ROLL CALL
At a Called Meeting of the Board of Commissioners
held in the Commission Chambers at City Hall at 7:30 p.m.,
Tuesday, April 21, 1992, Mayor Montgomery presided, and upon
call of the roll the following answered to their names: Com-
missioners Grumley, Hornsby, Taylor and Mayor Montgomery (4).
Commissioner Feezor was absent (1).
NOTICES OF CALLED MEETING
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the executed copies of the Notice of
Called Meeting to be held at 7:30 p.m., Tuesday, April 21,
1992, be received and filed. Adopted on call of the roll,
yeas, Commissioners Grumley, Hornsby, Taylor and Mayor
Montgomery (4).

Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners receive
and file a Memorandum to the Paducah City Commission appointing
the River Heritage Center Board of Directors, effective May 1,
1992. Adopted on call of the roll, yeas, Commissioners
Grumley, Hornsby, Taylor and Mayor Montgomery (4).
MUNICIPAL ORDER
CLOSE DORMANT CHECKING ACCOUNT
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that a Municipal Order entitled, "A
MUNICIPAL ORDER AUTHORIZING THE CITY TREASURER TO CLOSE DORMANT
CHECKING ACCOUNT NO. 01-3406-6 AT CITIZENS BANK AND TRUST
COMPANY AND TRANSFER PROCEEDS TO THE GENERAL FUND OF THE CITY
OF PADUCAH", be adopted. Adopted on call of the roll, yeas,
Commissioners Grumley, Hornsby, Taylor and Mayor Montgomery
(4).
ORDINANCE INTRODUCTIONS
ACCEPT BIDS FOR 800 MHz RADIO EQUIPMENT
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE {�
OF AN 800 MHz TRUNKED RADIO COMMUNICATIONS SYSTEM FROM MOTOROLA
COMMUNICATIONS AND ELECTRONICS, INC., IN THE AMOUNT OF
$948,230.00, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
FOR PURCHASE". The foregoing title summarizes the contents of
this ordinance.

EMPLOY 800 MHz CONSULTANT
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TO
ENTER INTO A CONTRACT WITH FREDERICK G. GRIFFIN, P.C., TO
J PROVIDE TECHNICAL, CONSULTING AND ENGINEERING SERVICES
REGARDING THE CITY OF PADUCAH'S 800 MHz TRUNKED RADIO

COMMUNICATIONS PROJECT". This ordinance is summarized as
follows: Authorizing the City to enter into a contract with
Frederick G. Griffin, P.C., for technical, consulting and
engineering services for the City's 800 MHz trunked radio
communications project, in an amount not to exceed $20,000.00.
FINAL ANNEXATION OF INFORMATION AGE PARK
(ALONG OLIVET CHURCH ROAD)
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE FINALIZING THE ANNEXATION
OF CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF
THE CITY, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY
TO BE INCLUDED WITHIN SAID CORPORATE LIMITS". This ordinance
is summarized as follows: Finalizing annexation of unincor-
porated territory into the City of Paducah adjacent to the
present city limits, along Olivet Church Road.

Discussions were held on the following subjects:
1. Noble Park Redevelopment Plan for Park Pool. Dan Stewart
showed a videotape -describing an aluminum pool to replace
the present concrete pool. The Commission instructed him
to proceed with haste and have specifications for same
ready to be distributed Friday, April 24, 1992.
2. Rhonda Lee -James discussed:
a) A Fair Housing poster contest for school children
b) The Senior Citizens Center; esp. the construction of
a Day Care Facility at a new location
3. City Manager Jim Pennington discussed:
a) Personnel is obtaining proposals for health and other
insurance. The City should hire William Mercer &
Asso. for an evaluation and financial analysis of
bids.
b) A recent letter to the editor of the Paducah Sun
concerning the "horrendous" amount spent by the City
for outside studies (consultant).
EXECUTIVE SESSION
Commissioner Grumley offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners go into
Executive Session for discussions which might lead to the
appointment, discipline or dismissal of an individual employee,
to discuss collective bargaining negotiations, and to discuss
litigation. Adopted on call of the roll, yeas, Commissioners
Grumley Hornsby, Taylor and Mayor Montgomery (4).
The City Clerk did not attend Executive Session.
(P At the conclusion of the Executive Session Board
reconvened in Open Session, whereupon the Mayor announced there
was no further business.
Upon motion the meeting adjourned.
