ORDINANCE NO. 2007-4-7270
AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH
PLANNING COMMISSION ON THE PROPOSED ZONING CHANGE TO
NEIGHBORHOOD SERVICES ZONE (NSZ) AND NEIGHBORHOOD COMMERCIAL
CORRIDOR ZONE (NCCZ), AND AMENDING THE PADUCAH ZONING ORDINANCE SO
AS TO EFFECT SUCH REZONING
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That a resolution passed by the Paducah Planning Commission on
March 19, 2007, and entitled, "A RESOLUTION CONSTITUTING THE FINAL REPORT OF
THE PADUCAH PLANNING COMMISSION ON THE PROPOSED ZONING CHANGE TO
NEIGHBORHOOD SERVICES ZONE (NSZ), AND NEIGHBORHOOD COMMERCIAL
CORRIDOR ZONE (NCCZ), FOR THE FOLLOWING DESCRIBED AREAS," be approved as
the final report of said Commission respecting the matters therein set forth.
SECTION 2. That the zone classification of the following described property be,
and it is hereby, changed from R-1 (Low Density Residential), R-2 (Low/Medium Density
Residential) & R-3 (Medium Density Residential) to NSZ (Neighborhood Services Zone):
Beginning at a point; said point being the centerline of the intersections of
Park Avenue and North 13th Street; thence in a southerly direction a
distance of 1865.27 feet to a point; thence in an westerly direction a
distance of 180 feet; thence in a northerly direction a distance of 206.25
feet; thence in a westerly direction a distance of 26.25 feet; thence in a
northerly direction a distance of 206.57 feet; thence in a westerly direction
a distance of 28.5 feet; thence in a northerly direction a distance of 206.57
feet; thence in a westerly direction a distance of 203 feet said point being
the intersection of Madison Street and North 14th Street; thence in a
northerly direction a distance of 822.7 feet to a point; said point being the
intersection of Martin Luther King Jr. Drive and North 14th Street; thence
in a westerly direction 1782.91 feet; thence in a northerly direction a
distance of 338 feet to a point said point being the center line of Park
Avenue; thence in an easterly direction with a center line of Park Avenue a
distance of 2222.9 feet to the point of beginning.
SECTION 3. That the zone classification of the following
described property be, and it is hereby, changed from R-2, (Low/Medium Density
Residential) R-3 (Medium Density Residential), B-3 (General Business Zone) and
R-4 PUD (High Density Residential) to NCCZ (Neighborhood Commercial
Corridor Zone):
Beginning at a point in the center line of Martin Luther King Jr. Drive; said
point being 211 feet west of the intersection of Martin Luther King Jr. Drive
and Fountain Avenue; thence in an easterly direction a distance of 1782.91 feet
to the intersection of Martin Luther King Jr. Drive and North 14th Street; thence
in a southerly direction a distance of 822.7 feet to the intersection of Madison
Street and North 14th Street; thence in a easterly direction a distance of 203 feet;
thence in a southerly direction a distance of 206.57 feet; thence in an easterly a
direction a distance 28.5 feet; thence in a southerly direction a distance of
206.57 feet to the centerline of Monroe Street; thence in an easterly direction a
distance of 26.25 feet; thence in a southerly direction a distance of 206.25 feet;
thence in a westerly direction a distance of 223.56 feet; thence in a southerly
direction a distance of 26.5 feet; thence in a westerly direction a distance of
386.68 feet; thence in a northerly a distance of 18.7 feet; thence in a westerly

direction a distance of 929.17 feet; thence in a southerly direction a distance of
90.5 feet; thence in a westerly direction a distance of 211 feet; thence in a
southerly direction a distance of 40 feet; thence in a westerly direction a
distance of 241 feet; thence in a northerly direction a distance of 536 feet;
thence in a westerly direction a distance of 158 feet; thence in a northerly
direction a distance of 206.5 feet; thence in an easterly direction with the
centerline of Madison Street a distance of 60.33 feet thence in a northerly
direction a distance of 210.5 feet; thence in an easterly direction a distance of
140 feet; thence in a northerly direction a distance of 606.25 feet to the point of
beginning.
SECTION 4. That if any section, paragraph or provision of this ordinance shall be✓
found to be inoperative, ineffective or invalid for any cause, the deficiency or invalidity of such
section, paragraph or provision shall not affect any other section, paragraph or provision hereof,
it being the purpose and intent of this ordinance to make each and every section, paragraph and
provision hereof separable from all other sections, paragraphs and provisions.
SECTION 5. This ordinance shall be read on two separate days and will become
effective upon summary publication pursuant to KRS Chapter 424.
