At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
February 2, 1993, Mayor Montgomery presided, and upon call of
the roll the following answered to their names: Mayor
Montgomery, Commissioners Feezor, Hornsby and Taylor (4).
Commissioner Grumley was absent (1).
MINUTES
Mayor Protem Feezor offered motion, seconded by Commissioner
Hornsby, that the reading of the minutes for January 26 & 27,
1993, be waived and that the minutes of said meetings prepared
by the City Clerk be approved as written.
Adopted on call of the roll, yeas, Commissioners Feezor,
Hornsby, Taylor and Mayor Montgomery (4).
APPOINTMENTS
WHEREAS, subject to the approval of the Board of
Commissioners, I hereby reappoint Robert Wagner as a member of
the Electric Plant Board, which term will expire February 6,
1997.
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners approve
the action of Mayor Montgomery in reappointing Robert Wagner as
a member of the Electric Plant Board.

R & F DOCUMENTS
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the following documents be received
and filed:
1. Amendment to Agreement with GRW Engineers, Inc. for
the Combined Sewer Overflow Study
2. Agreement between B -Crest Enterprises and the
City for Analysis of Telecommunication Systems
V 3. Paducah Water Works General Ledger Balance Sheet
for Period Ending 12/31/92

PRIVATE COLLECTOR PERMITS
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the following applications for
private collector's permits be approved as follows:
For the Period Endina December 31, 1993:
1. Mosley Corporation
2. Tri-State Industrial Service
3. Commercial Waste, Inc.
4. BFI Waste Systems
5. Rebel Disposal Service

MUNICIPAL ORDERS
PERSONNEL CHANGES
Commissioner Feezor offered motion, seconded by Commissioner
Taylor, that upon the recommendation of the City Manager, the

personnel changes on the attached list be approved:

ANNUAL CONTRIBUTIONS CONTRACT
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that a Municipal Order entitled, "A
MUNICIPAL ORDER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
SECTION 8 ANNUAL CONTRIBUTIONS CONTRACT NO. A-2877, REPLACEMENT
FUNDING KY 36-E137-013", be adopted.
Adopted on call of the roll, yeas, Commissioners Feezor,
Hornsby, Taylor and Mayor Montgomery (4).
ORDINANCES - INTRODUCTION
PURCHASE OF PROPERTY LOCATED AT 400 SOUTH 6TH STREET
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR AND
CITY CLERK TO PURCHASE THE REAL PROPERTY OF JACK YORK AND LYNNE
SHELBOURNE LOCATED AT 400 SOUTH SIXTH STREET, PADUCAH,
MCCRACKEN COUNTY, KENTUCKY AND GENERALLY KNOWN AS THE BRANNON
BUSINESS BUILDING, FOR AND IN CONSIDERATION OF $350,000.00".
The foregoing title summarizes the contents of this ordinance.
FINAL ANNEXATION OF RIGGLESBERGER LANE
Commissioner Feezor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY OF
THE CITY OF PADUCAH, KENTUCKY, BY FINALIZING THE ANNEXATION OF
CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE
CITY OF PADUCAH, AND DEFINING ACCURATELY THE BOUNDARY OF SAID
PROPERTY TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS".
This ordinance is summarized as follows: Annexing property
into the City of Paducah adjacent to the present city limits,
located on Rigglesberger Lane.
AMEND SECTION 2-47(A), NONCIVIL SERVICE GENERALLY
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (A)
OF SECTION 2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance
is summarized as follows: Adjusting the salary of Street
Maintenance Superintendent to reflect the current pay range.
ORDINANCES - ADOPTIONS
CHANGE ORDER NO. 1 FOR KENTUCKY AVENUE BOAT RAMP
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE APPROVING CHANGE ORDER NO.1
FOR KENTUCKY AVENUE BOAT RAMP CONSTRUCTION CONTRACT WITH BUD
DAVIS CONSTRUCTION AND LAND DEVELOPMENT INC. INCREASING THE
TOTAL CONTRACT AMOUNT TO A SUM NOT TO EXCEED $35,771.69, AND
AUTHORIZING THE MAYOR PROTEM TO EXECUTE SAME". The foregoing
title summarizes the contents of this ordinance.

114 AMEND 25-1, "NUMBER, RANK & SALARIES OF MEMBERS OF POLICE DEPT.
Commissioner Feezor offered motion, seconded by
Commissioner Taylor that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AMENDING SECTION 25-1,
"NUMBER, RANK AND SALARIES OF MEMBERS OF THE POLICE DEPARTMENT"
OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY".
This ordinance is summarized as follows: Amending salaries of
Police Department Officers, retroactive to June 1, 1992.

AMEND 25-3, "COMPENSATION OF OFFICERS FOR EDUCATION" �t
Commissioner Hornsby offered motion, seconded by
Commissioner Taylor, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AMENDING SECTION 25-3
"COMPENSATION OF OFFICERS FOR EDUCATION", OF CHAPTER 25 OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY, WHICH
SECTION WAS ORIGINALLY ORDAINED BY ORDINANCE NO. 12-20-66,
SECTION 2, AND WAS LAST AMENDED BY ORDINANCE NO. 73-7-858 ON
JULY 24, 1973". This ordinance is summarized as follows:
Adjust compensation pay for officers who have received a
Baccalaureate or higher degree.

DISCUSSIONS
The Bob Noble Park wooden signs were brought in for the Board's V
approval. The Board decided they would like to have something
different than what had been submitted.
EXECUTIVE SESSION
Commissioner Taylor offered motion, seconded by
Commissioner Hornsby, that the Board go into closed session for
discussion of matters pertaining to the following topics:
Proposed or pending litigation; as permitted by KRS
61.81-(1)(c).

Upon motion the meeting was adjourned.
