HomeMy WebLinkAbout03/09/93441 MARCH 9, 1993, ROLL CALL At a Regular Meeting of the Board of Commissioners held in the Comm'ssion Chambers at City Hall at 7:00 p.m., Tuesday, March 1993, Mayor Pro Tem Feezor presided, and upon call of the ro 1 the following answered to their names: Mayor Pro Tem Feezor, Mayor Montgomery, Commissioners Grumley, Hornsby and Taylor (5). MINUTES Mayor Pro Tem Feezor offered motion, seconded by Commissioner Grumley, that the reading of the Minutes for March 2, 1993 be waived and that the Minutes of said meeting(s) prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Grumley, Hornsby, Taylor, Mayor Pro Tem Feezor, and Mayor Montgomery (5). APPOINTMENTS PADUCAH AIRPORT CORPORATION WHEREAS, in accordance with Article VIII of the Amended Articles of Incorporation of the Paducah Airport Corporation, I hereby, subject to the approval of the Board of Commissioners, appoint Billy Harper as a member of the Paducah Airport Corporation, which term will expire June 30, 1996. Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners approve the action of Mayor Montgomery in appointing Billy Harper as a member of the Paducah Airport Corporation. Adopted on call of the roll, yeas, Mayor Pro Tem Feezor, Mayor Montgomery, Commissioners Grumley, Hornsby and Taylor (5). PADUCAH MAINSTREET, INC. WHEREAS, subject to the approval of the Board of Commissioners, I hereby appoint Michael Resnick and Beverly \r Harris as members of Paducah Mainstreet, Inc., which terms will expire March 1996. Commissioner Hornsby offered motion, seconded by Commissioner Taylor, that the Board of Commissioners approve the action of Mayor Montgomery in reappointing Michael Resnick and Beverly Harris as members of Paducah Mainstreet, Inc. ORDINANCES - INTRODUCTIONS .v AMEND SECTION 2-47, NONCIVIL SERVICE GENERALLY Commissioner Hornsby offered motion, seconded by Commissioner Taylor that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (A) OF SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Changing the title of Budget Projects & Risk Management Coordinator to Risk Manager. CREATE SECTION 40.22 - PADUCAH ZONING ORDINANCE Commissioner Taylor offered motion, seconded by Commissioner Hornsby that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE CREATING SEC. 40.22 OF APPENDIX -A, ZONING, OF THE PADUCAH ZONING ORDINANCE OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Allow for a waiver when an existing condition does not allow enough land for improvements due to handicapped accessibility improvements as required by ADA. "I AMEND SECTION 62.13 - PADUCAH ZONING ORDINANCE Mayor Montgomery offered motion, seconded by Commissioner Grumley that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 62.13, APPENDIX A - ZONING, OF THE PADUCAH ZONING ORDINANCE". This ordinance is summarized as follows: Revision of the "Standards of Rehabilitation" that the Historical and Architectural Review Commission utilizes. AMEND SECTION 64 - PADUCAH ZONING ORDINANCE Mayor Pro Tem Feezor offered motion, seconded by Mayor Montgomery, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 64, APPENDIX A - ZONING, OF THE PADUCAH ZONING ORDINANCE OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Modifying lot requirements, yard requirements and landscaping. v CLOSING OF RAYMOND DRIVE Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE CLOSING OF RAYMOND DRIVE, AN UNDEVELOPED STREET LOCATED IN JONQUILAWN SUBDIVISION, PADUCAH, KENTUCKY, AND RESERVING A PERMANENT UTILITY EASEMENT THEREON, OVER AND UNDER SAID RIGHT-OF-WAY". The foregoing title summarizes the contents of this ordinance. ORDINANCE - ADOPTION AMEND SECTION 25-1, "NUMBER, RANK AND SALARIES OF MEMBERS OF THE POLICE DEPT." Commissioner Hornsby, offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ,ORDINANCE AMENDING SECTION 25-1, "NUMBER, RANK AND SALARIES OF MEMBERS OF THE POLICE DEPARTMENT" OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increase number of Sergeants from 7 to 9 to allow for promotions. Adopted on call of the roll, yeas, Mayor Pro Tem Feezor, Mayor Montgomery, Commissioners Grumley, Hornsby and Taylor (5). 443 EXECUTIVE SESSION Commissioner Taylor offered motion, seconded by Commissioner Hornsby, that the Board go into closed session for discussion of matters pertaining to the following topics: Disposal of a specific parcel(s) of real estate; as permitted by KRS 61.810(1)(b). xr* Issues which might lead to the appotment, dismissal, or disciplining of an employee; as perthitted by KRS 61.810(1)(f).
