Minutes -- August 5, 2019
Meeting Called to Order: 5pm
Roll call; by Ruthie McCabe, Office Manager— Present; Chair
Shirley Thompson; Commissioners Eve Silverstein and Dann
Patterson. Commissioners Robert Shy and Kenneth Hurt Sr.
would be late.
Establish a Quorum: Established at 5:01pm
Invocation: Led by Chair Shirley Thompson, focusing on the
families of the shooting victims.
Pledge of Allegiance: Led by Chair Shirley Thompson
Visitors: City Manager, Jim Arndt, to observe the meeting.
The June 3, 2019, minutes were reviewed — a motion to
approve as written by Commissioner Dann Patterson; second
by Commissioner Eve Silverstein — unanimous approval with no
changes.
Commissioner Robert Shy arrived at 5:10pm.
Taneca Bard (she had filed a complaint on March26, 2019,
against Long John Silvers) and her three daughters came to
inquire about her complaint.
Chair Thompson stated she had advised her to go back to her
original attorney to get the paper she needed to visit her son.
Taneca stated she got the paper for that, but was there on the
complaint she had filed on Long John Silvers; where she had hot
food thrown at her and had been called all kind of not so nice
names. She still had not gotten her two weeks of back pay and
she had tried. Chair Thompson stated that would have to go
through the Department of Labor.
Commissioner Eve Silverstein stated she could not understand
why the Human Rights wasn't doing anything. Taneca had
witnesses and Brandon Wells and Auntoine Simmons, had also
filed complaints against Long John Silvers.
The PHRC stated they would try to help her get the back pay.
OLD BUSINESS:
City Manager, Jim Arndt, stated the June 21, 2019, event at
Walker Hall was very elegant, informative, and well attended,
especially since a storm was going on.
The extra 14 tickets for the event was paid for by the City
Manager, Jim Arndt, from his budget.
The $1500.00 dollars to help sponsor the NAACP state
convention in Paducah in September came out of the 2018-19
budget.
Brandon Wells (who filed a complaint on May14, 2019, against
Long John silvers) arrived at 5:25pm. He was late because he
had just gotten off work. He was at the meeting to present his
evidence against Long John Silvers and see why the Human
Rights had done nothing. He wanted Long John Silvers
investigated. He had not received his two weeks back pay
either. Commissioner Hurt stated to Mr. Wells that the PHRC
would check into it and report back to Mr. Wells; and he would
call Owensboro (the main office) and check on what is going on
at the Long John Silvers in Paducah and try to get the back pay
for Brandon Wells and Taneca Bard.
Commissioner Shy went to the hallway, where Taneca Bard was
waiting and called the Department of Labor to get the process
started to get Taneca her back pay.
The office will email Student Interns Andrew Katz, Jackson
Mundy, and Samuel Lambert to be at the September 9, PHRC
meeting. The office will email the applicants from last year and
the new applicant from this summer to see if they are still
interested and if they have anything to add to their paper work
and to give them the deadline of September 9, 2019 to reply to
the email.
NEW BUSINESS:
No budget variance report was available.
Administrative Procedures was discussed. Phone numbers to
the office and fax were changed to the right numbers and a
motion to approve with changes was made by Commissioner
Eve Silverstein; second by Commissioner Dann Patterson —
unanimous approval.
Goodwill Stores Event was tabled until the September 9, 2019,
monthly meeting.
NO EXECUTIVE SESSION:
A motion was made by Commissioner Dann Patterson at
6:30pm to adjourn. The meeting was adjourned.
