Minutes -- October 7, 2019 NOV - 51019
CITY CLERK
Meeting Called To Order: 5:00pm
Roll Call: Present — Chair Thompson, Commissioners Eve Silverstein, Dann
Patterson, and Kenneth Hurt Sr. —Student Interns Rachel Whang, Hogan Fox, Kate
Criner, and Jackson Mundy.
Excused were Commissioner Robert Shy and Student Interns Andrew Katz, and
Samuel Lambert.
Student Intern Elijah Patrick was no call/no show.
Establish a Quorum: 5:01pm
Invocation: By Chair Shirley Thompson
Pledge of Allegiance: Led by Student Intern Rachel Whang
Acknowledge Visitors/Guests (limited to 3 minutes per visitor, unless guest
speaker): City Manager Jim Arndt attended.
September 9, 2019 minutes were reviewed — MOTION by Commissioner Eve
Silverstein, second by Commissioner Dann Patterson to approve as written;
unanimous approval.
OLD BUSINESS:
Procedures for writing minutes was discussed and the office will go back to the
way the minutes were being done with motions made to stand out.
Student Interns were greeted and introductions were made. Each student told a
little about themselves and their plans for the future. The Chair explained to the
student interns the monthly meeting procedures and how they were to plan a
youth event and lead the event. They need to start planning and thinking about
their event. They would be expected to meet and plan their event each month,
while the commission was in executive session.
Chair Thompson talked to J. W. Cleary, President of NAACP on changing the venue
after the PHRC had sponsored the event without getting the PHRC approval. A
contract is needed for future sponsorships to be signed by the non-profit being
sponsored so everyone knows what is expected. City Manager Jim Arndt stated
he would send the PHRC one.
The procedure changes had not been made; Chair Thompson will correct and get
to the office – the office will correct phone numbers and send to Pam Spencer to
put on the web site.
NEW BUSINESS:
Chair Shirley Thompson explained the budget variance report to the student
interns. The commission reviewed the budget variance report - MOTION by
Commissioner Dann Patterson, second by Commissioner Eve Silverstein to
approve as printed —unanimous approval.
Commissioner Dann Patterson wanted to discuss letting Student Interns discuss
complaints that were filed. Chair Shirley Thompson read from the ordinance that
stated complaints were confidential and could only be reviewed by the PHR
Commissioners and the PHRC office; unless the complainant signs a wavier and
the wavier is not for the public. Student Interns are not appointed, as
commissioners are and are considered part of the public.
Chair Thompson suggested having a mock complaint for the Student Interns at
one of the PHRC meetings.
The NAACP Freedom Fund Banquet is Sunday, November 3, 2019, at Walker Hall.
The Trail of Tears Exhibit is coming to Paducah at the Convention Center from
October 11 -13th. If anyone wants to attend they will need to make their own
arrangements. The PHRC will not be participating in the events as a commission.
Commissioner Patterson stated he was very uncomfortable when a complainant
brought in a big bag and he would like for such things to be left in the hall. The
commission decided that was a good idea.
The NAACP gave the Paducah Human Rights a Community Service Award for their
contribution to the Community and the NAACP KY. Conference in September,
2019.
Commission went into executive session at 5:40pm.
