ROLL CALL
At a Called Meeting of the Board of Commissioners
held in the Commission Chambers at City Hall at 7:30 p.m.,
Tuesday, May 19, 1992, Mayor Montgomery presided, and upon call
of the roll by the City Clerk, the following answered to their
names: Commissioners Feezor, Grumley, Hornsby, Taylor and
Mayor Montgomery (5).
NOTICES OF CALLED MEETING
Commissioner Feezor offered motion, seconded by
Commissioner Grumley, that the executed copies of the Notice of
Called Meeting to be held at 7:30 p.m., Tuesday, May 19, 1992,
be received and filed. Adopted on call of the roll, yeas,
Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor
Montgomery (5).
CEMETERY LOTS
Commissioner Grumley offered motion, seconded by
Commissioner Feezor, that the Board of Commissioners approve
the sale of the following cemetery lot(s) and that the City
Clerk be authorized to execute a Deed of Conveyance for said
cemetery grave(s):
1. Jessie W. Harris, Rushing Addition to Oak Grove
Cemetery, Sec. 6, Lot 347 NE, in the amount of
$225.00 (Receipt No. 78854)

NOBLE PARK WADING POOL, WATERSLIDE, ETC.
Commissioner Grumley offered motion, seconded by
Commissioner Feezor, that the Board of Commissioners introduce jy
and adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE
BID OF CHESTER POOL SYSTEMS INC. IN THE AMOUNT OF $108,720.00
FOR PURCHASE AND INSTALLATION OF WADING POOL, WATER SLIDE AND
RELATED EQUIPMENT AT NOBLE PARK POOL, AND AUTHORIZING THE MAYOR t"'
TO EXECUTE A CONTRACT FOR SAME". The foregoing title

ORDINANCE INTRODUCTIONS
AMEND CIVIL SERVICE SEC. 10-49
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-49,
CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Increasing the salary for Account Clerk II and creating the
position of Account Clerk I in the Finance Department.

Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE CREATING SEC. 20.301 OF
APPENDIX A -ZONING, OF THE CODE OF ORDINANCES OF THE CITY OF

SECTION 40.04 OF APPENDIX A -ZONING, OF THE CODE OF ORDINANCES
OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Abolishing and recreating Sec. 40.04,
Multiple Structures on a Lot, of Appendix A -Zoning, of the Code
of Ordinances of the City of Paducah, Kentucky.
AMEND SEC. 77, APPENDIX A -ZONING
Commissioner Grumley offered motion, seconded by
Commissioner Feezor, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SECTION 77 OF
APPENDIX A -ZONING, OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Amending Sec. 77, Schedule of Fees, Charges and Expenses, of
Appendix A -Zoning, of the Code of Ordinances of the City of
Paducah, Kentucky.
PURCHASE VEHICLE FOR POLICE DEPT.
Commissioner Hornsby offered motion, seconded by

an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF
PADUCAH FORD INC. IN THE AMOUNT OF $18,999.00 FOR THE PURCHASE
OF ONE 1992 FOUR DOOR FOUR WHEEL DRIVE FORD EXPLORER FOR USE BY
THE POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME". The foregoing title summarizes the

Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF CHARLES
A. HAMMONDS IN THE AMOUNT OF $101.00 FOR THE PURCHASE OF REAL
PROPERTY OWNED BY THE CITY OF PADUCAH LOCATED AT 721 CLAY
STREET. The foregoing title summarizes the contents of this
ordinance. Adopted on call of the roll, yeas, Commissioners

Commissioner Grumley, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT BETWEEN THE DEPARTMENT OF RURAL AND
MUNICIPAL AID, COMMONWEALTH OF KENTUCKY, AND THE CITY OF
PADUCAH KENTUCKY, FOR MAINTENANCE, RECONSTRUCTION, OR
CONSTRUCTION OF CITY STREETS". The foregoing title summarizes
the contents of this ordinance. Adopted on call of the roll,

ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY OF THE
CITY OF PADUCAH BY ANNEXING CERTAIN PROPERTY LYING ADJACENT TO
THE CORPORATE LIMITS OF.THE CITY, AND DEFINING ACCURATELY THE
BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN THE SAID
CORPORATE LIMITS". This ordinance is summarized as follows:
Annexing territory into the City of Paducah located between U.S.
Highway 60 and the Paducah Information Age Park, and adjacent to
the present city limits. Adopted on call of the roll, yeas,

CONDEMN PROPERTY FOR EASEMENT FOR LIFT STATION
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE PROVIDING FOR THE NEED FOR
ACQUIRING A PERMANENT ACCESS ROAD EASEMENT ACROSS THE PARCEL OF
REAL PROPERTY BELONGING TO IRIS COLLEEN (CAIN) BRELIN; JESSE
KENNETH SPEARS AND GENIE SPEARS; GEORGIA EILEEN DUNCAN AND ROY
DUNCAN; AND DAVID R. SPEARS AND SHIRLEY M. SPEARS TO BE USED BY
THE CITY OF PADUCAH TO SERVE, REPAIR AND MAINTAIN A LIFT
STATION, AND AUTHORIZING CONDEMNATION OF SAME". This ordinance
is summarized as follows: Authorizing and directing the
corporation counsel to institute condemnation proceedings in
McCracken Circuit Court in the name of the City of Paducah
against Iris Colleen (Cain) Brelin; Jesse Kenneth Spears and
Genie Spears; Georgia Eileen Duncan and Roy Duncan; and David
R. Spears and Shirley M. Spears and all other parties of
interest, to acquire the necessary easement rights across the
subject property owned by the aforesaid persons. Adopted on

CHANGE ORDERS 1 & 2 - FIRE STATION RENOVATIONS
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING
THE MAYOR TO EXECUTE CHANGE ORDERS NO. 1 AND 2 IN THE TOTAL
AMOUNT OF $173.90 WITH JOE HOWARD CONSTRUCTION COMPANY FOR
RENOVATIONS AT FIRE STATION NO. 111. The foregoing title
summarizes the contents of this ordinance. Adopted on call of
the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor
and Mayor Montgomery (5).

SECTION 40.16, PARKING REQUIREMENTS, OF APPENDIX A -ZONING, OF
THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This
ordinance is summarized as follows: Amending Sec. 40.16,
Parking Requirements, of Appendix A -Zoning, of the Code of
Ordinances of the City of Paducah, Kentucky. Adopted on call

SECTION 70 OF APPENDIX A -ZONING, OF THE CODE OF ORDINANCES OF
THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Amending Sec. 70, Enforcement and Administration,

EXECUTIVE SESSION
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners go into
Executive Session for discussions which might lead to the
appointment, discipline or dismissal of an individual employee,
to discuss collective bargaining negotiations, and to discuss
litigation. Adopted on call of the roll, yeas, Commissioners
Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5).
The City Clerk did not attend Executive Session.
At the conclusion of the Executive Session Board
reconvened in Open Session, whereupon the Mayor announced there
was no further business.
Upon motion the meeting adjourned.
