At a Regular Meeting of the Board of Commissioners, held on Tuesday, May 15, 2012, at 5:30
p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered
to their names: Commissioners Abraham, Kaler and Watkins (3). Mayor Paxton and
Commissioner Gault were absent (2).

MUNICIPAL ORDERS
AMEND POSITION AND PAY SCHEDULE
Commissioner Abraham offered motion, seconded by Commissioner Watkins, that a Municipal
Order entitled, "A MUNICIPAL ORDER AMENDING THE CITY OF PADUCA' S FY20112012
POSITION AND PAY SCHEDULE WITH AMENDMENTS TO REFLECT THE NEW TITLES
AND PAY GRADES ADOPTED BY MUNICIPAL ORDER NO. 1662 ON MAY 8, 2012, FOR
THE EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY," be adopted.

PERSONNEL CHANGES
Commissioner Watkins offered motion, seconded by Mayor ProTem Kaler, that upon the
recommendation of the City Manager, the Board of Commissioners of the City of Paducah order
that the personnel changes on the attached list be approved.

METLIFE FOUNDATION COMMUNITY POLICE PARTNERSHIP AWARD
Commissioner Abraham offered motion, seconded by Commissioner Watkins, that a Municipal
Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A
GRANT APPLICATION THROUGH METLIFE FOUNDATION AND THE LOCAL
INITIATIVE SUPPORT CORPORATION FOR A 2012 METLIFE FOUNDATION
COMMUNITY POLICE PARTNERSHIP -NEIGHBORHOOD REVITALIZATION AWARD IN
AN AMOUNT UP TO $30,000 FOR THE PADUCAH POLICE DEPARTMENT," be adopted.

ORDINANCES — ADOPTION
APPROVE AGREEMENT BETWEEN CITY AND COUNTY FOR 2012 EDWARD
BYRNE MEMORIAL JUSTICE ACCOUNTABIILTY GRANT
Commissioner Watkins offered motion, seconded by Mayor ProTem Kaler, that the Board
of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE
MAYOR TO EXECUTE AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF
PADUCAH, KENTUCKY, AND THE COUNTY OF McCRACKEN, KENTUCKY, FOR
A 2012 EDWARD BYRNE MEMORIAL GRANT THROUGH THE U.S.
DEPARTMENT OF JUSTICE." This ordinance is summarized as follows: That the
Mayor is hereby authorized to execute an Interlocal Agreement between the City of
Paducah and the County of McCracken, Kentucky, for a 2012 Edward Byrne Memorial
Grant through the U.S. Department of Justice. The Interlocal Agreement is required to
remain in partnership with our local disparate jurisdiction even though the City of Paducah
is the sole and authorized individual allocation.

ORDINANCE — INTRODUCTION
AMEND M-1 ZONE OF THE ZONING ORDINANCE
Commissioner Abraham offered motion, seconded by Mayor ProTem Kaler, that the Board
of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING
SECTION 126-3, DEFINITIONS AND AMENDING SECTION 126-110, LIGHT
INDUSTRY ZONE, M-1 OF CHAPTER 126, ZONING OF THE CODE OF
MAY 15, 2012
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY." This ordinance is
summarized as follows:, That the Paducah Code of Ordinances Section 126-3, Definitions,
be amended to include the definition of Heliports and Chapter 126-110, Light Industry
Zone, M-1, be amended to allow heliports as a conditional use within the M-1, Light
Industry Zone.

PROPOSED RESOLUTION
OPPOSITION TO FLYING OF CONFEDERATE FLAG
Commissioner Watkins offered motion, seconded by Mayor ProTem Kaler, that a Resolution
entitled, "SUPPORT OPPOSITION OF CONFEDERATE FLAG BEING RAISED IN
McCRACKEN COUNTY ALONG I-24 OFF EXIT 11," be adopted.

City Commission Meeting Highlights

Sports Park Committee Fundraising Report
David Hutcheson, who has been leading the private fundraising effort for the design and
construction of a sports park located on Sheehan Bridge Road, announced to the City Commission
that $184,100 has been raised so far in firm donations, pledges, and in-kind services from 20
families and five businesses including Lourdes Hospital, Western Baptist Hospital, and Purchase
ENT. Hutcheson says he feels confident the remaining amount to get the total up to $250,000 can
be raised in the next 90 days. Hutcheson compared Paducah to Oxford, Mississippi which is
smaller in population but has a new 75 -acre park with five regulation size soccer fields and 11
baseball fields. Hutcheson says, "We are missing out on a huge economic impact for our
community." The City Commission challenged the community to raise $250,000 which would be
used to commence the design and construction of the first phase of the sports park. The City
purchased the 165 acre property in December 2009 for use as a multi -sports park. Hutcheson adds
he currently is looking at another avenue for hosting the charitable donations as the
Communication Foundation of West Kentucky announced today that it would no longer accept the
funds.

The City Manager and the Commission currently are working through a tight budget for the next
fiscal year. Mayor Pro Tem Gayle Kaler says, "I think we need to look at some creative things we
can do out there (at the sports park) to reduce expenditures." City Manager Jeff Pederson suggests
organizing a committee to study recreational facility needs and explore other investment
opportunities for the property that could bring revenue. Commissioner Gerald Watkins suggests
selling the home on the property with five acres and selling three-quarter or one acre lots on the
front of the property along Sheehan Bridge Road to help pay the debt. There would still be plenty
of acreage available for the sports park. Commissioner Richard Abraham says, "If we can find a
way to make this happen, it's going to be a good thing for this community."
Resolution Against Plan to Fly Confederate Flag along Interstate -24
Commissioner Gerald Watkins made a motion to pass a resolution opposing the raising of the
Confederate flag along Interstate -24 near exit 16. The Commission voted to support the resolution
against the flag. The Sons of Confederate Veterans plans to fly a large Confederate flag on private
land in Reidland.
Quick Highlights:
• Municipal order approved to amend the employee position and pay schedule.
• Municipal order approved to apply for the MetLife Foundation Community Police
Partnership Award of $30,000. No local match is required. If awarded, the funds will be
used by the Paducah Police Department.
• To support the grant application for the 2012 Edward Byrne Memorial Justice
Accountability Grant, an ordinance was approved for an interlocal agreement between the
City of Paducah and McCracken County. The grant request is for $16,035 which would be
used to purchase three in -car digital cameras and other equipment. No local match is
required.
• Ordinance introduced (vote in June) to amend Section 126 of the Paducah Code of
Ordinances to define and allow heliports in the M-1 Light Industry Zone. Heliports
currently are allowed as a conditional use in the Planned Office Park Zone and as an
accessory use in the Hospital Medical Zone. The Planning Commission held a public
hearing and made a positive recommendation to the City Commission.

• Commissioner Gerald Watkins proposed to the Commission to officially name the
Greenway Trail of#er former Mayor Albert Jones. Jones was instrumental in negotiating
the land don4#ion for the trail from Lane Peck.
