ROLL CALL
At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday, June
27, 1995, Mayor Montgomery presided, and upon call of the roll
by the City Clerk, the following answered to their names:
Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor
Montgomery (5).
Rev. Jimmie Hodge, a Paducah resident, commended the Commission
for the recent work done at Blackburn Park.
MINUTES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for June 20, 1995, be
waived and that the Minutes of said meeting prepared by the
City Clerk be approved as written. Adopted on call of the
roll, yeas, Commissioners Coleman, Grumley, Hornsby Renfro and
Mayor Montgomery (5).

APPOINTMENT
PADUCAH-McCRACKEN COUNTY EMERGENCY COMMUNICATIONS SERVICE BOARD
Mayor Montgomery made the following appointment: "WHEREAS,
subject to the approval of the board of Commissioners, and
pursuant to the First Amendment to the Interlocal Agreement V-11
between the City of Paducah and the County of McCracken I
hereby make the following appointment to the Paducah -McCracken
County Emergency Communications Service Board, which term will
expire July 1, 1997:
1. Joseph Ray Wright, to replace William "Buck"
O'Donley, who has resigned."
Mayor Montgomery thanked William "Buck" O'Donley for his
- service on the Emergency Communications Board and welcomed Mr.
Wright to the Board. (Mr. Wright replaces Mr. O'Donley.)
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners approve the action of
Mayor Montgomery in appointing Joseph Ray Wright as a member of
the Paducah -McCracken County Emergency Communications Service
Board. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5).

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners approve the sale of
the attached cemetery lot(s) and authorize the City Clerk to
execute a Deed of Conveyance.
1. Laverne Stokes, Old Addition to Oak Grove Cemetery, Sec. 29,
Lot 424, Grave 17, in the amount of $275.00 (Receipt No. 16032)
2. Bobby and/or Nancy Ford, Old Addition to Oak Grove

Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that a Resolution entitled, "A RESOLUTION OF THE BOARD
OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY, GIVING PRE-
LIMINARY APPROVAL TO HOSPITAL REVENUE BOND FINANCING FOR BAPTIST
HEALTHCARE SYSTEM, INC.; AUTHORIZING INITIATION OF ACQUISITION ANL.,,.
CONSTRUCTION OF A HOSPITAL FACILITIES PROJECT; AGREEING TO UNDER-
TAKE THE ISSUANCE OF SUCH BONDS AT THE APPROPRIATE TIME; AND

PERSONNEL CHANGES
Commissioner Grumley offered motion, seconded by Commissioner

Coleman, that upon the recommendation of the City manager, the
Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved.

WITHDRAW ABC ORDINANCE
Commissioner Renfro made the following request: "MAYOR, I /
REQUEST PERMISSION TO WITHDRAW A MOTION INTRODUCED ON JUNE 20,
1995, AMENDING CHAPTER 3, ALCOHOLIC BEVERAGES, OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH".
MAYOR MONTGOMERY REPLIED, "IF THERE IS NO OPPOSITION, THE
MOTION IS WITHDRAWN". There being no opposition, the motion
was withdrawn.

Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL SERVICE
GENERALLY, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Amending
salaries of noncivil service employees, effective July 10,
1995. Adopted on call of the roll, yeas, Commissioners

Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTIONS 10-49, 10-51, 10-52,
10-55, 10-58, 10-59, 10-61, 10-62, 10-63, 10-64, AND ABOLISHING
SECTION 10-65, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE

Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners adopt an ordinance
/ entitled, "AN ORDINANCE ABOLISHING SECTION 2-47.5, 'NONCIVIL
V SERVICE GENERALLY', OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:

Commissioner Renfro offered motion, seconded by Commissioner

BEVERAGES, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH".
This ordinance is summarized as follows: Defining the hours
when retail premises are to open and close for the sale of
alcoholic liquor or beverages.
ACCEPT AUDIT PROPOSAL FOR FY 1994-95
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance
/ entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL OF ALLEN,
d RUNDLE, GOLIGHTLY & SHELTON, P.S.C, CERTIFIED PUBLIC
ACCOUNTANTS, FOR A COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR
THE CITY OF PADUCAH FROM JULY 1, 1994, TO JUNE 30, 1995, FOR
THE SUM OF $46,000, AND AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE SAME." The foregoing title summarizes the contents of
this ordinance.
FINAL ANNEXATION OF PROPERTY ON OLIVET CHURCH ROAD
Commissioner Grumley offered motion, seconded by Commissioner
J Coleman, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE FINALIZING THE ANNEXATION OF CERTAIN
PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY OF
PADUCAH, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY
TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS". This
ordinance is summarized as follows: Annexing property into the
city limits of Paducah, adjacent to the present city limits,
located on Olivet Church Road.
EQUIPMENT RENTAL CONTRACT
Commissioner Hornsby offered motion, seconded by Commissioner
J Renfro, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE A CONTRACT WITH CENTRAL PAVING CO. OF PADUCAH INC. FOR
RENTAL OF VARIOUS EQUIPMENT FOR THE 1995-96 FISCAL YEAR". The
foregoing title summarizes the contents of this ordinance.
STREET MAINTENANCE MATERIALS
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce the
following ordinances:
1. "AN ORDINANCE ACCEPTING THE BID OF WAHL'S EXCAVATING, FOR SALE
TO THE CITY OF ITS REQUIREMENT OF SAND TO BE USED DURING THE YEAR
1995-96, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME'
2. "AN ORDINANCE ACCEPTING THE PROPOSAL OF JIM SMITH CONTRACTING
COMPANY INC., FOR SALE TO THE CITY OF ITS REQUIREMENT OF BITUMINOUS
CONCRETE, FOR THE YEAR 1995-96, AND AUTHORIZING THE MAYOR TO EXECUTE
A CONTRACT FOR SAME".

Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance l
entitled, "AN ORDINANCE AMENDING SECTION 2-47, NONCIVIL SERVICE V
GENERALLY OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Creating the
position of Clerical Assistant in General Government.
AMEND SEC. 10-62 & 10-63, CIVIL SERVICE
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance l
entitled, "AN ORDINANCE AMENDING SECTIONS 10-62 AND 10-63, V
CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Decreasing the number of Deputy Building Inspectors from 3 to 2
in the Planning & Building Department, and creating the
position of Codes Enforcement Officer in the Fire Department.
DRAINAGE IMPROVEMENT PROJECT ($87,648)
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO
EXECUTE AN AGREEMENT IN AN AMOUNT NOT TO EXCEED $87,648 WITH
FLORENCE AND HUTCHESON INC. FOR PROFESSIONAL ENGINEERING SERVICES
FOR THE DRAINAGE IMPROVEMENT PROJECT WITHIN THE CORNELL
SUBDIVISION, AND FOR THE MORGAN SCHOOL, CROSS CREEK AND
LITTLEVILLE AREAS". The foregoing title summarizes the contents
of this ordinance.
Mayor Montgomery gave a review of the events leading to the
preparation and introduction of the above ordinance.
City Engineer John Chlarson introduced Roger Colburn of
Florence & Hutcheson and former City Engineer, who gave an
overview of the drainage improvement project and discussed the
master plan for same. He provided the Commission with a
publication prepared by Florence & Hutcheson outlining this
project in detail.
DISCUSSIONS
MAYOR MONTGOMERY ANNOUNCEMENTS:
1. Kolb Park pool is closed for repairs
2. Loan closing for sale of the first three homes under the
HOPE 3 Program is scheduled for 10 a.m. Wednesday, June 28, in
the City Commission Chambers.
3. City Hall will be closed for the July 4 holiday. Refuse
pickup scheduled for July 4 will be picked up one day late.
4. Thanked Commissioner Hornsby for his recent presentation at
a Kentucky League of Cities conference to promote Paducah as
the site for the 1999 convention. He was assisted by Mary
Hammond of the Paducah -McCracken County Tourist Commission and
Gay Dwyer, marketing and sales representative for J.R.'s
Executive Inn. As a result of these presentations, the KLC has

selected Paducah as the site for their 1999 convention, which
will be held in October, 1999. This year the KLC Convention
will be held in Paducah on October 11-15, 1995.
5. Announced that a Called Commission Meeting will be held at
9:30 a.m., June 29, 1995.
EXECUTIVE SESSION
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board go into closed session for discussion of
matters pertaining to the following topics:
1. Proposed or pending litigation, as permitted by KRS
61.810(1)(c)
2. Issues which might lead to the appointment, dismissal or
disciplining of an employee, as permitted by KRS 61.810(1)(f).

At the conclusion of the Executive Session the Board reconvened
in Open Session and held a Workshop.
Upon motion the meeting adjourned.
