At a cnll meeting of the Board of Com�lrnioners held in the
Commis_ioners' Chnmber in the City 11011 Building in the City of Paducah,
Kentucky nt 10 o'clock a.m. on the 4th dny of Sentcmber, 1930, Wnyor Lackey
presided and upon call of the roll the following answered to their names:
