ROLL CALL
At a Regular Meeting of the Board°of Commissioners held in the
Commission Chambers at City Hall at 7:00 p.m., Tuesday,
March 14, 1995, Mayor Montgomery presided, and upon call of the
roll by the City Clerk, the following answered to their names:
Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor
Montgomery (5). 00
MINUTES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for March 7, 1995, be
waived and that the Minutes of said meeting prepared by the
City Clerk be approved as written. Adopted on call of the
roll, yeas, Commissioners Coleman, Grumley, Hornsby Renfro and
Mayor Montgomery (5).

PRIVATE COLLECTOR PERMITS
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the following applications for private collector's
permits be approved as follows:
For the Period Ending December 31, 1995:

PERSONNEL CHANGES
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that upon the recommendation of the City Manager, the
Board of Commissioners of the City of Paducah, Kentucky, orders
the personnel changes on the attached list be approved.

ORDINANCES - ADOPTION
AMEND CIVIL SERVICE SEC. 10-55
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 10-55, CIVIL SERVICE,
J OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY".
This ordinance is summarized as follows: Increase the number
of Maintenance Persons from 2 to 3 (in DEES, Wastewater
Treatment Division). Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor
Montgomery (5). ORDINANCE NO. 95-3-5257, BOOK 26, P.25-41.
REIMBURSE AIRPORT FOR 1/2 COST OF PURCHASE OF MOWING EQUIPMENT
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE DIRECTING THE FINANCE DIRECTOR TO PAY
THE SUM OF $16,868.20 TO PADUCAH AIRPORT CORPORATION TO
REIMBURSE SAID CORPORATION FOR THE CITY'S PORTION OF PURCHASE
OF MOWING EQUIPMENT This ordinance is summarized as follows:
Reimbursing the Paducah Airport Corporation for one-half the
purchase price of mowing equipment, pursuant to a verbal
agreement between the City of Paducah, the McCracken County
Fiscal Court and the Paducah Airport Corporation. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley,
Hornsby, Renfro and Mayor Montgomery (5). ORDINANCE NO.

ORDINANCES - INTRODUCTION
AMEND PAYMENT SCHEDULE FOR ABC LICENSES
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING CHAPTER 3, ALCOHOLIC
BEVERAGES, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH". This
ordinance is summarized as follows: Changing the schedule for the
purchase of license from semi-annual to annual and making provisions
to charge one half the license fee for licenses purchased during the
last half of the fiscal year.
AMEND SEC. 28-10(a), SKATEBOARDS & LIKE DEVICES
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners introduce an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 28-10(a) OF ARTICLE I,
CHAPTER 28, STREETS AND SIDEWALKS, OF THE CODE OF ORDINANCES OF
THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Amending Section 28-10(a) to prohibit any.person
to ride upon or otherwise operate a skateboard or other like
device at the waterfront in the Downtown Business District.
PUBLIC FORUM
Dartanya Williams, a temporary employee hired through Olsten
Temporary Services, said he was released from the Parks &
Leisure Services Department for being absent from work two days
last week. He contends he notified department supervisors
before he left that he needed time off to visit a sick relative
in Lexington. Mayor Montgomery said this situation should be
explored.
DISCUSSIONS
COMMISSIONER COLEMAN reported:
MARCH 14, 1995,
1. A citizen has reported to him that there are two potholes
at Allan Lane and U.S. 60.
2. The individual in charge of the downtown parking monitoring
has inquired about receiving a motorized cart. Chief McGinty
said the purchase order has been submitted for purchase of the
cart. The City Manager will look into this matter.
MAYOR MONTGOMERY announced:
1. The Housing Opportunity Fair will be held Saturday, March
18, from 9 a.m. to 12 Noon.
2. Landfill dumping will be free on April 1 and 8, 1995,
during Spring Clean-up Week. LWD will pick up hazardous f
household waste free of charge at the landfill on April 8.
This is the last year for free dumping privileges due to
closing of the landfill later this year.
CITY MANAGER:
1. The City is looking at the possibility of lowering sewer
rates. John Chlarson, City Engineer, is working on a
feasibility study, and a recommendation may be presented to the
City Commission in mid-April.
2. John Chlarson, City Engineer, gave an update on the 201
Facilities Plan. Periodic Progress Reports will be distributed
to the Commission as progress is made.
3. Anticipates meeting again with the Police and Firemen's
Pension Board in the next day or two and hopes to have
something definitive by next week.
MAYOR MONTGOMERY expressed her desire to increase widows'
pensions if legally possible.
4. Next City auction tentative scheduled for June. Will
invite County to participate. Police Department auction of
bicycles will be a separate auction.
EXECUTIVE SESSION
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board go into closed session for discussion
of matters pertaining to the following topics:
1. Future sale or acquisition of a specific parcel(s) of real
estate, as permitted by KRS 61.810(1)(b);
2. Proposed or pending litigation, as permitted by KRS f/
61.810(1)(c); and
3. Issues which might lead to the appointment, dismissal or
disciplining of an employee, as permitted by KRS
61.810(1)(f).
Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board reconvened
in Open Session and held a Workshop.
Upon motion the meeting adjourned.
