ROLL CALL
At Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
November 16, 1993, Mayor Montgomery presided, and upon call of
the roll by the City Clerk, the following answered to their
names: Commissioners Feezor, Grumley, Hornsby, Taylor and
Mayor Montgomery (5).
PUBLIC FORUM
Raymond McClennon spoke to the Commission concerning balancing
the City budget next year; i.e. balancing the current deficit.
Beverly Watts, Executive Director of the Kentucky Commission on
Human Rights, commended the Commission for their action in
looking into issues and told them that the Commission on Human
Rights is interested in the outcome of all issues and will
monitor the "situation". She feels the issues are serious and
warrant immediate attention.
Mayor Montgomery told Ms. Watts that she will meet with her at
a later time; possibly at the conclusion of tonite's Commission
Meeting.
MINUTES
Commissioner Feezor offered motion, seconded by Commissioner
Grumley, that the reading of the minutes for November 9, 1993,
be waived that the minutes of said meetings prepared by the
City Clerk be approved as written. Adopted on call of the
roll, yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and
Mayor Montgomery (5).
MOTIONS
CEMETERY DEEDS
Commissioner Grumley offered motion, seconded by Commissioner
Feezor, that the Board of Commissioners approve the sale of the
following cemetery lot(s) and that the City Clerk is hereby
authorized to execute a Deed of Conveyance for said cemetery
lot(s):
1. Milton Edward Young, Rushing Addition to Oak Grove
Cemetery, Sec. 6, Lot 145 SE, in the amount of $225.00 (Receipt
No. 5857.
Adopted on call of the roll, yeas, Commissioners Feezor,
Grumley, Hornsby, Taylor and Mayor Montgomery (5).

Commissioner Hornsby offered motion, seconded by Commissioner
Taylor, that the following documents be received and filed:

MUNICIPAL ORDERS
PERSONNEL CHANGES
Commissioner Taylor offered motion, seconded by Commissioner
Hornsby, that upon the recommendation of the City Manager, the
Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved. Adopted on
call of the roll, yeas, Commissioners Feezor, Grumley, Hornsby,
Taylor and Mayor Montgomery (5).
ORDINANCES - INTRODUCTION
BUILDING INSPECTION SERVICE CONTRACT FOR CALVERT CITY
Commissioner Feezor offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN
AGREEMENT BETWEEN THE CITY OF CALVERT CITY, KENTUCKY, AND THE CITY
OF PADUCAH FOR BUILDING INSPECTION SERVICES FOR THE CITY OF CALVERT
CITY". The foregoing title summarizes the contents of this
ordinance.
ORDINANCES - ADOPTION
CHANGE ORDER NO. 1 - NOBLE PARK NATURE TRAIL
Commissioner Grumley offered motion, seconded by Commissioner
Feezor, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT OF $3,200.00 WITH
WILKINS CONSTRUCTION COMPANY FOR THE NOBLE PARK DISABILITY NATURE
✓ TRAIL". This ordinance is summarized as follows: Authorizing the
Mayor to Execute Change Order No. 1 in the amount of $3,200.00 with
Wilkins Construction Company for the erection of a stone base for a
sign marking the Nature Trail. Adopted on call of the roll,
yeas, Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor

SECTION 8 ANNUAL CONTRIBUTIONS CONTRACT FOR FAMILY
SELF-SUFFICIENCY PROGRAM
Commissioner Hornsby offered motion, seconded by Commissioner
Feezor, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING EXECUTION OF SECTION 8
ANNUAL CONTRIBUTIONS CONTRACT NO. A -2877-V, AND AUTHORIZING THE
/ MAYOR AND CITY CLERK TO EXECUTE ALL DOCUMENTS RELATING TO SAME".
V This ordinance is summarized as follows: Authorizing the Mayor and
City Clerk to execute all documents necessary to implement funding
for the Family Self -Sufficiency Program. Adopted on call of

Commissioner Taylor offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt the following
payroll ordinances:
1. An ordinance abolishing Sec. 2-47 and recreating Sec.
2-47, Noncivil Service; ORDINANCE NO. 93-11-5035
2. An ordinance amending Sec. 2-52, Alcoholic Beverage
Administrator; ORDINANCE NO. 93-11-5036
3. An -ordinance amending Sec. 25-1, Police Department;

These ordinances are summarized as follows: Amending salaries
in the above-mentioned Chapters and Sections of the Paducah Code of

CITY MANAGER SALARY INCREASE
Commissioner Feezor offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 2-49, 'CITY
MANAGER -GENERALLY', OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Increasing the salary of the City Manager retroactive to June
14, 1993. Adopted on call of the roll, yeas, Commissioners
Feezor, Grumley, Hornsby, Taylor and Mayor Montgomery (5).

DISCUSSIONS
COMMISSIONER FEEZOR:
Asked City Manager if budget deficit can be decreased. Mr.
Pennington said it looks promising, but he did not have any
figures with him at this meeting. The Commissioner asked him
to report on this at the next Commission Meeting. Commissioner
Hornsby asked that the Board be given this report a few days
before the meeting so they can study it prior to the meeting
date.
Mayor Montgomery discussed zero budgeting and related items
such as time involved, short cuts, etc. She asked the
Commission if they want zero budgeting in the future.
Commissioner Feezor stated that he does not see any need for
zero budgeting.
Commissioner Feezor discussed organization of the Auxiliary
Police; i.e., whether they should be organized under KRS
Chapter 39 or Chapter 95. Chapter 39 places them under the
jurisdiction of DES and Chapter 95 places them under the
jurisdiction of the Police Department. They are presented
organized under both chapters. Commissioner Feezor suggested
that the City Manager, Police Chief and the Auxiliary Chief;
meet to discuss organization.
Commissioner Taylor discussed school crossing guards.
Mayor Montgomery inquired about an Agreement between the City
and the Board of Education which was executed in July, 1993.
The City Manager discussed this Agreement at length, including
the chain of event leading up to the execution of the
Agreement. He also explained past and present policy whereby
the City has paid for crossing guards.
City Manager said that Police Officer Randy Shidal has been
trained at Northwestern University to train guards and
suggested that he handle the training. He also suggested that
Police patrol cars be placed at City schools beginning in the
morning, until arrangements can be made for crossing guards.
Chief McGinty stated it would be difficult to put police
officers at the schools because there are not enough officers
to go around for this and to handle their regular patrols, etc.
Mayor Montgomery wants this situation resolved as quickly as
possible.
City Manager Jim Pennington read the refuse collection schedule
for Thanksgiving week.
He also asked the Commission for direction concerning the
Riverport Authority's participation in the City's Blue
Cross/Blue Shield insurance coverage. The Port Authority has
asked that they be allowed to place at least ten employees
on this policy. Mayor Montgomery asked that if this request is
granted, the same risk -management policy applied to other
cities entities be adhered to.

EXECUTIVE SESSION
Commissioner Grumley offered motion, seconded by Commissioner
Feezor, that the Board go into closed session for discussion of
matters pertaining to the following topics:
J 1. Proposed or pending litigation
Adopted on call of the roll, yeas, Commissioners Feezor,
Grumley, Hornsby, Taylor and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board reconvened,_
in Open Session, whereupon the Mayor announced there was no
further business.
Upon motion the meeting adjourned.
