Minutes -- November 5, 2018
Meeting Called to Order: 5pm
Roll Call: By Ruthie McCabe, Office Manager— Present: Chair
Thompson, Commissioners Kenneth Hurt, Sr., Robert Shy, Dann
Patterson, and Student Interns Lance Butler, Rodney Perry, Samuel
Lambert, Jackson Mundy, and Andrew Katz.
Excused: Commissioner Silverstein and Student Interns Addie Rogers
and Chloe Bilak.
Quorum: Established at 5:04pm
Invocation: Reflection read by Chair Shirley Thompson.
Pledge of Allegiance: Led by Chair Shirley Thompson
Acknowledge Visitors: Kiesha Curry and Heather Anderson, Directors of
"Out Paducah". They came to ask the PHRC to provide financial
assistance for a community forum; they are planning for January 8th or
15th at 5:30pm. The forum is to provide education on the LGBT
community and the impact of lack of support it has on LGBT teens.
Chair Thompson stated the PHRC would have to notify City Manager,
Jim Arndt, to see if there was no violation to assist or participate in the
forum. The Chair will draft a letter to the City Manager to find out. — A
motion by Commissioner Dann Patterson was made to provide up to

$400 for financial assistance; pending approval from City Manager;
second by Commissioner Robert Shy — unanimous approval.
The October minutes were reviewed and a motion to approve as
written by Commissioner Robert Shy; second by Commissioner Kenneth
Hurt, Sr. — unanimous approval.
OLD BUSINESS:
Proposal for changes to the PHRC Ordinance; will be discussed in the
Executive Session.
New Student Interns were introduced and asked why they wanted to
serve on the Paducah Human Rights Commission.
Jackson Mundy stated he wanted to see how city government works
and to serve looks good on your college application. Andrew Katz
wanted to know more about the PHRC and what it does. Samuel
Lambert stated he wanted to learn how to make change happen, rather
than read about it.
The NAACP Freedom Fund Banquet was attended by Commissioners
Patterson, Shy, Hurt, and Student Intern Addie Rogers.
NEW BUSINESS:
Budget Variance Report was reviewed. Chair Thompson asked the
office to find out if the report could show current month expenses and
then year to date balance. Commissioner Patterson asked the office to
find out what the liability insurance was for on the budget report?
Commissioner Patterson made a motion to approve budget report;
second by Commissioner Shy — unanimous approval.
Former Commissioner Rafiel Banks, service plaque is in the office and
he will pick up at his convenience.
Chief Engineer, Rick Murphy, asked permission to make the two offices
in PHRC into one big office and Chair Thompson gave him approval to

Chair Shirley Thompson asked the Student Interns to be thinking about
the topic for their youth event. They will start meeting to plan their
event, during the Executive Session at the December meeting.
PHRC went into Executive Session at 5:38pm.
