At a Called Joint Meeting of the Board of Commissioners and
the McCracken County Fiscal Court, held in the Commission
Chambers at City Hall, Paducah, Kentucky, at 4:30 p.m.,
Tuesday, February 13, 1995, Mayor Montgomery called the
meeting to order. Present were City Commissioners Coleman,
Grumley, Hornsby, Renfro and Mayor Montgomery (5).
McCracken County Fiscal Court members present were
Commissioners Bradford, McNeil and Judge/Executive Orazine
(3).
Also present were McCracken County Attorney Fred Grimes,
City Manager Jerry Hoover and City Clerk Lenita Smith.
R & F NOTICES
Commissioner Coleman offered motion, seconded by Commis-
sioner Renfro, that the executed copies of the Notice of
Called Meeting to be held at 4:30 p.m., Tuesday, February
14, 1995, be received and filed. Adopted on call of the ✓
roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro
and Mayor Montgomery (5).
Judge Orazine presided at the meeting.
1. Mark Drysdale gave an update on the Solid Waste Transfer
Station. He estimated it to be in operation by June 1,
1995. He handed out a drawing of the site and discussed
same.
2. The City Jail facilities in the City Hall basement were
discussed. Judge Orazine requested that these facilities be
utilized for juvenile retention during the time new
facilities are being constructed. Mayor Montgomery told him
the City will not be able to give up this space until the
Police Department is moved to its new location. She told
Judge Orazine that when these facilities are made available
to the County the City will charge them only $1.00 per rent
if the County agrees to handle all other costs incurred,
such as utilities, etc. Judge Orazine estimated 1 1/2 years
construction time for the new Juvenile Center.
3. Clark Street. Judge Orazine discussed the use of Clark
Street between 6th and 7th Streets during and after
construction of the new Juvenile Center. He said the County
will have control of the street and that traffic will remain
open and a traffic light will be installed. He said that
with the permission of the City, the County will be able to
close the street during inmate transfer. The Center will
encroach upon the right-of-way, but not upon the street. An
Agreement will be executed between the City and County for
use and jurisdiction of the portion of Clark Street to be
affected.
4. Human Rights Commission. Mayor Montgomery said she will
recommend to the Board of Commissioners that the ordinance
be amended to allow a two -term limit for Board members. She
will also recommend that the number of Board members be
increased from 9 to 15.
City Manager Hoover asked if the County would like to have
someone evaluate jointly with the City the expansion of its
telephone system. The County agreed to look into this. A
joint City -County meeting will be held to discuss this
project.
Mayor Montgomery suggested that the City and County consider
making donations to the I-69 Project. She suggested the
amount of $500 from each entity.
