AN ORDINANCE ABOLISHING THE CURRENT PADUCAH
RENAISSANCE ALLIANCE ORDINANCE; CREATING A CITY DEPARTMENT
ENTITLED "MAIN STREET" AND CREATING AN ADVISORY BOARD TO BE
KNOWN AS THE "PADUCAH RENAISSANCE ALLIANCE ADVISORY BOARD";
PROVIDING FOR THE APPOINTMENT AND TERMS OF MEMBERS; AND
ESTABLISHING THE ROLE AND PURPOSE OF SAID BOARD
WHEREAS, on or about May 6, 2008, the City of Paducah adopted
Ordinance No.2008-5-7411, establishing the Paducah Renaissance Alliance (hereinafter
the "PRA Ordinance") and has, from time to time, amended said ordinance; and
WHEREAS, the City Commission hereby finds that it would be
beneficial to the City of Paducah to abolish the current PRA Ordinance and assign the
functions and duties of PRA to a department within the City of Paducah. Further, the
City Commission has determined that it should establish an Advisory Board to provide
and encourage community participation and involvement in the program.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF
THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The provisions of Chapter 2, Article VI, Division 15,
entitled "Paducah Renaissance Alliance", are hereby abolished in its entirety.
SECTION 2. A new section shall be created in Chapter 2, Article V,
Division 6, Main Street Department and shall read as follows:
2-325. DIRECTOR.
There is hereby created and established the position of the Director of the
Main Street Department of the City of Paducah. The Director of the Main Street
Department is charged with the responsibility of supervising the various functions of the
Department and shall work under the general supervision of, and report to, the City
Manager. The Main Street Department Director shall have all general authorities and
powers necessary to carry out these responsibilities, and shall be deemed non -civil
service.
2-326. RESPONSIBILITIES AND FUNCTIONS.
The Main Street Department shall:
a) Serve as the accredited National Main Street program;
b) Use the National Main Street 4 -Point approach as follows:
1) Design: Enhancing the Downtown and Lower Town's physical
environment by capitalizing on its best assets including historic
buildings, and creating an inviting atmosphere through
attractive window displays, parking areas, building
improvements, streetscapes and landscaping. Focus on
instilling good maintenance practices in the renaissance
district, enhancing the physical appearance of the district by
rehabilitating historic buildings, encouraging appropriate new
construction, developing sensitive design management systems
and integrating long-term planning.
2) Economic Restructuring: Strengthen the area's existing
economic base while also expanding and diversifying it. By
helping existing businesses expand and recruiting new
businesses to respond to today's market, the Main Street
Department helps convert unused spaces into productive
properties and sharpens the competitiveness of business
enterprises.
3) Promotion: Marketing the area's unique characteristics to
residents, visitors, investors and business owners. The Main
Street Department develops a positive, promotional strategy
through advertising, retail activities, special events and
marketing campaigns to encourage commercial activity and
investment in the area. The Main Street Department is
authorized to continue to use the name of "Paducah
Renaissance Alliance" in its promotions and activities.
4) Organization: The Department shall involve community
stakeholders in working toward common goals.
(c) Perform any other responsibility and function as assigned by the
City Manager.
SECTION 3. A new section shall be created in Chapter 2, Article VI,
Division 15 and shall read as follows:
2-571. ESTABLISHMENT.
There is hereby created a board to be known as the Paducah Renaissance
Alliance Advisory Board, (Advisory Board).
2-572. COMPOSITION; APPOINTMENT OF MEMBERS.
The Advisory Board shall consist of nine (9) members who shall be
appointed by the Mayor with the approval of a majority of the members of the Board of
Commissioners.
2-573. TERMS OF MEMBERS; APPOINTMENTS;
VACANCIES; AND COMPENSATION.
The Mayor, and with the consent of a majority of the City Commission,
shall appoint up to nine (9) members of the Advisory Board. Each term, except for initial
appointments, shall be for four years each, and/or until their successors are appointed and
qualified. No member may serve more than two full terms. Vacancies shall be filled in
the same manner as in the original appointments and for the unexpired term of the
vacancy. Board members shall serve without compensation and may not incur any
indebtedness to be paid by the City.
2-574. ROLE AND FUNCTION.
a) The Advisory Board shall coordinate with the Main Street
Department staff in promoting the mission of the Main Street
Department, providing input on programming options and
providing program review as requested from time to time. The
Advisory Board shall participate as requested in visionary planning
and assist with stimulating greater public awareness and
participation by community members and stakeholders.
b) The Advisory Board may form citizen/volunteer committees as
reasonable and necessary to assist it in its role and function. The
Advisory Board may select its own Chairperson and Secretary and
shall meet not less than quarterly. The Main Street Director shall
attend all meetings of the Advisory Board.
SECTION 4. This ordinance shall be read on two separate days and
be effective upon summary publication pursuant to KRS Chapter 424.
