ROLL CALL
At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday, August
1, 1995, Mayor Montgomery presided, and upon call of the roll
by the City Clerk, the following answered to their names:
Commissioners Coleman, Grumley, Renfro and Mayor Montgomery
(4). Commissioner Hornsby was absent (1).
MINUTES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for July 25, 1995, be
waived and that the Minutes of said meeting prepared by the
City Clerk be approved as written. Adopted on call of the
roll, yeas, Commissioners Coleman, Grumley, Renfro and Mayor
Montgomery (4).

Commissioner Renfro offered motion, seconded by Commissioner
Grumley, that upon the recommendation of the City Manager, the
Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved.

ORDINANCE - EMERGENCY
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce and adopt an
ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF JJ &
SONS IN AN AMOUNT NOT TO EXCEED $25,000 FOR WEED AND GRASS
CUTTING AND REMOVAL OF DEBRIS DURING THE FISCAL YEAR 1995/96,
AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The
foregoing title summarizes the contents of this ordinance.

AMEND NONCIVIL SERVICE SEC. 2-47(i) & (j)
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL SERVICE
✓ GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Creating
the positions of Clerical Assistant and Planner I and renaming
the existing Planner Position as Planner II in the Planning &
Building Department. Adopted on call of the roll, yeas,

ORDER NO. 2 - KENTUCKY AVE. RELOCATION PROJECT
($81,761.47)
Commissioner Renfro offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE CHANGE ORDER NO. 2 IN THE AMOUNT OF $81,761.47 WITH
H & G CONSTRUCTION COMPANY INC. FOR THE KENTUCKY AVENUE RELOCATION
PROJECT". This ordinance approves Change Order No. 2, which
authorizes a left turn lane into the new main entrance of Western
Baptist Hospital at the intersection of Kentucky Avenue and 25th
Street. The City of Paducah will be reimbursed this amount by the
Kentucky Department of Transportation and/or Western Baptist

HUMANE SOCIETY AGREEMENT
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN
✓ AGREEMENT WITH McCRACKEN COUNTY HUMANE SOCIETY, INC.". This
ordinance is summarized as follows: Authorizing the Mayor to
execute an Agreement with McCracken County Humane Society Inc.
for providing a humane shelter for captured stray or lost dogs
and other animals. Adopted on call of the roll, yeas, Commis-

PURCHASE 600 ROLL-OUT REFUSE CONTAINERS
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that a the Board of Commissioners ADOPT an ordinance

ROLL-OUT REFUSE CONTAINERS IN THE AMOUNT OF $25,896 FROM
STRINGFELLOW INC., FOR USE BY THE PUBLIC WORKS DEPARTMENT/SOLID
WASTE DIVISION, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
FOR SAME". The foregoing title summarizes the contents of this

FY 1995/96 STREET RESURFACING
Commissioner Renfro offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE ACCEPTING THE BID OF JIM SMITH
CONTRACTING CO. INC. FOR RESURFACING VARIOUS STREETS AND
PAVEMENT MARKING IN THE CITY OF PADUCAH". This ordinance
authorizes the City of Paducah to accept the bid of Jim Smith
Contracting Co. Inc. for resurfacing various streets and
pavement marking for FY 1995/96, for a total bid price of
$1,240,492.50. Adopted on call of the roll, yeas,

CHANGE ORDER NO. 3 - POLICE DEPT. RELOCATION ($846.73)
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE APPROVING CHANGE ORDER NO. 3 IN THE
AMOUNT OF $846.73 FOR THE POLICE DEPARTMENT RELOCATION PROJECT

RENOVATION CONTRACT WITH MIDSTATES CONSTRUCTION, INC.
INCREASING THE TOTAL CONTRACT AMOUNT TO A SUM NOT TO EXCEED
$384,823.23, GRANT A TIME EXTENSION OF 22 DAYS AND AUTHORIZING
THE MAYOR TO EXECUTE SAME". This ordinance is summarized as
follows: Authorizing the Mayor to execute Change Order No. 3
in the amount of $846.73 for the Police Department Relocation
Project Renovation Contract, increasing the project cost to
$384,823.23, and granting an additional 22 day extension of
time for project completion. Adopted on call of the roll,

ORDINANCES - INTRODUCTION

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL SERVICE
GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows:
Increasing the number of clerical assistants from one to five
and creating the one position for data entry operator in the
Police Department.
PURCHASE UTILITY TRUCK FOR WASTEWATER/STORMWATER DIVISION
Commissioner Renfro offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE ACCEPTING THE BID OF STRINGFELLOW INC. v'
IN THE AMOUNT OF $35,650 FOR SALE TO THE CITY OF A ONE -TON
UTILITY TRUCK FOR THE WASTEWATER/STORMWATER COLLECTION DIVISION
OF THE DEPARTMENT OF ENVIRONMENTAL AND ENGINEERING SERVICES,
AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". The
foregoing title summarizes the contents of this ordinance.
DISCUSSIONS
1. Buddy Upshaw of Florence & Hutcheson gave an overview of
the Phase I Conceptual Plan for Littleville and the
Cornell -Morgan School area. Also present from Florence &
Hutcheson were Roger Colburn and Glenn Bradley.
Mayor Montgomery asked Florence & Hutcheson to work with the
Community Development Department to determine expenditures and
scope of work for the Littleville project.
2. Police Take-home Vehicle Policy:
Commissioner Grumley introduced Lexington Police Chief Larry
Walsh, Assistant Chief Sandra Devers and Fleet Liaison Officer
L.C. Richardson, who discussed the Take -Home Policy for
Lexington Metro -Government. Lexington started this plan in
1973 with the merger of City and Fayette County governments.
Paducah Chief L.V. McGinty was also included in the discussion
and presentation. He gave the Commission a proposal for
implementing this policy in the Paducah Police Department.
Former City Commissioner Hal Cole supported a take-home policy
for Paducah Police Officers.
Bill Glisson of the Public Works Department presented estimated
costs for three possible options to implement a take-home
policy, as follows:
(1) $900,000 to provide enough cars for every patrol officer
living in McCracken County
(2) $358,000 for enough cars to equip all officers living
inside the city limits.
(3) A smaller program for community oriented police officers
and the fourth platoon could be phased in at no cost.

3. Charlene Cole, CEO of the Paducah -McCracken County Small
Business Center, told the Commission that her requests for
grant funds through the city have received no response. She
said she feels the city should be more fair and equitable and
cannot understand shy her organization has been excluded and
thereby denied funds. Mayor Montgomery and Commissioner
Grumley asked for a copy of her program and hold her the
Commission has not seen her proposal. Mayor Montgomery told
Ms. Cole that her request would be considered. Rev. D.L. Gray
and William Jones supported the program of Charlene Cole.
4. Mayor Montgomery read a letter recognizing Ricky Scott, an
employee of the Wastewater Treatment Plant, for his commendable
work at the plant for the past five years.
5. Mayor Montgomery and Commissioner Grumley attempted to
clarify a recent letter mailed to Paducah residents concerning
the new method of billing for refuse charges on the water bill.
6. Mayor Montgomery gave an update on the Noble Park
renovation/construction.
7. Mayor Montgomery announced that the north bound right lane
at 28th and Washington Streets will be closed for construction
August 7-19.
8. Commissioner Renfro said the grant application approved at
last week's meeting for the Gen. Lloyd Tilghman House does not
include any city funds.
9. Commissioner Renfro reported that she is still receiving
calls concerning parking problems at 25th & Jefferson. Chief
McGinty said he will "attack" this problem again.
