HomeMy WebLinkAbout11-29-2016NOVEMBER 29, 2016 At a Called Meeting of the Board of Commissioners, held on Tuesday, November 29, 2016, at 5:30 p.m., in the Commission Chambers of City Hall located at 300 South 5th Street, Mayor Kaler presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Abraham, Gault, Rhodes, Wilson and Mayor Kaler (5). ITEM REMOVED FROM AGENDA City Manager Pederson asked that the ordinance introduction for the Contract Extension for MAC Construction for Riverfront Redevelopment Project Phase 1-B be removed from the agenda. PRESENTATION CITY HALL NOMINATION TO NATIONAL REGISTER OF HISTORIC PLACES Melinda Winchester, Paducah Main Street Director/Downtown Development Specialist, gave an update regarding the nomination of City Hall to the National Register of Historic Places. The following excerpt from the City Commission Highlights prepared by Public Information Officer Pam Spencer provides more information about the nomination. Excerpt from City Commission Highlights Prepared by Pam Spencer Public Information Officer "Paducah Main Street Director/Downtown Development Specialist Melinda Winchester updated the Paducah Board of Commissioners on the progress of nominating Paducah's City Hall located at 300 South Stn Street to the National Park Service's National Register of Historic Places. A similar presentation was given November 14 to the Historic & Architectural Review Commission (HARC). The application has been prepared with Winchester on track to make the presentation about City Hall on December 12 to the Kentucky Heritage Council. City Hall is being nominated under Criterion C which focuses on the design, architecture, and construction of the building. In the presentation, Winchester discussed the history leading to the construction of City Hall. Discussions of a new City Hall began in the early 1950s. In the late 1950s and early 1960s, Paducah was following the lead of other cities by rebuilding, rebranding, and revitalizing its image. Construction of Paducah's City Hall began in 1963 with a dedication ceremony held February 28, 1965. Edward Durell Stone, one of the foremost architects of the mid -twentieth century and considered the founder of the New Formalism movement, designed the building with the assistance of local architect Lee Potter Smith. Stone also designed the John F. Kennedy Center for the Performing Arts, Radio City Music Hall, the U.S. Embassy in New Delhi, and the U.S. Pavilion for the Brussels World's Fair. Several of his buildings have features that resemble Paducah's City Hall such as symmetry, columned porticos, connecting plazas, gardens, and water features. If the nomination process is successful, the City then will be able apply for historic tax credits through the State of Kentucky which would be used to help fund Phase I of the building's renovation. Phase I includes the exterior stabilization of the canopy and the rehabilitation of the roof. Fowler Black, representing Growth, Inc., spoke in favor of nominating City Hall to the National Register and the subsequent possibility of receiving historic tax credits to help subsidize the renovation costs." PUBLIC COMMENTS REGARDING NOMINATION Fowler Black, on behalf of Paducah -McCracken Growth, Inc., endorsed the nomination of City Hall to the National Register of Historic Places. Growth, Inc. is very favorable to the renovation of City Hall and to the possibility of using tax credits for the renovation. MINUTES Commissioner Abraham offered motion, seconded by Commissioner Gault, that the reading of the Minutes for the November 15, 2016, City Commission meeting be waived and the Minutes of said meeting prepared by the City Clerk be approved as written. MUNICIPAL ORDER Commissioner Rhodes offered motion, seconded by Commissioner Wilson, that a Municipal Order entitled, "A MUNICIPAL ORDER ASSIGNING THE NAME PJ GRUMLEY RIVER DRIVE TO THE PORTION OF DRIVE KNOWN AS FOOT OF BROADWAY BETWEEN KENTUCKY AVENUE AND BROADWAY STREET," be adopted. M.O.#1944; BK 9 ORDINANCE -INTRODUCTION AMENDMENT TO CABLE TELEVISION FRANCHISE AGREEMENT WITH COMCAST Commissioner Abraham offered motion, seconded by Commissioner Gault, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE OF THE CITY OF PADUCAH, KENTUCKY GRANTING COMCAST CABLE, HEARTLAND REGION FORMERLY KNOWN AS COMCAST OF THE SOUTH, L.P. A FRANCHISE EXTENSION THROUGH APRIL 11, 2017." This ordinance is summarized as follows: The Franchise Agreement between the City of Paducah and Comcast Cable, Heartland Region formerly known as Comcast of the South, L.P., is hereby amended by extending the term of the Franchise from November 2, 2016 through and including April 11, 2017. EXECUTIVE SESSION Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Board go into closed session for discussion of matters pertaining to the following topic(s): A specific proposal by a business entity where public discussion of the subject matter would jeopardize the location, retention, expansion or upgrading of a business entity, as permitted by KRS 61.810(1)(g).
