing held in the Commissioners' Chamber in the
City Hall in Paducah, Kentucky for said purpose, the said Ross Rutter, Commissioner
of Public Finance,hnving been present at said hearing and having been represented by
counsel, and said counsel having been heard in argument in his behalf, and the
Board of Commissioners being sufficiently advised from the evidence so introduced at
said hearing that said charges so preferred against the said Ross Rutter as
Commissioner of Public Finance are sustain•d by the evidence, I non move that it be so
expressed and declared by the vote of the members of this Board that said charges
so preferred be and the some are hereby sustained. Adopted on call of the roll: Yeas;
Commissioners Hannin, Nelson &.Mayor Lackey, (3). Nays: Commissioner Bradshaw, (1).
4 Mayor Lackey offered the following motion: The Board of Commissioners having
"otion to
remove Ross found from the evidence offered on the hearing of charges preferred gainst Ross
Flutter from
office Rutter, Commissioner of Public Finance, of misconduct *in the perforrance of the duties
of his office that said charges are sustained as preferred, and that said
commissioner has thereby and by reason thereof been found to be guilty of misconduct
in the performance of the duties of his office, I non move that said commissioner be
removed from office, and that his said office of Commissioner of Public Finance be
declared to be vacant upon the adoption of this motion: Lost on call of the roll: Yess;
Co=dssioners Hannin, Nelson and Mayor Lackey, (3). Nays; Commissioner Bradshaw,(1).
