ORDINANCE NO. 2007-9-7331
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN
AGREEMENT WITH MERRYMAN HOUSE DOMESTIC CRISIS CENTER WHEREIN THE
CITY AGREES TO PROVIDE NONMONETARY ASSISTANCE TO THE CENTER IN THE
DEVELOPMENT OF ITS EIGHT (8) ACRE TRACT OF PROPERTY LOCATED OFF
GLENWOOD DRIVE.
WHEREAS, Merryman House Domestic Crisis Center ("Merryman House") has
requested the City's assistance in developing its eight (8) acre tract located off Glenwood Drive
in Paducah, Kentucky, which assistance includes assistance in processing applications for
necessary approvals and loans, in procuring Section 8 vacancies and transitional housing units,
and upgrading the private roadway which extends from Glenwood Drive to the Merryman
House's development; and
WHEREAS, in consideration of the assistance to be provided by the City, the
Merryman House has agreed to develop and construct a multiple unit complex to be located on
its eight (8) acre tract, or an alternate tract, which will complex will benefit abused spouses and
their dependents; and
WHEREAS, this complex will serve the needs of the community, and will help
preserve and protect the general welfare of its citizens.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The City of Paducah does hereby approve the agreement with
Merryman House wherein the City will provide assistance to Merryman House in the
development and construction of its multiple unit complex as more specifically defined under
said agreement.
SECTION 2. The Board of Commissioners of the City of Paducah does hereby
authorize and instruct the Mayor of the City of Paducah, Kentucky, to execute the agreement
with Merryman House, and to otherwise carry out the provisions of said agreement.
SECTION 3. Pursuant to KRS 83A.060, the City Commission suspends the
requirement of a second reading of this Ordinance. As grounds therefor, the City Commission
does hereby declare an emergency to exist. Specifically, the agreement which is the subject
matter of this ordinance is related to and a part of several Base Reuse Plans and Homeless
Assistance Plans which are being submitted to the Department of Urban Renewal and
Development and Department of Defense for approval. A delay in the execution of this
agreement will jeopardize the City's ability to satisfy certain deadlines established by the
Department of Housing and Urban Development with regard to the Base Reuse Plans.

SECTION 4. This ordinance shall become effective immediately upon passage
and publication.
