ROLL CALL
At a Called Meeting of the Board of Commissioners
held in the Commission Chambers at City Hall at 5:30 p.m.,
Tuesday, May 11, 1993, Mayor Montgomery presided, and upon call
of the roll the following answered to their names:
Commissioners Feezor, Grumley, Hornsby, Taylor and Mayor
Montgomery (5).
WORKSHOP
The Board met with the Planning and Zoning Commission
to discuss the Waterfront Development Plan recommended by the
Community Planning and Development Department.
Upon motion the meeting went into recess until the regular
meeting began at 7:00 p.m.
PUBLIC FORUM
Jim Rhodes, President of AFSCME 1586, requested that the
previous actions that were to be taken over the matter of the
use of accrued vacation days for two employees be implemented.
He also expressed concern over the morale of employees and
overtime conditions.
Mayor Montgomery announced the following:
1. Truck and Tractor Pull - Sponsored by Kentucky
Western Waterlands, will be held May 14th and
15th at Carson Park
2. The Kentucky Housing Corporation has loans for
6.70% at a fixed rate
3. The Friends of the River Award was presented by
TVA to Mayor Gerry B. Montgomery, City of
Paducah, Kentucky for being a Champion of the
Tennessee River System
MINUTES
Commissioner Feezor offered motion, seconded by
Commissioner Grumley that the reading of the Minutes for May 4
& 10, 1993 be waived and that the Minutes of said meeting(s)
prepared by the City Clerk be approved as written.
Adopted on call of the roll, yeas, Commissioners Feezor,
Grumley, Hornsby, Taylor and Mayor Montgomery (5).

Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that a Municipal Order entitled, "A

MUNICIPAL ORDER APPROVING THE APPLICATION FOR STATE ASSISTANCE
UNDER THE KENTUCKY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM,
DEPARTMENT FOR LOCAL GOVERNMENT, OFFICE OF COMMUNITY PROGRAMS,
COMMONWEALTH OF KENTUCKY, AND AUTHORIZING THE MAYOR TO EXECUTE
SAID DOCUMENTS," be adopted.
Adopted on call of the roll, yeas, Commissioners Feezor,
Grumley, Hornsby, Taylor and Mayor Montgomery (5).
ORDINANCES - INTRODUCTION
RATIFY APPOINTED EMPLOYEES PENSION FUND INCREASE FOR 1992
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE RATIFYING AND ADOPTING
ACTION TAKEN BY THE BOARD OF TRUSTEES OF THE APPOINTIVE
EMPLOYEES' PENSION FUND ON JANUARY 13, 1992, INCREASING MONTHLY
PENSIONS PAID TO RETIRED MEMBERS AND WIDOWS OF RETIRED MEMBERS
BY TEN PERCENT (10%) RETROACTIVE TO JANUARY 1, 1992." The
foregoing title summarizes the contents of this ordinance.
AMEND SECTION 10-80.5, CIVIL SERVICE
Commissioner Feezor offered motion, seconded by
Commissioner Grumley, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-80.5
OF CHAPTER 10, CIVIL SERVICE OF THE CODE OF ORDINANCES OF THE
CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as
follows: Effecting a 5% increase for Appointive Employees'
Pension Fund recipients, retroactive to January 1, 1993.
ACCEPT ADDITIONAL FUNDING FOR THE HOME AGREEMENT
Commissioner Grumley offered motion, seconded by
Commissioner Feezor, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE FORMALLY ACCEPTING AN
ADDITIONAL $445,000.00 IN HOME FUNDS; AUTHORIZING THE MAYOR TO
EXECUTE HOME FUNDING AGREEMENT, AMENDMENT NO. 1, AND ANY
ADDITIONAL DOCUMENTS NECESSARY FOR THE CITY OF PADUCAH TO
OBTAIN ADDITIONAL HOME FUNDS IN THE AMOUNT OF $445,000.00; AND
AUTHORIZING THE EXPENDITURE OF $6,000.00 IN MATCHING FUNDS."
The foregoing title summarizes the contents of this ordinance.
APPROVE THE PADUCAH HOME RESIDENTIAL ANTIDISPLACEMENT AND
RELOCATION ASSISTANCE PLAN
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE APPROVING AND ADOPTING THE
CITY OF PADUCAH HOME RESIDENTIAL ANTIDISPLACEMENT AND
RELOCATION ASSISTANCE PLAN AND AUTHORIZING THE MAYOR TO EXECUTE
SAME".. The foregoing title summarizes the contents of this
ordinance.
ORDINANCE - ADOPTION
AMEND SECTION 2-47(A), NONCIVIL SERVICE GENERALLY
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (A) OF
SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance
is summarized as follows: Creating a Clerical Specialist
position.
Adopted on call of the roll, yeas, Commissioners Feezor,
Grumley, Hornsby, Taylor and Mayor Montgomery (5).
DISCUSSIONS
The following items were discussed:
1. Handicap Nature Trail - Trail has been
redesigned to help cut costs.
2. Citizens were here to discuss the traffic
pattern of the Bob Noble Park
3. Cardboard Recycling - BFI made a proposal to
have a cardboard recycling route within the city
limits
4. Review New Proposed Revision to Section 28-14,
Application for Street or Alley Closing -
Community Planning and Development Director
Rhonda Lee -James submitted a new revision to the
aforementioned ordinance for discussion
5. Consideration for the City to join McCracken
County and share in the financing of spraying
for mosquitos
6. Responsibility being property owners' to keep
adjacent ditches to their property clean
7. Signs inside the city limits to help locate
local attractions such as the Quilt Museum,
Barkley Museum, Market House Museum, etc.
8. Policy on how the tables and chairs are to be
handled at the Robert Cherry Civic Center
9. Condition of Tennis Courts at Bob Noble Park
10. Dispute of permits for downtown businesses
11. Hanrahan Neighborhood Watch
12. Condition of Property Located at 6th and
Washington
13. Cemetery calls about the mowing of the cemetery
EXECUTIVE SESSION
Commissioner Feezor offered motion, seconded by
Commissioner Grumley that the Board go into closed session for
discussion of matters pertaining to the following topics:
Issues which might lead to the appointment, dismissal, or
disciplining of an employee; as permitted by KRS 61.810(1)(f).
Adopted on call of the roll, yeas, Commissioners Feezor,
Grumley, Hornsby, Taylor and Mayor Montgomery (5).
Upon motion meeting was adjourned.
