JANUARY 26, 1993
ROLL CALL
At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday, January
26, 1993, Mayor Protem Feezor presided, and upon call of the
roll the following answered to their names: Mayor Protem
Feezor, Commissioners Grumley and Hornsby (3). Mayor
Montgomery and Commissioner Taylor were absent (1).
MINUTES
Mayor Protem Feezor offered motion, seconded by Commissioner
Grumley, that the reading of the minutes for January 19, 1993,
be waived and that the minutes of said meetings prepared
by the City Clerk be approved as written.
Adopted on call of the roll, yeas, Commissioners Grumley,
Hornsby and Mayor Protem Feezor (3).

Commissioner Grumley offered motion, seconded by
Commissioner Feezor that the following documents be received
and filed:

PERSONNEL CHANGES
Commissioner Hornsby offered motion, seconded by Mayor Protein
Feezor, that upon the recommendation of the City Manager, the
Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved:

ORDINANCES - INTRODUCTION
CHANGE ORDER NO.1 FOR KENTUCKY AVENUE BOAT RAMP
Mayor Protem Feezor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE APPROVING CHANGE ORDER
NO.1 FOR KENTUCKY AVENUE BOAT RAMP CONSTRUCTION CONTRACT WITH
BUD DAVIS CONSTRUCTION AND LAND DEVELOPMENT INC. INCREASING THE
TOTAL CONTRACT AMOUNT TO A SUM NOT TO EXCEED $35,771.69, AND
AUTHORIZING THE MAYOR PROTEM TO EXECUTE SAME' The foregoing
title summarizes the contents of this ordinance.
AMEND 25-1, "NUMBER, RANK & SALARIES OF MEMBERS OF POLICE DEPT.
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SECTION 25-1,
"NUMBER, RANK AND SALARIES OF MEMBERS OF THE POLICE DEPARTMENT"
OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY".
This ordinance is summarized as follows: Amending salaries of
Police Department Officers, retroactive to June 1, 1992.

AMEND 25-3, "COMPENSATION OF OFFICERS FOR EDUCATION"
Commissioner Hornsby offered motion, seconded by
Commissioner Grumley, that the Board of Commissioners introduce
an ordinance entitled, "AN ORDINANCE AMENDING SECTION 25-3
"COMPENSATION OF OFFICERS FOR EDUCATION", OF CHAPTER 25 OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY, WHICH
SECTION WAS ORIGINALLY ORDAINED BY ORDINANCE NO. 12-20-66,
SECTION 2, AND WAS LAST AMENDED BY ORDINANCE NO. 73-7-858 ON
JULY 24, 1973". This ordinance is summarized as follows:
Adjust compensation pay for officers who have received a
Baccalaureate or higher degree.

y POLICE AGREEMENT
Mayor Protem Feezor offered motion, seconded by
Commissioner Grumley, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR PROTEM
OF THE CITY OF PADUCAH, KENTUCKY TO EXECUTE AN AGREEMENT,
BETWEEN THE CITY OF PADUCAH AND THE PADUCAH POLICE DEPARTMENT
BARGAINING UNIT". This ordinance is summarized as follows: An
ordinance prescribing wages, benefits, working conditions and
administrative matters for members of the Paducah Police
Department Bargaining Unit.
Adopted on call of the roll, yeas, Commissioners Grumley,
Hornsby and Mayor Protem Feezor (3).
TELECOMMUNICATION SYSTEMS
Commissioner Grumley offered motion, seconded by
Mayor Protein Feezor, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR PROTEM
TO EXECUTE A CONTRACT WITH CLIFFORD A. BRUMLEY D/B/A B -CREST
ENTERPRISES, FOR SERVICES RELATED TO THE ANALYSIS OF CITY
TELECOMMUNICATIONS SYSTEMS AND POLICIES, PROCEDURES, OR
MODIFICATIONS THERETO WHICH WILL ACTUALIZE COST SAVINGS TO THE
CITY OF PADUCAH, KENTUCKY". The foregoing title summarizes the
contents of this ordinance.

` CHANGE ORDER NO. 1 FOR WEST VALE SUBDIVISION SEWER EXTENSION
V Commissioner Hornsby offered motion, seconded by
Commissioners Grumley, that the'Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE APPROVING CHANGE ORDER NO.1
FOR WEST VALE SUBDIVISION SANITATION SEWER EXTENSION CONTRACT
WITH ASPHALT PAVING, INC., INCREASING THE TOTAL CONTRACT AMOUNT
TO A SUM NOT TO EXCEED $86,242.15, AND AUTHORIZING THE MAYOR
PROTEM TO EXECUTE SAME". The foregoing title summarizes the
contents of this ordinance.

PROFESSIONAL ENGINEERING AND LABORATORY SERVICES
Mayor Protem Feezor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR PROTEM
TO EXECUTE A CONTRACT WITH COMMONWEALTH TECHNOLOGY, INC., FOR
PROFESSIONAL ENGINEERING AND LABORATORY SERVICES NECESSARY TO
CONDUCT A TOXICITY REDUCTION EVALUATION STUDY OF THE CITY OF
PADUCAH SEWER SYSTEM". The foregoing title summarizes the
contents of this ordinance.

COMBINED ,SEWER OVERFLOW STUDY
Commissioner Grumley offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE APPROVING AN ADDENDUM TO THE
CONTRACT ENTERED INTO JULY 16, 1992, BETWEEN THE CITY OF
PADUCAH, KENTUCKY, AND GRW ENGINEERS, INC., TO PROVIDE FOR
SCOPE OR WORK AND FEES FOR THE INSPECTION AND INVENTORY PHASE
OF THE COMBINED SEWER OVERFLOW STUDY OF THE CITY OF PADUCAH,
KENTUCKY, AND AUTHORIZING THE MAYOR PROTEM TO EXECUTE SAME".
The foregoing title summarizes the contents of this ordinance.

PURCHASE PROPERTY AT 2911 HOLT ROAD
Commissioner Hornsby offered motion, seconded by
Commissioner Grumley, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR AND
CITY CLERK TO PURCHASE THE REAL PROPERTY OF BOBBY AND NANCY
WALLS LOCATED AT 2911 HOLT ROAD, PADUCAH, MCCRACKEN COUNTY,
KENTUCKY, FOR AND IN CONSIDERATION OF $110,000". The foregoing
title summarizes the contents of this ordinance.
Adopted on call of the roll, yeas, Commissioners Grumley,
Hornsby and Mayor Protem Feezor (3).
AMEND SECTION 28-14, APPLICATION FOR STREET OR ALLEY CLOSING
Mayor Protem Feezor offered motion, seconded by
Commissioner Hornsby, that the Board of Commissioners adopt an
ordinance entitled, "AN ORDINANCE AMENDING SECTION 28-14,
APPLICATION FOR STREET OR ALLEY CLOSING". This ordinance is
summarized as follows: Amend signature requirement for street
or alley closing.
A discussion with citizens on this matter followed after the
motion was seconded. At the conclusion of the discussion,.
Mayor Protem Feezor offered motion, seconded by Commissioner
Hornsby, to table this ordinance until all five members of the
Board are present to vote on this ordinance. Adopted on call
of this motion were yeas by Mayor Protein Feezor and Hornsby.
Commissioner Grumley voted no on this motion.
EXECUTIVE SESSION
Commissioner Grumley offered motion, seconded by
Mayor Protem Feezor, that the Board go into closed session for
discussion of matters pertaining to the following topics:
Proposed or pending litigation; as permitted by KRS
61.81-(1)(c).
Issues which might lead to the appointment, dismissal, or
disciplining of an employee; as permitted by KRS 61.810(1)(f).
Adopted on call of the roll, yeas, Commissioners Grumley,
Hornsby and Mayor Protem Feezor (3).
Upon motion the meeting was adjourned.
