ROLL CALL
At a Regular Meeting`ofthe Board of Commissioners
held in the Commission Chambers at City Hall at 7:00 p.m.,
Tuesday, August 24, 1993, Mayor Montgomery presided, and upon
call of the roll the following answered to their names:
Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor
Montgomery (5).
PRESENTATIONS
Mayor Montgomery recognized John Bradley from Boy Scout Troop
1.
The Mayor also presented a Retirement Plaque to Jewell Elrod in
recognition of his services to the City. Mr. Elrod was the
Wastewater Treatment Plant Supervisor. He was employed with
the city August 9, 1962 and retired August 1, 1993.
She read a letter of compliment that she had received from the
Director of Louisville, United States Department of Housing and
Urban Development for the good job that the Community Planning
and Development Department is doing.
PUBLIC FORUM
Mr. L. A. Jones, requested as to when the recommendations for
budget cuts would be ready.
MINUTES
Commissioner Feezor offered motion, seconded by
Commissioner Grumley that the reading of the Minutes for August
!T 17, 1993, be waived and that the Minutes of said meeting(s)
prepared by the City Clerk be approved as written.

Commissioner Feezor that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO
EXECUTE AN AMENDMENT TO CONTRACT BETWEEN THE CITY OF PADUCAH
AND J. PATRICK KERR, ARCHITECT AIA, FOR CONSTRUCTION, RENOVA-
TION AND/OR PURCHASE OF SENIOR CITIZENS CENTER TO INCLUDE PARKS
AND LEISURE SERVICE CENTER AND TO CHANGE THE SCOPE OF WORK AND
ADJUST THE FEE ACCORDINGLY." The foregoing title summarizes
the contents of this ordinance.
MOTION TO AMEND ORDINANCE
Mayor Montgomery offered motion, seconded by Commis-
sioner Taylor that an ordinance entitled, "AN ORDINANCE AUTHOR-
IZING THE MAYOR TO EXECUTE AN AMENDMENT TO CONTRACT BETWEEN THE
CITY OF PADUCAH AND J. PATRICK KERR, ARCHITECT AIA, FOR CON-
STRUCTION, RENOVATION AND/OR PURCHASE OF SENIOR CITIZENS CENTER
TO INCLUDE PARKS AND LEISURE SERVICE CENTER AND TO CHANGE THE
SCOPE OF WORK AND ADJUST THE FEE ACCORDINGLY" be amended to
delete "AND/OR PURCHASE" and to amend Section 4 to read as
follows: "In order to finalize architectural services and
obtain bids for the completion of this project before the onset
of inclement weather, an emergency is hereby declared to exist
and this ordinance will become effective with one reading."

ACQUIRING A PARCEL OF REAL PROPERTY FOR THE PURPOSES OF THE
RECONSTRUCTION, ALTERATION, RELOCATION, AND IMPROVEMENT OF A
PERMANENT PUBLIC ROADWAY KNOWN AS COLEMAN ROAD AND A PERPETUAL
PERMANENT UTILITY EASEMENT FOR PURPOSES OF LAYING, MAINTAINING,
REPAIRING, AND REMOVING PUBLIC UTILITIES ACROSS THE REAL
PROPERTY OWNED BY DALMOS E. JOYCE, AND AUTHORIZING THE CONDEM-

Authorizing and directing Corporation Counsel to institute

name of the City of Paducah, Kentucky against Dalmos E. Joyce,

sioner Hornsby that the Board of Commissioners amend an ordi-
nance entitled, "AN ORDINANCE PROVIDING FOR THE NEED FOR
ACQUIRING A PARCEL OF REAL PROPERTY FOR THE PURPOSES OF THE
RECONSTRUCTION, ALTERATION, RELOCATION, AND IMPROVEMENT OF.A
PERMANENT PUBLIC ROADWAY KNOWN AS COLEMAN ROAD AND A PERPETUAL

OF THE PADUCAH PLANNING COMMISSION RESPECTING THE ZONING OF
PROPERTY LOCATED AT 2735 KENTUCKY AVENUE, AND AMENDING THE
PADUCAH ZONING ORDINANCE SO AS TO EFFECT SUCH ZONING." This
ordinance is summarized as follows: Adopting proposed zone
change and development plan for property located at 2735
Kentucky Avenue from R-2, Low Density Residential, to R-4, High
Density Residential Zone.

Commissioner Taylor that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING THE COMPREHENSIVE
PLAN FOR THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Amending the Comprehensive Plan for the
City of Paducah, by adopting an amendment entitled, "Compre-
hensive Plan Amendment for the Paducah Waterfront Plan."

AMEND SECTION 40.16, PARKING REQUIREMENTS OF APPENDIX A -ZONING
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby that,the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTION
40.167, PARKING, LOADING/UNLOADING AREA GENERAL DESIGN REQUIRE-
MENTS, OF SECTION 40.16, PARKING REQUIREMENTS, OF APPENDIX
A -ZONING, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY." This ordinance is summarized as follows: Defining
uses of public parking spaces according to size of parking
space.
AMEND SECTION 28, STREETS AND SIDEWALKS
Commissioner Feezor, offered motion, seconded by
Commissioner Grumley that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION 28-5,
BANNERS PROHIBITED ACROSS OR ALONG STREETS AND SIDEWALKS --
EXCEPTIONS OF CHAPTER 28, STREETS AND SIDEWALKS, OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance
is summarized as follows: Amending regulations for banners in
the Downtown Business Zone.
MOTION TO AMEND ORDINANCE
Mayor Montgomery offered motion, seconded by Commis-
sioner Hornsby that an ordinance entitled, "AN ORDINANCE
AMENDING SUB -SECTION 28-5, BANNERS PROHIBITED ACROSS OR ALONG
STREETS AND SIDEWALKS --EXCEPTIONS OF CHAPTER 28, STREETS AND
SIDEWALKS, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY" be amended as follows: Amend paragraph 4 "sixty
(60) inches high" to read as "eighty (80) inches in length".

AMEND 1992-93 BUDGET

Commissioner Feezor that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO.
92-6-4786, ENTITLED, "AN ORDINANCE ADOPTING THE CITY OF
PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1,
1992, THROUGH JUNE 30, 1993, BY ESTIMATING REVENUES AND RE-
SOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY
GOVERNMENT". The foregoing title summarizes the contents of
this ordinance.

DISCUSSION
\ AUTOMATIC INCREASE ORDINANCE FOR THE BOARD
The ordinance that increases or decreases the Board's salary
was not added to this agenda. The discussion concerning this
ordinance was held at the August 17, 1993, and is in the
Minutes for that meeting.
Mr. Pennington suggested that the members of the Board who want
to stop their increase do so by a signed consent letter or
form.
Mayor Montgomery also suggested that the word "shall" be
changed to "may" in the current ordinance.
OTHER DISCUSSION:
Dates were discussed as to when to hold a Budget Workshop for
review of recommended cuts. The Board decided on August 25,
1993, at 1:30 p.m.
West Kentucky Corporation would like a $.05 per individual in

community for the fee to join their corporation. This
would amount to around $1,400.00
Mayor Montgomery showed the plaque that will be placed in the
Robert C. Cherry Civic Center. There has some controversy
regarding the renaming of the Center. The Board discussed
including the Jaycee's name in the name of the Center.
The Mayor also showed the plaque that will be presented to the
winner in the Hot Air Balloon Race, Sunday, August 29, 1993.
She also mentioned that the Hot Air Balloon Festival will begin
AUGUST 24, 1993
here in Paducah, Thursday, August 26, 1993. The balloons will
be at the Kentucky Oaks Mall at 5:30 p.m. and will be downtown
at 7:30. On Sunday, August 29, 1993, the balloons will be at
the Expo Center at 5:30.
EXECUTIVE SESSION
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that the Board go into closed session for
(� discussion of matters pertaining to the following topics:
�YCollective bargaining with public employees; as permitted by
KRS 61.810(1)(e).
Issues which might lead to the appointment, dismissal, or
disciplining of an employee; as permitted by KRS 61.810(1)(f).
