ROLL CALL
At a Called Meeting of the Board of Commissioners
held in the Commission Chambers at City'Hall at 6:00 p.m.,
Tuesday, June 22, 1993, Mayor Montgomery presided, and upon
call of the roll the following answered,to their names:
Commissioners Feezor, Grumley, Hornsby, 'Taylor and Mayor
Montgomery (5).
R & F CALLED MEETING NOTICES
Commissioner Grumley offered motion, seconded by
Commissioner Feezor that the executed copies of the Notice of
Cancellations for the Baord of Commissioenrs of June 3, 1993,
and June 8, 1993 be received and filed.' And also, the Notice
of Called Meeting for Tuesday, June 22, 1993, to be held a 6:00
p.m., be received and filed.
Adopted on call of the roll, yeas, Commissioners Feezor,
Grumley, Hornsby, Taylor and Mayor Montgomery (5).
BUDGET HEARING
The Board of Commissioners held a public hearing for the
proposed 1993-94 FY budget. The people ',who addressed the
Commission were: \ _
Danny Fugate, Administrator of Section 8, discussed the cut to
his budget in personnel services.
L. A. Jones, spoke of his concern that the public was not given
adequate time to view the budget in order to present the
Commission with questions.
Buford Wilson, discussed the personnel in the Fire Department.
At the closing of the Public Hearing, the Board began the
Regular Meeting.
MINUTES
Commissioner Feezor offered motion, seconded by
Commissioner Grumley that the reading of the Minutes for June
15, 1993, be waived and that the Minutes of said meeting(s)
prepared by the City Clerk be approved as written.

Grumley, Hornsby, Taylor and Mayor Montgomery (5).

Commissioner Grumley offered motion, seconded by
Commissioner Feezor, that the following bids for construction
of the landside and floodwall at the riverfront for Special
Projects be received and filed:

2. Consoldated Construction, Inc.

Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that the Board of Commissioners approve the

be authorized to execute a Deed of Conveyance for said cemetery

CONTRACT FOR CONSTRUCTION OF FLOODWALL
Commissioner Feezor offered motion, seconded by
Commissioner Grumley that the Board of Commissioners introduce
and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT AND OTHER RELATED DOCUMENTS WITH
VANGUARD CONSTRUCTION, INC., FOR THE DOWNTOWN REDEVELOPMENT
PROJECT - LANDSIDE IN THE AMOUNT NOT TO EXCEED $1,178,344.45."

Commissioner Feezor that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE ADOPTING THE CITY OF
PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1,
1993, THROUGH JUNE 30, 1994, BY ESTIMATING REVENUES AND
RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY
GOVERNMENT." This ordinance will become effective upon
publication in full.

OF SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance

APPROVE MEMORANDUM OF AGREEMENT FOR FORESTRY DIVISION GRANT
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO
EXECUTE A MEMORANDUM OF AGREEMENT FOR UP TO $10,000.00 IN
MATCHING FUNDS FROM THE KENTUCKY DIVISION OF FORESTRY'S AMERICA
THE BEAUTIFUL -URBAN FORESTRY ASSISTANCE PROGRAM FOR THE PURPOSE
OF INITIATING A CITY TREE INVENTORY AND FOR ASSISTANCE IN
FUNDING THE CITY FORESTER POSITION". The foregoing title

CREATE AN ARTS RESOURCES ADVISORY COMMITTEE
Commissioner Feezor offered motion, seconded by
Commissioner Grumley, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE CREATING AND ESTABLISHING
AN ARTS RESOURCES ADVISORY COMMITTEE FOR THE CITY OF PADUCAH,
KENTUCKY." The foregoing title summarizes the contents of this
ordinance.
APPROVAL OF SIDEWALK SELLING AND DISPLAYING BY MERCHANTS
Commissioner Grumley offered motion, seconded by
Commissioner Feezor, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING THE USE OF
CITY SIDEWALKS BY MERCHANTS FOR THE PURPOSE OF DISPLAYING AND
SELLING MERCHANDISE AND SELLING FOOD AND BEVERAGES AND
REPEALING SECTION 28-3. SALE OF GOODS, WARES, AND MERCHANDISE
ON STREETS, SIDEWALKS OR ALLEY, OF THE CODE OF ORDINANCES."
This ordinance is summarized as follows: Any merchant who
regularly engages in a retail sales business or a restaurant
business shall have the right to display and sell merchandise
or to serve food and beverages which are regularly sold by such
merchant on any City sidewalk which adjoins the place of
business of such merchant without the necessity of procuring a
permit which is otherwise required pursuant to Section 28-3 of
the Paducah Code of Ordinances.

Commissioner Taylor that the Board.of Commissioners introduce
an ordinance entitled, "AN ORDINANCE PRESCRIBING TERMS AND
CONDITIONS WHEREBY LICENSED PEDDLERS MAY USE THE CITY STREETS
WITHIN THE DOWNTOWN BUSINESS ZONE FOR DISPLAY AND SALE OF
MERCHANDISE FROM MOBILE CARTS, WAGONS, AND VEHICLES." The
foregoing title summarizes the contents of this ordinance.
FINAL SUBDIVISON APPROVAL FOR JOE SHANE
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby that the Board of Commissioners introduce V
an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT
OF THE PADUCAH PLANNING COMMISSION RESPECTING THE PROPOSED
SUBDIVISION OF PROPERTY OF JOE SHANE LOCATED ON THE SOUTHEAST
CORNER OF RIGGLESBERGER LANE AND STONEBROOK DRIVE
INTERSECTION." The foregoing title summarizes the contents of

Commissioner Feezor offered motion, seconded by
Commissioner Grumley that the Board of Commissioners introduce

OF THE PADUCAH PLANNING COMMISSION RESPECTING THE PROPOSED
SUBDIVISION OF PROPERTY OF JACK S. MCKINNEY LOCATED ON MONROE
STREET BETWEEN 30TH AND 31ST STREETS." The foregoing title

Commissioner Grumley offered motion, seconded by
Commissioner Feezor that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT V
OF THE PADUCAH PLANNING COMMISSION RESPECTING THE PROPOSED
SUBDIVISION OF PROPERTY OF K.P.T., INC., LOCATED AT THE
INTERSECTION OF JACKSON STREET AND LONE OAK ROAD." The
foregoing title summarizes the contents of this ordinance.

Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that the Board of Commissioners introduce

AMEND SECTION 2-297(B)(4) OF ARTICLE XVI, HUMAN RIGHTS
COMMISSION
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-297(B)(4)
OF ARTICLE XVI, 'HUMAN RIGHTS COMMISSION,' OF CHAPTER 2 OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY." This
ordinance is summarized as follows: That upon approval of the
Board of Commissioners of the City of Paducah the Human Rights
Commission may employ an executive director, attorneys, hearing
examiners, clerks and other employees and agents as are
required to carry out the duties and powers of the Commission.
After discussion with Frank Brown, interim Director of Human

PURCHASE OF PROTECTIVE VESTS FOR POLICE DEPARTMENT

Commissioner Grumley that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF
COMMONWEALTH UNIFORMS IN THE AMOUNT OF $26,760.00 FOR SALE TO
THE CITY OF SIXTY POINT BLANK BODY ARMOR AND RELATED EQUIPMENT,
FOR USE BY THE POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT FOR SAME." The foregoing title summarizes
the contents of this ordinance.

RENEWAL OF CONTRACT WITH CLEMANS, NELSON & ASSOCIATES, INC.
Commissioner Grumley offered motion, seconded by
Commissioner Feezor that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO
ENTER INTO A MANAGEMENT CONSULTANT AGREEMENT WITH CLEMANS,
NELSON & ASSOCIATES, INC., FOR A RETAINER FEE IN THE AMOUNT OF
$175.00 PER MONTH, PLUS CONSULTANT AND MISCELLANEOUS EXPENSES,
TO PROVIDE PERSONNEL SERVICES TO THE CITY OF PADUCAH FOR ONE
YEAR." This ordinance is summarized as follows: That the
Mayor is authorized to enter into a Management Consultant
Agreement with Clemans, Nelson & Associates, Inc. for a
retainer fee in the amount of $175.00 per month, plus
consultant and miscellaneous expenses, to provide personnel
services to the City of Paducah. Said Agreement will be
effective for one (1) year following execution by all parties.

EXECUTIVE SESSION
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that the Board go into closed session for
discussion of matters pertaining to the following topics:
Proposed or pending litigation; as permitted by KRS
61.810(1)(c).

Upon motion made the Board recovened in Open Session and held a
Workshop.
WORKSHOP
The Board held a workshop to discuss the old Kentucky
Vocational -Technical Building with Rhonda Lee -James, Director
of Community Planning and Development.
