HomeMy WebLinkAboutMay 2019PADUCAH HUMAN RIGHTS COMMISSION Minutes — May 6, 2019 Meeting called to order: 5:06pm Roll Call: By Ruthie McCabe, Office Manager— Present: Chair Shirley Thompson; Commissioners Dann Patterson, Eve Silverstein, Robert Shy, Kenneth Hurt, Sr. and Student Interns Addie Rogers, Lance butler, and Samuel Lambert. Excused were Student Interns Rodney Perry (had to work) and Andrew Katz (had a tennis match). Student Interns Chloe Bilak and Jackson Mundy were no/show — no/call. Quorum: established at 5:06pm Invocation: A silent time of reflection. Pledge of Allegiance: led by Student Intern Addie Rogers. Visitors: Brandon Wells, Blair Bard, Onrico Buchanan, and Gloria Bolen; were all there for the executive session. OLD BUSINESS: Commissioner Shy gave a report on the "Out Paducah" forum held at WKCTC. There were 67 in attendance and there was a panel to answer questions and discuss the rights of the LGBTQ. It was a good session. The group meets periodically at the McCracken County Library. The commission provided flyers for the event and helped with food. The invoice will be brought to the office. The Commission decided to attend the City Commission meeting next Tuesday, May 14th, to read the proposed ordinance changes — motion by Commissioner Robert Shy — second by Commissioner Eve Silverstein — unanimous approval. The May 7th Youth Event was cancelled by the student interns. Chair Thompson asked the interns present if they had any comments. Student Intern Addie Rogers stated there was only 3 of them that did their part and the other 4 were not interested and the event planning did not come together in order to have the event. Commissioner Shy stated the PHRC was at fault too, because they did not offer the interns more help. Honor's Night for the senior interns was announced again. Tuesday, night, May 14th, for Paducah Tilghman High School and Wednesday night, May 15th, for McCracken County High School NEW BUSINESS: Budget variance report was reviewed, motion to approve by Commissioner Robert Shy —second by Commissioner Dann Patterson — unanimously approved. The Paducah Human Rights provided posters for the Paducah Coalition against hate to help fight the hate group that has moved into Paducah. Ordinance item: 58-37 a&b — duties of the PHRC was discussed — item 58-38 a —the new budget was not prepared by the date in the ordinance (March 15th each year), but that has changed and the date needs to be corrected — item 58-40 — annual report was not submitted on March 1st, but that date needs to be changed. The commission did that in May last year. Chair Thompson will let the commissioners know when City Manager calls her to go over the budget for the coming year. A diversity forum being planned will be in June. The date, time, and place will be decided this week. It will be called "The Conversation" and there will be a group from each protected class in the city to talk about their group and what they do as a group. Chair Thompson will email the group list to each commissioner and the commissioners will get the groups for the forum. Chair Thompson will also contact Walker Hall and the Convention Center and the commission will decide on the place, time, date, and catering. The PHRC said their good-byes to the senior student interns and wished them all the best at college!! The commission went into Executive Session at 5:55pm.
