ROLL CALL
At Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
October 12, 1993, Mayor Montgomery presided, and upon call of
the roll by the City Clerk, the following answered to their
names: Commissioners Feezor, Grumley, Hornsby, Taylor and
Mayor Montgomery (5).
MINUTES
Commissioner Grumley offered motion, seconded by Commissioner
Feezor, that the reading of the minutes for October 5 and
6, 1993, be waived that the minutes of said meetings prepared
by the City Clerk be approved as written. Adopted on call of
the roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor
and Mayor Montgomery (5).
DISCUSSIONS
David Harvell, Public Works Director, gave the Board a copy of
the proposed pilot cardboard recycling program and held a
discussion on this subject. He also introduced Randy Thompson,
the City's new solid waste superintendent, who explained the
program in further detail to the Board. He said this program
will be instituted on a 6 -month trial period, and participating
customers will be selected. Mr. Thompson also explained the
financial aspects of this program.
Mr. Wright, from the Easter Seal Center, explained the Center's
program for the collection of cardboard. The City would
combine its recycling program with that of the Easter Seal
Center's collection program.

A draft copy of the Solid Waste Ordinance will be on the
Commission Agenda for October 26, 1993.
Mayor Montgomery expressed her concerning about the costs of
this program.
Mr. Harvell also handed out a Bulletin for the 1993-94 Leaf
Pickup Schedule.
MAYOR'S REPORTS:
She has received a copy of a letter from the Paducah Public
Library regarding their audit report. This letter will be
received and filed at the next Commission Meeting.
Suggested that people go by and see neighborhood improvements
at Thomas Jefferson Apartments. A Housing Authority grant
funded this project.
Received a telephone call from a former city employee who was
employed by the City during the 1930's and 19401s. He told the
Mayor that the City's current policy for the repair of
sidewalks was followed during that time, with the exception of
9th & Broadway to the River. The Mayor asked this individual
to call her office and leave his phone number if he was
watching the Commission Meeting so that he may be contacted.
CITY MANAGER REPORTS:
Requested and received the Board's permission to transfer an
Auxiliary Police unit to DES.
Discussed sale of real estate.

APPOINTMENT
Mayor Montgomery made the following appointment: "WHEREAS,
subject to the approval of the Board of Commissioners, I hereby
reappoint E. P. Larson as a member of the Board of Adjustment.
This term will expire August 31, 1997."
Commissioner Grumley offered motion, seconded by Commissioner
Feezor, that the Board of Commissioner approve the action of
Mayor Montgomery in reappointing E. P. Larson as a member of
the Board of Adjustment. Adopted on call of the roll, yeas,
Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor
Montgomery (5).

MUNICIPAL ORDERS
PERSONNEL CHANGES
Commissioner Hornsby offered motion, seconded by Commissioner
Taylor, that upon the recommendation of the City Manager, the
Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved:

ORDINANCE -.INTRODUCTION
CLOSE PORTION OF 22ND STREET & UNNAMED ALLEY
Commissioner Taylor offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE.CLOSING A PORTION OF 22ND STREET AND AN
UNNAMED ALLEY LOCATED ON THE EAST SIDE OF 'B' STREET". This
ordinance is summarized as follows: Closing a portion of 22nd
Street and an unnamed alley located on the east side of "B" Street,
and authorizing, empowering and directing the Corporation Counsel to
institute an action in McCracken Circuit Court for a judgment
ordering the closing of said street and alley.

SET 1993-94 TAX RATE
Commissioner Feezor offered motion, seconded by Commissioner
�r Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE FIXING THE LEVIES AND RATES OF TAXATION
ON ALL PROPERTY IN THE CITY OF PADUCAH, KENTUCKY, SUBJECT TO
TAXATION FOR MUNICIPAL PURPOSES AND FOR SCHOOL PURPOSES FOR THE
PERIOD FROM JULY 1, 1993, THROUGH JUNE 30, 1994, WITH THE
PURPOSES OF SAID TAXES THEREUNDER DEFINED".
Setting the 1993-94 Tax Rate as follows:

ACCEPT BID FOR RENOVATION OF PADUCAH-McCRACKEN COUNTY SENIOR
CITIZENS CENTER LOCATED AT 1400 H.C. MATHIS DRIVE
Commissioner Grumley offered motion, seconded by Commissioner
Feezor, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE ADOPTING ACCEPTING THE BID OF MIDSTATES
CONSTRUCTION, INC. IN THE AMOUNT OF $391,399.00 FOR THE RENOVA-
TION OF THE PADUCAH-McCRACKEN COUNTY SENIOR CITIZENS CENTER
LOCATED AT 1400 H.C. MATHIS DRIVE AND AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes the
contents of this ordinance. Adopted on call of the roll, yeas,
Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor
