ROLL CALL
At a Called Meeting of the Board of Commissioners, held at 2:00
p.m., Monday, May 6, 1996, in the Mayor's Office, Mayor Jones
presided, and upon call of the roll by the City Clerk, the
following answered to their names: Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Jones (5).
NOTICES OF CALLED MEETING
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the copies of Notice of Called Meeting of the
Board of Commissioners of the City of Paducah for 2:00 p.m.,
Monday, May 6, 1996, be received and filed. Adopted on call of
the roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro
and Mayor Jones (5).
DISCUSSIONS
CONDEMNATIONS AND DEMOLITIONS
Fire Marshal Dick McNeil discussed the condemnation of city
owned property at 1708 Broadway, next to Fire House No. 5.
Estimated cost to bring this structure up to code is $20,000.
Purchase price for this property was $37,500. Bids have not
been let to determine cost of demolition if property is not
brought up to code.
Mayor Jones asked the Commission to visit the building with Mr.
McNeil and make a determination whether to repair or demolish
the structure.
Mr. McNeil explained the demolition notice procedures.
Mayor Jones instructed Mr. McNeil to intensify his efforts in
the condemnation/demolition program.
Various other buildings in a state of disrepair or dilapidated
condition were discussed.
Tom Larrison, Chief Building Inspector, is compiling a
demolition report. He was not present at this meeting.
APPOINTMENTS
ELECTRICAL CONTRACTOR & ELECTRICIANS EXAMINING BOARD
Mayor Jones made the following appointment: "WHEREAS, subject
to the approval of the Board of Commissioners, I hereby appoint
Lynn Smith as a member of the Electrical Contractor &
Electricians Examining Board to fill the unexpired term of Myron
Collier, who has resigned. This term sill expire August 31,
1997."
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners approve the action of
Mayor Jones in appointing Lynn Smith as a member of the
Electrical Contractor & Electricians Examining Board. Adopted
on call of the roll, yeas, Commissioners Coleman, Grumley,
Hornsby, Renfro and Mayor Jones (5).
PADUCAH MAIN STREET, INC.
Mayor Jones made the following appointment: "WHEREAS, subject
to the approval of the Board of Commissioners, I hereby appoint
Madonna Brian to the Paducah Main Street, Inc. Board of Directors
to replace Cathy Crecelius, whose term has expired. This term
will expire March 1, 1999.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners approve the action of

LOCAL MATCHING GRANT THROUGH THE KENTUCKY JUSTICE CABINET TO ASSI�__;

Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that a Municipal Order entitled, "A MUNICIPAL ORDER
AUTHORIZING THE MAYOR TO EXECUTE A GRANT APPLICATION TO OBTAIN A
LOCAL MATCHING GRANT THROUGH THE KENTUCKY JUSTICE CABINET TO ASSIST
IN FUNDING THE DUI SERVICE FEE FUND PROGRAM", be adopted.

ORDINANCES - ADOPTION
RENAMING DEES TO DEPT. OF ENGINEERING & INCLUDING STREETS
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING CHAPTER 33, CITY ADMINISTRATIVE
BODIES, OF TITLE 3, ADMINISTRATION, OF THE CODE OF ORDINANCES OF
THE CITY OF PADUCAH, KENTUCKY. This ordinance is summarized as
follows: Renaming the the Department of Environmental and
Engineering Services to Department of Engineering and the position
of Director of Environmental and Engineering Services to City
Engineer. Also, amending the responsibilities and functions of the
Engineering Department to include the maintenance and repair of
streets. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Hornsby, Renfro and Mayor Jones (5).

STREET MAINTENANCE & TRAFFIC AGREEMENT WITH STATE
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
ENTER INTO A MAINTENANCE AND TRAFFIC CONTRACT BETWEEN THE COMMON-
WEALTH OF KENTUCKY, TRANSPORTATION CABINET, AND THE CITY OF
PADUCAH FOR MAINTENANCE AND TRAFFIC OF THE STATE ROAD SYSTEM
WITHIN THE CORPORATE LIMITS OF THE CITY OF PADUCAH". The fore-
going title summarizes the contents of this ordinance. Adopted

FAIRWAYS SEWER EXTENSION AGREEMENT (THREE PARTY)
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
ENTER INTO A SEWER CONSTRUCTION AGREEMENT WITH FAIRWAYS INC. AND
TRINITY UNITED METHODIST CHURCH FOR CONSTRUCTION OF THE FAIRWAYS
SANITARY SEWER EXTENSION". This ordinance is summarized as
follows: Authorizing the Mayor to enter into a Sewer Construction
Agreement with Fairways Inc. and Trinity United Methodist Church for
construction of the Fairways Sanitary Sewer Extension and
establishing tap -on fees for same. Adopted on call of the roll,

Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL SERVICE
GENERALLY OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY." This ordinance is summarized as follows:
Restructuring the Department of Engineering to include the Street
Division of Public Works and renaming various divisions and
positions in said department. Also, creating the following
positions (2) Clerical Specialists, (1) Engineering Asst. I and �—
(1) Health Safety Officer, and decreasing the number of
Administrative Secretaries from 2 to 1. Adopted on call of the

entitled, "AN ORDINANCE AMENDING SECTIONS 10-52 & 10-55, CIVIL
SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows:

Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE ACCEPTING THE GIFT TO THE CITY OF
PADUCAH BY LINDA J. GENTRY, f/k/a LINDA J. MILLER, AND HER
HUSBAND, HARDY J. GENTRY, OF REAL PROPERTY LOCATED AT 1750 CLAY
STREET IN THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Accepting the gift of real property
located at 1750 Clay Street from Linda J. Gentry and husband,
-� Hardy J. Gentry, which property will be used by the City for
rehab and resale through the HOPE -3 Program. Adopted on call of

ORDINANCES - INTRODUCTION
INCREASE MINIMUM MONTHLY PAYMENT FOR POLICE & FIRE FIGHTERS
RETIREMENT FUND RECIPIENTS
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE INCREASING THE MINIMUM MONTHLY PAYMENT
FOR PARTICIPANTS IN THE POLICE AND FIRE FIGHTERS' RETIREMENT
FUND OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Increasing the minimum monthly payment
to $400 for any participant in the Police and Fire Fighters'
Retirement Fund, effective June 1, 1996.
AMEND CS. SEC. 10-52 & 10-59 (MAINTENANCE PERSONS)
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SECTIONS 10-52 & 10-59, CIVIL
SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Increasing
the salary of the positions of Maintenance Person #1 in the Public
Works Dept./Facility Maintenance Division and the Department of
Parks from $11.05 to $11.57, and decreasing the number of
positions of Maintenance Person #1 in the Department of Parks from
4 to 2.
The Mayor announced there was no further business, and upon
motion the meeting adjourned.
