Minutes -- December 2, 2019
Meeting Called to Order: 5pm
Roll Call: Present — Chair Shirley Thompson; Commissioners Kenneth
Hurt Sr., Robert Shy, Dann Patterson, Eve Silverstein, and Student
Interns Andrew Katz, Samuel Lambert, Kate Criner, Rachel Hwang, Elijah
Patrick, Hogan Fox, and Jackson Mundy.
Establish a Quorum: 5pm
Invocation: A silent moment of meditation
Pledge of Allegiance: led by Student Intern Hogan Fox
Acknowledge Visitors/Guest (limited to 3 minutes per visitor, unless
guest speaker) Assistant City Manager Michelle Smolen attended
November 4, 2019, minutes were reviewed — MOTION by
Commissioner Dann Patterson to approve as written; second by
Commissioner Kenneth Hurt Sr.; unanimous approval.
OLD BUSINESS:
The Student Interns gave a report on the progress they have made
toward planning their Paducah Human Rights Youth Event. Title:
PaDOcah - Place: Carson Center — Date: February 22 or March 21— 16
tables with chairs, Student Intern Andrew Katz will check on them —
Time and Entertainment: to be decided. It will be open to the public
with donated door prizes. They have a logo for their banner and flyers,
which will be made by Minuteman Press Printing, at 616 Broadway. The
interns are asking their school guidance counselors to talk to other
school counselors; - and the interns will talk to Greg Dunker at radio
station WKYX, 94.3 and WKMS in Murray to advertise the event.
Student Intern Kate Criner presented a letter from the interns, which
the PHR commissioners reworked to be typed up on PHR letterhead for
the Student Interns to use for contacting businesses and organizations
to participate in the event. All plans need to be finalized by the January
6, 2020, meeting.
NEW BUSINESS:
The Paducah Human Rights Commission discussed the request from the
AKA Sorority to be a venue sponsor to have McNabb Elementary
School's art work displayed at the Robert Cherry Civic Center in
February, Black History Month. The commission made the decision they
could sponsor the venue if it was done in conjunction with McNabb and
not AKA, because AKA is not a non-profit. Commissioner Shy stated the
AKA might hold an auction of the art work and the commission decided
if there was an auction the proceeds would have to go to MCNabb.
Chair Thompson will call and make sure of all the details before a final
decision is made.
Budget Variance Repot was reviewed — MOTION to except as printed
by Commissioner Eve Silverstein; second by Commissioner Dann
Patterson; unanimous approval.
Chair Shirley Thompson called the Kentucky Human Rights and left a
message with Mary Ann Taylor to call her back on the Kentucky Statues,
but have not heard back from Mary Ann; so the review of the Ky.
statues was tabled to the next meeting.
Commissioner Kenneth Hurt Sr., asked the Chair to ask Mary Ann
Taylor, when Mary Ann did call back, about the training meeting that
Mary said they would be having and he had not heard back from her on
the date and time.
Chair Thompson went over the Paducah Web Site under Paducah
Human Rights for filing a discrimination complaint.
Commissioner Robert Shy presented two pending Web -Site complaints
on sexual orientation as mock complaints for the student interns; to
give their opinions and understand how the complaint process works;
(All complaints should be based on facts only).
NO EXECUTIVE SESSION
MOTION to adjourn at 6:15pm by Commissioner Eve Silverstein;
second by Commissioner Dann Patterson, with unanimous approval.
