ROLL CALL
At Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
October 20, 1992, Mayor Protem Feezor presided, and upon call
of the roll by the City Clerk, the following answered to their.
names: Commissioners Grumley, Hornsby and Mayor Protem Feezor
(3).
MINUTES
Mayor Protem Feezor offered motion, seconded by Commissioner
Hornsby, that the reading of the minutes for October 13, 1992,
be waived that the minutes of said meetings prepared by the
City Clerk be approved as written. Adopted on call of the
roll, yeas, Commissioners Grumley, Hornsby and Mayor Protem
Feezor (3).
PUBLIC FORUM
L.A. Jones, a resident of North 9th Street, addressed the
Commission about dividing the city into wards. He handed out
pertinent literature from KRS 83A regarding organization of
government in cities. The Commission told Mr. Jones that they
would defer repl�iying to his request until the full Board has
a chance to review this matter. They also told Mr. Jones he
could leave information with the secretary to be put in the
Board members' individual mail slots in the Mayor's office.

Commissioner Grumley offered motion, seconded by Commissioner

4. Deed in lieu of foreclosure between Joseph T. Hayden &
wife, Diane Hayden, and City for lots located at 108 S.

MUNICIPAL ORDERS
PERSONNEL CHANGES
Commissioner Hornsby offered motion, seconded by Commissioner
Grumley, that upon the recommendation of the City Manager, the
Board of Commissioners orders the following personnel changes:

Adopted on call of the roll, yeas, Commissioners Grumley,
Hornsby, and Mayor Protem Feezor (3).
ORDINANCES - EMERGENCY
CHANGE ORDERS 1 THROUGH 10 FOR NOBLE PARK POOL CONSTRUCTION
Commissioner Hornsby offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce and adopt
an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING
THE MAYOR TO EXECUTE CHANGE ORDERS NO. 1 THROUGH 10 IN THE
TOTAL AMOUNT OF $43,829.00 WITH CHESTER POOL SYSTEMS INC. FOR
RENOVATION AND REPLACEMENT OF NOBLE PARK POOL". This

ordinance is summarized as follows: Authorizing and directing
the Mayor to execute Change Orders in the total amount of
$43,829.00 with Chester Pool Systems for additions to the
original contract price. Adopted on call of the roll, yeas,
Commissioners Grumley, Hornsby and Mayor Protem Feezor (3).
ORDINANCES - ADOPTION
�+ APPROVE RIVER HERITAGE CENTER - PHASE 1B CONTRACT
Mayor Protem Feezor offered motion, seconded by Commissioner
�} Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE APPROVING PHASE 1B OF A CONTRACT WITH
W.R. COLES AND ASSOCIATES TO PROVIDE ARCHITECTURAL/ENGINEERING
SERVICES TO THE CITY OF PADUCAH FOR THE DEVELOPMENT OF THE
RIVER HERITAGE CENTER, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME". The foregoing title summarizes the
contents of this ordinance. Adopted on call of the roll,
yeas, Commissioners Grumley, Hornsby and Mayor Protem Feezor
(3).
'-SET 1992-93 TAX RATE
Commissioner Grumley offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE FIXING THE LEVIES AND RATES OF
TAXATION ON ALL PROPERTY IN THE CITY OF PADUCAH, KENTUCKY,
SUBJECT TO TAXATION FOR MUNICIPAL PURPOSES AND FOR SCHOOL
PURPOSES FOR THE PERIOD FROM JULY 1, 1992, THROUGH JUNE 30,
1993, WITH THE PURPOSES OF SAID TAXES THEREUNDER DEFINED".
Setting the 1992-93 Tax Rate as follows:

Property taxes levied herein shall be due and payable in the
following manner:
The first half payment shall be due on November 1.,. 1992,
and shall be payable without penalty and interest until November
30, 1992.
The Second half payment shall be due on April 1, 1993,
and shall be payable without penalty and interest until April 30,
1993.

EXECUTIVE SESSION
Commissioner Hornsby offered motion, seconded by Commissioner
Grumley, that the Board go into closed session for discussion of
matters pertaining to the following topics:
Proposed or pending litigation, as permitted by KRS 61.810(1)(c);
Collective bargaining with public employees, as permitted by KRS
61.810(1)(e);
Issues which might lead to the appointment, dismissal, or
disciplining of an employee; as permitted by KRS 61.810(1)(f).
Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby
and Mayor Protem Feezor (3).
At the conclusion of the Executive Session the Board reconvened in
Open Session, whereupon the Mayor Protem announced there was no ,
further business.
Upon motion the meeting adjourned.
