ROLL CALL
At a Regular Meeting of the Board of Commissioners
held in the Commission Chambers at City Hall at 7:30 p.m.,
Tuesday, July 14, 1992, Mayor Montgomery presided, and upon
call of the roll by the City Clerk, the following answered to
their names: Commissioners Feezor, Grumley, Hornsby, and
Taylor (4). Mayor Montgomery was absent (1).
OPEN FORUM
Mrs. Gladys Johnson addressed the Commissioner about
a problem she and her husband have experienced while attempting
to secure sewer connection and building permits for the
construction of a new home in Paducah. The City Manager will
investigate this matter at the request of Mayor Protem Feezor.
MINUTES
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the reading of the Minutes for June
23 and 30 and July 7, 1992, be waived and that the Minutes of
said meeting(s) prepared by the City Clerk be approved as
written. Adopted on call of the roll, yeas, Mayor Protem
Feezor, Commissioners Grumley, Hornsby and Taylor (4).
APPOINTMENTS
PADUCAH-McCRACKEN COUNTY
EMERGENCY COMMUNICATIONS SERVICE BOARD
Mayor Protem Feezor made the following appointment:
"WHEREAS, subject to the approval of the Board of Commis-
sioners, I hereby reappoint P J Grumley as a member of the
Paducah -McCracken County Emergency Communications Service .
Board. This term will expire July 1, 1993."
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners approve
the action of Mayor Protem Feezor in reappointing P J Grumley
as .a member of the Paducah -McCracken County Emergency
Communications Service Board. Adopted on call of the roll,

Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that a Municipal Order abolishing a

ORDINANCES - EMERGENCY
CONVENTION CENTER CONSTRUCTION CONTRACT
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners introduce
and adopt an ordinance entitled, "AN ORDINANCE AMENDING
V/ ORDINANCE NO. 92-6-4783". This ordinance is summarized as
follows: Increasing the construction contract with B.H. Green &
Son for additions and modifications of the Julian M. Carroll
Convention Center to an amount not to exceed $1,206,792.00.

AMEND CIVIL SERVICE SEC. 10-49
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners remove an
ordinance amending Section 10-49, Civil Service, from the table
and place it before the Board for action. Adopted on call of
the roll, yeas, Mayor Protem Feezor, Commissioners Grumley,
Hornsby, and Taylor (4).
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-49,
CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Increasing
the salary for Account Clerk II and creating the position of
Account Clerk I in the Finance Department.

$21,526.40 WITH WAHL'S EXCAVATING FOR U.S. 60 SANITARY SEWER

JEAN'S ENCROACHMENT AGREEMENT
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ✓
ENTER INTO AN ENCROACHMENT AGREEMENT BETWEEN THE CITY OF
PADUCAH, KENTUCKY, AND JEAN'S, INC. FOR ENCROACHMENTS UPON CITY
RIGHT-OF-WAY". This ordinance is summarized as follows:
Authorizing the Mayor to execute an encroachment agreement with
,- Jean's Inc. for the location of two poles on the sidewalk in front
of 420 Broadway, on City right-of-way.

Commissioner Grumley, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING
THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE
KENTUCKY TRANSPORTATION CABINET, DEPARTMENT OF HIGHWAYS,
REGARDING TRAFFIC AND SAFETY REGULATIONS FOR RECONSTRUCTION OF
HUSBANDS ROAD". The foregoing title summarizes the contents of

Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners adopt an ✓
ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO
EXECUTE A QUITCLAIM DEED CONVEYING REAL PROPERTY LOCATED AT 918
NORTH 10TH STREET, OWNED BY THE CITY OF PADUCAH". This
ordinance is summarized as follows: Authorizing the Mayor to
execute a Quitclaim Deed for real property located at 918 North

THE PADUCAH PLANNING COMMISSION RESPECTING THE PROPOSED
SUBDIVISION OF PROPERTY OF KPT, INC., LOCATED ON THE NORTH SIDE
OF HIGHWAY 62, EAST OF NORTH FRIENDSHIP ROAD, KNOWN AS THE ✓
EXECUTIVE PLAZA SUBDIVISION, AND ACCEPTING THE DEDICATION OF
PUBLIC EASEMENTS AND SETTING BOND AMOUNT". This ordinance is
summarized as follows: Approving the final report of the
Paducah Planning Commission respecting the proposed Executive
Plaza Subdivision located on the north side of Highway 62, east

FORD, INC. IN THE AMOUNT OF $20,176.00 FOR SALE TO THE CITY OF
ONE FORD F350 CHASSIS, UTILITY BODY AND HYDRAULIC LIFT GATE, FOR ✓
USE BY THE PUBLIC WORKS DEPARTMENT". The foregoing title

Commissioner Taylor offered motion, seconded by

V/ EXECUTE A CONTRACT BETWEEN THE CITY OF PADUCAH AND WAHL'S
EXCAVATING AND UNDERGROUND FOR VARIOUS EQUIPMENT RENTAL". The
foregoing title summarizes the contents of this ordinance.

EXECUTIVE SESSION
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners go into
Executive Session for discussions which might lead to the
appointment, discipline or dismissal of an individual employee,
and to discuss litigation. Adopted on call of the roll, yeas,
Mayor Protem Feezor, Commissioners Grumley, Hornsby, and Taylor
(4).
The City Clerk did not attend Executive Session, at
the direction of the Mayor Protem and the City Manager.
At the conclusion of the Executive Session the Board
reconvened in open session, whereupon the Mayor Protem announced
there was no further business.
Upon motion the meeting adjourned.
