At a Called Meeting of the Board of Commissioners
held in the Commission Chambers, City Hall, Paducah, Ken-
tucky, at 7:30 p.m. on June 25, 1991, Mayor Protem Coleman
presided, and upon call of the roll, the following answered
to their names: Mayor Protem Coleman, Commissioners Grumley,
Hornsby, and Taylor (4). Mayor Montgomery was absent.
Mayor Protem Coleman offered motion, seconded by
Commissioner Grumley, that the reading of the minutes for
June 17, 18 and 20, 1991, be waived and that the Minutes for
said meetings prepared by the City Clerk be approved as
written. Adopted on call of the roll, yeas, Mayor Protem
Coleman, Commissioners Grumley, Hornsby and Taylor (4).

CHANNEL 11 TV EQUIPMENT PURCHASE
CHANGE OF VENDOR
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners
introduce and adopt an ordinance entitled, "AN ORDINANCE
AMENDING ORDINANCE NO. 91-4-4590, AND AUTHORIZING THE
PURCHASE OF TELEVISION EQUIPMENT FROM CONSOLIDATED MEDIA
SYSTEMS IN THE AMOUNT OF $19,454.00, FOR USE IN THE CITY
COMMISSION CHAMBERS, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME". This ordinance is summarized as follows:
Changing the vendor from which the City of Paducah will purchase
television equipment in the amount of $19,454.00. Adopted

Commissioner Grumley offered motion, seconded by

AMENDING ORDINANCE 90-10-4518, AUTHORIZING THE PURCHASE OF
FIVE XEROX COPYING MACHINES FROM BUSINESS EQUIPMENT COMPANY
FOR USE BY VARIOUS DEPARTMENTS, AND AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT FOR SAME". This ordinance is summarized
as follows: Applying the sum of $3,165.00 from Engineering

EXECUTE LOCAL RECORDS GRANT AGREEMENT
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners
introduce and adopt an ordinance entitled: "AN ORDINANCE
p AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT
WITH THE COMMONWEALTH OF KENTUCKY, DEPARTMENT FOR LIBRARIES.
AND ARCHIVES, FOR A LOCAL RECORDS GRANT IN THE AMOUNT OF
$5,100.00". This ordinance is summarized as follows:
Authorizing the Mayor and City Clerk to execute a grant with the
Kentucky Department for Libraries and Archives for a Local Records

Commissioner Hornsby offered motion, seconded by

introduce an ordinance entitled, 'AN ORDINANCE AMENDING THE v
COMPREHENSIVE PLAN FOR THE CITY OF PADUCAH, KENTUCKY". This
ordinance is summarized as follows: Amending the
Comprehensive Plan for the City of Paducah by adopting an
amendment entitled, "Comprehensive Plan Amendment for
Highway 60 Annexation Area".
REZONE PROPERTY BETWEEN KENTUCKY AVENUE & WASHINGTON
AND SOUTH 26TH AND SOUTH 27 STREETS
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners
introduce an ordinance entitled, "AN ORDINANCE APPROVING THE
FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING
THE REZONING OF PROPERTY LOCATED BETWEEN KENTUCKY AVENUE AND
WASHINGTON STREET AND BETWEEN SOUTH 26TH AND 27TH STREETS,
AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO EFFECT
SUCH REZONING". This ordinance is summarized as follows:
Rezoning property located between Kentucky Avenue and
Washington Street and between South 26th and 27th Streets,
and directing an amendment to the Paducah Zoning Ordinance,
changing the zoning classifications from R-2 to R-4 Zone.

THE REZONING OF PROPERTY LOCATED ALONG HIGHWAY 60 AND HOLT
ROAD, AND AMENDING THE PADUCAH ZONING ORDINANCE SO AS TO
EFFECT SUCH REZONING". This ordinance is summarized as
follows: Rezoning property located along Highway 60 and
Holt Road, and directing an amendment to the Paducah Zoning
Ordinance, changing the zoning classifications from R-1 to
HBD Zone.

introduce an ordinance entitled, "AN ORDINANCE AMENDING

ABOLISHING SECTIONS 10-51, 10-53, 10-54 AND 10-60, AND
CREATING SECTIONS 10-62, 10-64 AND 10-65, 'CIVIL SERVICE',
OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY".
This ordinance is summarized as follows: Amending salaries
for civil service employees of the City of Paducah,
effective July 1, 1991.
AMEND NONCIVIL SERVICE SALARIES
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners
introduce an ordinance entitled, "AN ORDINANCE AMENDING
SUBSECTION (a) OF SECTION 2-47, 'NONCIVIL SERVICE
GENERALLY', OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as
follows: Amending salaries of noncivil service employees of the
City of Paducah, effective July 1, 1991.
AMEND E911 SALARIES
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners
introduce an ordinance entitled, "AN ORDINANCE AMENDING
SECTION 2-47.5, 'NONCIVIL SERVICE GENERALLY', OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This
ordinance is summarized as follows: Amending salaries of
members of the Emergency Communications Department,
effective July 1, 1991.
AMEND ABC SALARY
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners
introduce an ordinance entitled, "AN ORDINANCE AMENDING
SECTION 2-52, 'ALCOHOLIC BEVERAGE ADMINISTRATOR' OF THE CODE
OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This

the Alcoholic Beverage Administrator, effective July 1,
1991.
AMEND FIRE DEPARTMENT NON -BARGAINING SALARIES
Commissioner Hornsby offered motion, seconded by

introduce an ordinance entitled, "AN ORDINANCE AMENDING
SUBSECTION (A) OF SECTION 12-19, 'NUMBER, RANK AND SALARIES
OF MEMBERS' OF ARTICLE II, 'FIRE DEPARTMENT', OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This
ordinance is summarized as follows: Amending salaries of
non -bargaining members of the Fire Department, effective
July 1, 1991.

OF MEMBERS OF THE POLICE DEPARTMENT' OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This

July 1, 1991.
SELL PADUCAH WATER WORKS SURPLUS PROPERTY
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners
introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING
THE SALE OF SURPLUS REAL PROPERTY FOR THE BENEFIT OF PADUCAH
WATER WORKS". This ordinance is summarized as follows:
Accepting the offer of ALCO Health Services Corporation to
purchase for the sum of $18,000.00 real property known as
Tract No. 3, Third and Harrison Streets, owned by the City
of Paducah on behalf of Paducah Water Works.

BE PAID BY LOCAL TELEPHONE EXCHANGE SUBSCRIBERS OF ONE
DOLLAR ($1.00) PER MONTH PER LINE, PROVIDING FOR THE MANNER
OF COLLECTION OF SUCH FEE, AND PAYMENT OF FEE BY TELEPHONE

COMMUNICATION SERVICE BOARD, AND REPEALING SECTION 2-140
THROUGH SECTION 2-420 OF CHAPTER 2 (EMERGENCY COMMUNICATIONS

adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS
7-7.5 AND 7-7.6 OF CHAPTER 7, BUILDINGS AND BUILDING
REGULATIONS, OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Amending Sec. 7-7.5 and Sec. 7-7.6 of Chapter 7, Buildings
and Building Regulations, to comply with the BOCA National
Property Maintenance Code, Third Edition, 1990, as published
by the Building Officials and Code Administrators Inter-

REVOKE THREE OAKS PARK SUBDIVISION APPROVAL (Skinner)
Mayor Protem Coleman offered motion, seconded by

adopt an ordinance entitled, "AN ORDINANCE REVOKING
ORDINANCE NO. 87-12-3099 AND THE APPROVAL AND ACCEPTANCE OF
THE SUBDIVISION PLAT OF THE WILLIAM G. AND CAROLYN A.
SKINNER PROPERTY, GENERALLY KNOWN AS UNIT 1 OF THREE OAKS
PARK SUBDIVISION". This ordinance is summarized as follows:
Revoking Ordinance No. 87-12-3099 which conditionally
accepted and approved the waiver of subdivision plat of the
William G. and Carolyn A. Skinner property, generally known
as Unit 1 of Three Oaks Park Subdivision, revoking the
approval and acceptance of the aforesaid subdivision plat,
and authorizing the Mayor and City Clerk to execute any and
all documents necessary to effectuate the aforesaid revoca-

FINAL ANNEXATION ALONG HOLT ROAD
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners
adopt an ordinance entitled, "AN ORDINANCE FINALIZING THE
ANNEXATION OF CERTAIN PROPERTY LYING ADJACENT TO THE
CORPORATE LIMITS OF THE CITY, AND DEFINING ACCURATELY THE
BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN SAID
CORPORATE LIMITS". This ordinance is summarized as follows:
Finalizing annexation of unincorporated territory into the
City of Paducah north of and adjacent to the present city
limits, along Holt Road. Adopted on call of the roll, yeas,

DEDICATE STREETS IN $ELLEVIEW SUBDIVISION
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioner
adopt an ordinance entitled, "AN ORDINANCE APPROVING AND
ACCEPTING THE DEDICATION OF PUBLIC RIGHTS-OF-WAY". This
ordinance is summarized as follows: Approving and accepting
the dedication of public rights-of-way within the City of
Paducah within Belleview Subdivision, and authorizing the
Mayor and City Clerk to execute all documents necessary to
effectuate the approval of said rights-of-way. Adopted on

Hornsby and Taylor (4).
DEDICATE EXTENSION OF MEDICAL CENTER DRIVE
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners
adopt an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE
DEDICATION OF AN EXTENSION OF MEDICAL CENTER DRIVE".
This ordinance is summarized as follows: Authorizing the
dedication of an extension of Medical Center Drive from the
existing Medical Center Drive to Lourdes Hospital. Adopted
on call of the roll, yeas, Mayor Protem Coleman,
Commissioners Grumley, Hornsby and Taylor (4).
AGREEMENT FOR FUEL SUPPLY (E.M. Bailey)
Mayor Protem Coleman offered motion, seconded by
Commissioner Grumley, that the Board of Commissioners
adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT BY AND BETWEEN E.M. BAILEY
DISTRIBUTING COMPANY AND THE CITY OF PADUCAH FOR THE CITY'S
SUPPLY OF VEHICLE FUEL". This ordinance was read in full.
Randy Long of Duke & Long Distributing Company
told the Commission that Duke & Long is in the process of
installing a fuel system similar to the one being approved
in the above ordinance. He described their system to the
Commission. City Manager Pennington responded to Mr. Long

and told him the City's fuel purchase will be let for bid at
the end of one year.
The City Clerk then called the roll on the above
fuel ordinance. Adopted on call of the roll, yeas, Mayor
Protem Coleman, Commissioners Grumley, Hornsby and Taylor

FORESTRY GRANT
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners adopt
an ordinance entitled, 'AN ORDINANCE AUTHORIZING THE MAYOR
TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE KENTUCKY
NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION CABINET,
DIVISION OF FORESTRY, IN AN AMOUNT NOT TO EXCEED $14,110.00
FOR AN URBAN FORESTRY ASSISTANCE GRANT". This ordinance is
summarized as follows: Authorizing the Mayor to execute an
Agreement with the Kentucky Division of Forestry for an
Urban Forestry Assistance Grant in an amount not to exceed
$14,110.00. Adopted on call of the roll, yeas, Mayor Protem
Coleman, Commissioners Grumley, Hornsby and Taylor (4).
ADOPT 1991-92 FY BUDGET
Commissioner Hornsby offered motion, seconded by

Commissioner Taylor, that the Board of Commissioners adopt
an ordinance entitled, "AN ORDINANCE ADOPTING THE CITY OF
PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1,
1991, THROUGH JUNE 30, 1992, BY ESTIMATING REVENUES AND
RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY
GOVERNMENT". This ordinance shall become effective upon
publication in full. Adopted,on call of the roll, yeas,
Mayor Protem Coleman, Commissioners Grumley, Hornsby and
Taylor (4).
EXECUTIVE SESSION
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners go
into Executive Session for discussions which might lead to
the appointment, discipline or dismissal of an individual
employee, and to discuss litigation. Adopted on call of the
roll, yeas, Mayor Protem Coleman, Commissioners Grumley,
Hornsby and Taylor (4).
At the conclusion of the Executive Session the Board
reconvened in Open Session, whereupon the Mayor Protem
announced there was no further business.
Upon motion the meeting adjourned.
