ROLL CALL
At a Called Meeting of the Board of Commissioners, held at 7:00
p.m., Tuesday, January 31, 1995, Mayor Montgomery presided, and
upon call of the roll by the City Clerk, the following answered
to their names: Commissioners Coleman, Grumley, Hornsby,
Renfro and Mayor Montgomery (5).
NOTICES OF CALLED MEETING
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the executed copies of the Notice of Called
Meeting to be held at 7:00 p.m., Tuesday, January 31, 1995, be
received and filed. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Hornsby, Renfro and Mayor
Montgomery (5).
MINUTES
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the minutes for January 20, 21 and 24, 1995, be
waived and that the minutes of said meetings prepared by the
City Clerk be approved as written. Adopted on call of the
roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and
Mayor Montgomery (5).

END CIVIL SERVICE SEC. 10-59 (PALS)
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SECTION 10-59, CIVIL SERVICE,
✓ OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY".
This ordinance is summarized as follows: Delete the positions
of recreation supervisor and recreation assistant. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley,
Hornsby, Renfro and Maypp� ontgomery (5). ORDINANCE NO.

AMEND NONCIVIL SERVICE SEC. J -47(H)
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE AMENDING SUBSECTION (H) OF SECTION
2-47, NONCIVIL SERVICE GENERALLY, OF THE CODE OF ORDINANCES OF
THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Delete the position of Arts Resources Developer
and add the positions of Leisure Services Superintendent and
Arts and Special Programs Supervisor. Adopted on call of the
roll, yeas, Commissioners Coleman, Grumley, Hornsby, Renfro and

PURCHASE EOUIPMENT FOR TERRELL STREET LIFT STATION
Commissioner Renfro offered motion, seconded by Commissioner
Hornsby, that the Board of Commissioners adopt an ordinance
entitled, "AN ORDINANCE ACCEPTING THE BID OF QUALITY ELECTRIC
SERVICE, INC. OF PADUCAH IN THE AMOUNT OF $26,820 FOR THREE
VARIABLE FREQUENCY DRIVES AND RELATED APPURTENANCES FOR THE
TERRELL STREET LIFT STATION, AND AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT FOR SAME". The foregoing title summarizes
the contents of this ordinance. ORDINANCE NO. 95-1-5245, BOOK

TABLE KENTUCKY AVENUE RELOCATION ORDINANCE
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners TABLE an ordinance
entitled, "AN ORDINANCE ACCEPTING THE BID OF H & G CONSTRUCTION
COMPANY INC. IN AN AMOUNT NOT TO EXCEED $1,390,885.01 FOR
ROADWAY AND WATER LINE CONSTRUCTION FOR RELOCATION OF KENTUCKY
AVENUE, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR
SAME", as introduced by the Board of Commissioners on October
11, 1994. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Hornsby, Renfro and Mayor Montgomery (5).
KENTUCKY AVENUE RELOCATION
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that.:the.�Board of Commissioners introduce and adopt an
ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF H & G
CONSTRUCTION COMPANY INC. IN AN AMOUNT NOT TO EXCEED
$1,390.885.01 FOR ROADWAY AND WATER LINE CONSTRUCTION FOR
RELOCATION OF KENTUCKY AVENUE, AND AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as
follows: Authorizing the City to pay the sum of $949,90. The
amount of $441,195 shall be paid by Western Baptist Hospital
and/or Kentucky Transportation Cabinet, and shall be verified in
writing to the City of Paducah prior to adoption of this
ordinance. Any unanticipated costs in excess of the contract
amount shall be the responsibility of the Kentucky Transportation
Cabinet and/or Western Baptist Hospital. Adopted on call of

DISCUSSIONS
Mayor Montgomery made mention that telephone calls received
in her office from unidentified people cannot be addressed and
asked anyone making calls to her office in the future identify
themselves.

City Manager Hoover told the Commission that he is working on
an ordinance revision which will establish grievance procedures L�l
for noncivil service employees. These procedures will be the
same as civil service grievance procedures. Mr. Hoover read
this ordinance in part.
EXECUTIVE SESSION
Commissioner Hornsby offered motion, seconded by Commissioner
Renfro, that the Board go into closed session for discussion of
matters pertaining to the following topics:
1. Future sale or acquisition of a specific parcel(s) of real
estate, as permitted by KRS 61.810(1)(b).
2. Proposed or pending litigation, as permitted by KRS
61.810(1)(c).
3. Issues which might lead to the appointment, dismissal or
disciplining of an employee, as permitted by KRS 61.810(1)(f).

Upon motion the meeting adjourned.
